Jerome Balmes spent 15 years working as an Overseas Filipino Worker (OFW) before deciding to return to the Philippines, where he has been residing for almost 3 years now. He meticulously prepared for his return, acquiring machinery and formulating business ideas. Jerome had a strong passion for crafting bracelets, which he had been pursuing for seven years, given his background in fashion retail design during his time working abroad. Upon establishing his business in the Philippines, he decided to venture into new territory, namely 3D paper arts, which became his primary product. The transition from OFW life to entrepreneurship was a result of his desire for a new and fulfilling endeavour. The primary products of JeroBe Arts & Crafts Manufacturing are 3D paper arts elegantly framed within shadow boxes. The intricate art involves the delicate process of paper cutting, utilizing sharp tools or machinery. Additionally, they offer fashion bracelet accessories crafted from ropes and cords, catering to travellers and trendsetters.

The DTI has been instrumental in opening doors for small businesses, promoting their products and facilitating their acceptance in the market. Their events and trade fairs have played a crucial role in Raising awareness, fostering connections with other businesses across the country, and exposing his products to a wider audience, thereby helping him meet potential customers and interested parties.
