A state of calamity has been declared in Metro Manila amid massive flooding due to heavy rains brought by the Southwest Monsoon, locally known as Habagat, and Tropical Cyclone on Wednesday, July 24.

The Metro Manila Council (MMC) approved the declaration following a meeting with Interior and Local Government Secretary Benhur Abalos.

The declaration would allow local government units to access their funds for calamity response and impose a price freeze on basic goods.

During a briefing earlier in the day, President Ferdinand Marcos Jr. directed concerned government agencies to identify all affected barangays and to ensure the welfare and evacuation of residents in low-lying areas.

The President also emphasized the timely distribution of assistance to communities affected by the widespread flooding.

Metro Manila and nearby areas have been experiencing heavy downpours due to the effects of Southwest Monsoon enhanced by Typhoon Carina.

The state weather bureau PAGASA said Carina is expected to exit the Philippine area of responsibility on Thursday, July 25.

CARINA is forecast to steadily intensify and may reach its peak intensity prior to its landfall over Taiwan due to favorable environment. It is seen to cross the Taiwan Strait and make its final landfall over southeastern China by Thursday afternoon or evening. – RRD

Residential consumers of Visayan Electric will experience an increase of P3.56 per kilowatt-hour (kWh), raising the total rate to P13.27/kWh for the July to August billing period. Customers consuming at least 200 kWh per month will see an additional charge of P712 on their next bill. This rate hike is primarily due to high electricity prices in the Wholesale Electricity Spot Market (WESM) and the implementation of the second installment of staggered WESM payables from May.

The Energy Regulatory Commission (ERC) had previously issued Order 2024-01MC, allowing a four-month staggered payment for power purchases, which resulted in an artificially low rate during the June-July cycle. For that period, only the first installment of the May payables was collected, leading to a lower rate of P12.37/kWh. However, with the second installment, approximately P0.90 added to the rate, the average residential charge has now risen to P13.27/kWh.
