WHEREAS, on August 26, 2024, the Commission on Elections (COMELEC) will open the candidacy for the upcoming Central Student Government Election.

WHEREAS, according to the Article XII Section 2, “The COMELEC, shall manage the procedures of the elections.”

WHEREAS, in accordance with the Article XIX Section 2, “All bona fide members who meet the following requirements may run for office.”

WHEREAS, in accordance with the Article XIX Section 3, the applicants must submit all the requirements and must be filed to the COMELEC within the filing period.

WHEREAS, in accordance with the Article XIX Section 4, “Interested student/s or groups of students may form political parties and register within the COMELEC.”

WHEREAS, in light of the aforementioned and in accordance with Article XVIII, Section 9 of the Central Student Government's Bylaws and Constitution, the COMELEC is liable to "conduct fair, honest, and systematic elections."

NOW, THEREFORE, BE IT RESOLVED, that the Commission on Elections of the Central Student Government hereby open the application for candidacy for the upcoming Central Student Government Election, effective August 26, 2024.

BE IT FURTHER RESOLVED, that the candidates must adhere to the Constitution and By- Laws of the Central Student Government, to the policies regarding inclusivity, non-discrimination, gender equality, sensitivity, and fair, honest, and efficient application processes.

BE IT FINALLY RESOLVED, that this resolution shall take effect immediately upon its publication.

WHEREAS, according to the article XII Section 2, “The COMELEC, shall manage the procedures of the elections.”

WHEREAS, in accordance with the Article XII Section 3, “The COMELEC shall adopt rules, policies, and legislations to achieve and maintain the maximum degree of fairness, impartiality, and efficiency to voting procedures, including write-in voting, counting, tabulating, and recording of votes by the voting system used in CSG elections.”

NOW, THEREFORE, BE IT RESOLVED, that the Commission on Elections of the Central Student Government hereby appoints a new Comelec Commissioners of the COMELEC, effective August 25, 2024.

𝗪𝗛𝗘𝗥𝗘𝗔𝗦, on August 5, 2024, the Commission on Elections (COMELEC) will appoint a new Chairperson, Vice Chairperson, Secretary and Commissioners to take office and commence their duties.

𝗪𝗛𝗘𝗥𝗘𝗔𝗦, given the absence of interested applicants, we selected 𝗠𝗥. 𝗞𝗘𝗡𝗜𝗧𝗛 𝗟𝗔𝗩𝗔𝗡𝗗𝗘𝗥𝗢 as the 𝗖𝗵𝗮𝗶𝗿𝗽𝗲𝗿𝘀𝗼𝗻 and 𝗠𝗦. 𝗔𝗡𝗡𝗔 𝗚𝗔𝗕𝗥𝗜𝗘𝗟𝗟𝗔 𝗥𝗢𝗧𝗔𝗠𝗢𝗟𝗔 as the 𝗩𝗶𝗰𝗲 𝗖𝗵𝗮𝗶𝗿𝗽𝗲𝗿𝘀𝗼𝗻 for the Commission on Election 2024-2025. They will be responsible for finding commissioners for each program.

Sa wakas, narito na ang pinakahihintay nating mga opisyal na resulta para sa mga kandidato ng Central Student Government (CSG) 2023. Batay sa talaan ng Registrar ng CvSU TMC, mayroong 2995 na tunay na mag-aaral. Sa kabuuan ng 2995, 1198 lamang ang aktibong naglahok sa botohan. Ito'y nagpapakita ng kahalagahan ng pagpapahalaga sa kanilang karapatan at pagpapahalaga sa kanilang boses sa unibersidad.

Sa mahigit-isang buwan ng mga masinsinang kampanya, hindi natin maikakaila ang dedikasyon at sipag ng mga kandidato. Ito'y hindi lamang tagumpay para sa kanila, kundi tagumpay para sa lahat ng mag-aaral na nagtiwala at nagbigay ng kanilang mga boto. Sa gitna ng laban at dedikasyon ng bawat kandidato, hindi matatawaran ang kanilang mga hangarin na maglingkod at maging tinig ng mga mag-aaral.

Sa ating pagkakaisa at pagtutulungan, tiyak na magtatagumpay tayo sa pagtahak patungo sa mas maganda at mas progresibong kinabukasan. Kaya't hindi na tayo magpapaligoy-ligoy pa, ito na ang mga bagong lider ng CSG 2023-2024 na magtataguyod para sa ating pamantasan.

Pagkatapos ng verifikasyon, makakakita sila ng listahan ng mga kandidato na maaari nilang iboto. Piliin ang mga kandidatong nais suportahan sa pamamagitan ng pagklik sa kanilang mga pangalan o larawan.

Sa nakaraang Sabado, ika-7 ng Oktubre, 2023, naging mainit na pag-uusap at napuno ng dedikasyon habang isinasagawa ang "𝐅𝐎𝐑 𝐎𝐑 𝐀𝐆𝐀𝐈𝐍𝐒𝐓" segment para sa mga nagnanais na maging kandidato ng Central Student Government. Ang nasabing bahagi ng programa ay nagdala ng makulay na debate at bukasang palitan ng ideya, kung saan ang mga kandidato ay nagpahayag ng kanilang pananaw ukol sa mga mahahalagang isyu na bumubuo ng ating unibersidad.

Mahalaga na tandaan na ang mga pananaw at opinyon ng mga kandidato ay hindi nangangahulugan ng kanilang pagkatao at integridad. Ito'y bahagi lamang ng demokratikong proseso na nagbibigay-daan sa malayang pagpapahayag ng mga ideya at prinsipyong nagdadala ng pagbabago. Sa huli, ang desisyon ay nasa kamay ng mga mag-aaral, na may malasakit sa kinabukasan ng unibersidad.

𝐊𝐀𝐇𝐀𝐏𝐎𝐍, isinagawa ng CSG COMELEC ang isang Candidates Forum para sa mga nagnanais na maging kandidato sa Central Student Government. Dito, kanilang pinag-usapan at ipinamahagi ang kanilang mga plataporma at mga opinyon ukol sa mga isyu sa lipunan, bansa, at sa ating pamantasan.

Aming iniimbitahan ang lahat ng mga aspiring candidates ng Central Student Government (CSG) sa magaganap na 𝐂𝐒𝐆 𝐂𝐀𝐍𝐃𝐈𝐃𝐀𝐓𝐄 𝐅𝐎𝐑𝐔𝐌 𝟐𝟎𝟐𝟑.

According to the Constitution and By-laws of Central Student Government Article XVIII, Section 9 states that “𝐓𝐡𝐞 𝐂𝐎𝐌𝐄𝐋𝐄𝐂 𝐬𝐡𝐚𝐥𝐥… (𝐚) 𝐂𝐨𝐧𝐝𝐮𝐜𝐭 𝐟𝐚𝐢𝐫, 𝐡𝐨𝐧𝐞𝐬𝐭 𝐚𝐧𝐝 𝐬𝐲𝐬𝐭𝐞𝐦𝐚𝐭𝐢𝐜 𝐞𝐥𝐞𝐜𝐭𝐢𝐨𝐧𝐬”, (g) “𝐃𝐞𝐜𝐢𝐝𝐞 𝐨𝐧 𝐩𝐫𝐨𝐭𝐞𝐬𝐭𝐬 𝐚𝐧𝐝 𝐜𝐨𝐦𝐩𝐥𝐚𝐢𝐧𝐭𝐬 𝐫𝐞𝐥𝐚𝐭𝐢𝐯𝐞 𝐭𝐨 𝐭𝐡𝐞 𝐜𝐨𝐧𝐝𝐮𝐜𝐭 𝐚𝐧𝐝 𝐫𝐞𝐬𝐮𝐥𝐭𝐬 𝐨𝐟 𝐞𝐥𝐞𝐜𝐭𝐢𝐨𝐧𝐬” and in (i) “𝐃𝐢𝐬𝐪𝐮𝐚𝐥𝐢𝐟𝐲 𝐜𝐚𝐧𝐝𝐢𝐝𝐚𝐭𝐞𝐬 𝐰𝐡𝐨 𝐡𝐚𝐯𝐞 𝐯𝐢𝐨𝐥𝐚𝐭𝐞𝐝 𝐚𝐧𝐲 𝐨𝐟 𝐭𝐡𝐞 𝐠𝐮𝐢𝐝𝐞𝐥𝐢𝐧𝐞𝐬, 𝐰𝐡𝐢𝐜𝐡 𝐡𝐚𝐯𝐞 𝐛𝐞𝐞𝐧 𝐩𝐫𝐨𝐦𝐮𝐥𝐠𝐚𝐭𝐞𝐝.”

NOW THEREFORE, pursuant to the powers vested in it by the Constitution and By-laws, the Commission on Elections RESOLVED, as it hereby RESOLVES to:
A. The Campaign Period will be from October 03 to October 06, 2023 from 8:00 AM to 8:00 PM.
B. Amend Article XIX, Section 6 (a) and (b), to read as follows.

𝐒𝐄𝐂𝐓𝐈𝐎𝐍 𝟔 (𝐚) 𝐂𝐚𝐦𝐩𝐚𝐢𝐠𝐧 𝐏𝐞𝐫𝐢𝐨𝐝
The campaign period shall officially start upon releasing the final list of the candidates. COMELEC will determine the room-to-room campaign duration.

𝐒𝐄𝐂𝐓𝐈𝐎𝐍 𝟔 (𝐛) 𝐂𝐚𝐦𝐩𝐚𝐢𝐠𝐧 𝐌𝐚𝐭𝐞𝐫𝐢𝐚𝐥𝐬
Streamers, posters, leaflets, flags, and entertainment groups like bands, singers, etc., are allowed. The candidates/parties will arrange a schedule with the Chairperson of each department for the permit and allowed duration. All materials shall be approved for posting by the University Records Office.

WHEREAS, in perspective of the preceding and in compliance with the ordinance of the Constitution and By-laws of Central Student Government Article XVIII, Section 9 states that “𝐓𝐡𝐞 𝐂𝐎𝐌𝐄𝐋𝐄𝐂 𝐬𝐡𝐚𝐥𝐥… (𝐚) 𝐂𝐨𝐧𝐝𝐮𝐜𝐭 𝐟𝐚𝐢𝐫, 𝐡𝐨𝐧𝐞𝐬𝐭 𝐚𝐧𝐝 𝐬𝐲𝐬𝐭𝐞𝐦𝐚𝐭𝐢𝐜 𝐞𝐥𝐞𝐜𝐭𝐢𝐨𝐧𝐬”

WHEREAS, as an independent body, the Commission shall also conduct an effective system of election for the incoming term of Central Student Government.

WHEREAS, the COMELEC as an independent body and in strict compliance with the mandate of the Constitution and By-laws.

WHEREAS, it is necessary to adjust certain dates to ensure the smooth conduct of the election;

WHEREAS, the COMELEC hereby amends the 𝐂𝐚𝐥𝐞𝐧𝐝𝐚𝐫 𝐨𝐟 𝐀𝐜𝐭𝐢𝐯𝐢𝐭𝐢𝐞𝐬 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐄𝐥𝐞𝐜𝐭𝐢𝐨𝐧 as follows:

1. 𝐒𝐜𝐫𝐞𝐞𝐧𝐢𝐧𝐠 𝐚𝐧𝐝 𝐀𝐧𝐧𝐨𝐮𝐧𝐜𝐞𝐦𝐞𝐧𝐭 𝐨𝐟 𝐎𝐟𝐟𝐢𝐜𝐢𝐚𝐥 𝐂𝐚𝐧𝐝𝐢𝐝𝐚𝐭𝐞𝐬 shall be rescheduled from 𝐒𝐞𝐩𝐭𝐞𝐦𝐛𝐞𝐫 𝟐𝟑, 𝟐𝟎𝟐𝟐, 𝐭𝐨 𝐒𝐞𝐩𝐭𝐞𝐦𝐛𝐞𝐫 𝟑𝟎, 𝟐𝟎𝟐𝟐.
2. 𝐓𝐡𝐞 𝐂𝐚𝐦𝐩𝐚𝐢𝐠𝐧 𝐏𝐞𝐫𝐢𝐨𝐝 shall be rescheduled from 𝐒𝐞𝐩𝐭𝐞𝐦𝐛𝐞𝐫 𝟐𝟓-𝟐𝟗, 𝟐𝟎𝟐𝟐, 𝐭𝐨 𝐎𝐜𝐭𝐨𝐛𝐞𝐫 𝟐-𝟔, 𝟐𝟎𝟐𝟐.
3. 𝐌𝐢𝐭𝐢𝐧𝐠 𝐝𝐞 𝐀𝐯𝐚𝐧𝐜𝐞 shall be rescheduled from 𝐫𝐞𝐬𝐜𝐡𝐞𝐝𝐮𝐥𝐞𝐝 𝐟𝐫𝐨𝐦 𝐒𝐞𝐩𝐭𝐞𝐦𝐛𝐞𝐫 𝟑𝟎, 𝟐𝟎𝟐𝟐, 𝐭𝐨 𝐎𝐜𝐭𝐨𝐛𝐞𝐫 𝟕, 𝟐𝟎𝟐𝟐.

5. 𝐂𝐚𝐬𝐭𝐢𝐧𝐠 𝐨𝐟 𝐕𝐨𝐭𝐞𝐬 𝐚𝐧𝐝 𝐀𝐧𝐧𝐨𝐮𝐧𝐜𝐞𝐦𝐞𝐧𝐭 𝐨𝐟 𝐖𝐢𝐧𝐧𝐞𝐫𝐬 shall be rescheduled from 𝐎𝐜𝐭𝐨𝐛𝐞𝐫 𝟓, 𝟐𝟎𝟐𝟐, 𝐭𝐨 𝐎𝐜𝐭𝐨𝐛𝐞𝐫 𝟏𝟑, 𝟐𝟎𝟐𝟐.

WHEREAS, the timeframe of the election makes the amendment necessary.

WHEREAS, both party agreed to move the election.

WHEREAS, the COMELEC acknowledges and accepts responsibility for the fact that this incident affected public confidence in the voting process.

NOW THEREFORE, in accordance with the authority granted to it by the Constitution and Bylaws, the Commission on Elections RESOLVED, as it thus RESOLVES, to amend the calendar of activities of Central Student Government Election.

RESOLVED FURTHER, that the policy on inclusivity and non-discrimination, the development of gender equality and sensitivity, and the observation of fair, honest, and efficient elections shall be necessary and strictly observed in the conduct of the Central Student Government election.

This Resolution shall take effect after its publication.
