The Civil Aviation Authority of the Philippines invites all interested bidders to Bid for the Construction of Runway Turnaround Pad and Continuation of Strip Grade Correction at Zamboanga International Airport.

Prospective Bidders may obtain further information from the CAAP Bids and Awards Committee and inspect the Bidding Documents at the Civil Aviation Authority of the Philippines, BAC Office, MIA Road, Pasay City during Regular Office Hours from 8:00 A.M. to 5:00 P.M.(Monday to Friday).

A pre-bid conference will be held on 09 July 2024 at 9:30 AM and the opening of bidding will be held on 23 July 2024 at 9:30 AM through video conferencing or webcasting via Jitsi, Zoom, and Google Meet.

DALIPE VOWS SWIFT ACTION ON CEBU PACIFIC CONCERNS | Mayor John Dalipe has assured Cebu Pacific executives that he will act with dispatch on their urgent request to have the Zamboanga City International Airportโ€™s runway cleared of obstacles that have been posing imminent danger to aircraft and passengers.

Dalipe made the assurance during a meeting with top Cebu Pacific officials headed by Chief Corporate Affairs Officer Michael Ivan Shau together with CAAP Zamboanga OIC Manager Jaime Vicente Santos in City Hall Tuesday afternoon, Oct. 24.

During the meeting, Shau briefed the local chief executive on Cebu Pacificโ€™s historical background, flight statistics, fleet updates, seat sales and promos, current improvements and future plans, among others.

Shau said CEB offers the widest network in the country with 35 domestic destinations from three strategically placed hubs: Manila, Cebu and Clark. The airlineS also operates flights to 25 international destinations, spanning across Asia, Australia and the Middle East. By 2028, CEB will transition to all-NEO fleet.

In Zamboanga City, however, Shau said Cebu Pacific is using smaller aircraft , thus reducing its weekly seating capacity for routes MNL-ZAM-MNL at -14%, DVO-ZAM-DVO at -36%, ZAM-CBO-ZAM at -30% and ZAM-TWT-ZAM at -36%, except for CEB-ZAM-CEB route with a 3% increase, all for the period 2019 to 2023. Over the same period, the airlineS has also reduced its weekly flight frequency for the same low-capacity routes.

Subsequently, CEBโ€™s Safety Manager Carlo Aclan presented to Mayor Dalipe what he termed as imminent danger zone, resulting in three runway obstacles that prevent full operational capacity.

Captain Aclan cited the three runway obstacles as the tall mango tree at San Roque Cemetery some 215 meters from the runway 09 threshold, the cellsite tower or antenna atop a building located 703 meters from the runway 09 threshold and the tree-storey commercial building at Southcom Village located 487 meters from the runway 09 threshold.

These obstacles if not addressed immediately will result in further reduction of flights for Zamboanga route, downgrade of aircraft and serious safety concern, according to Aclan.

Furthermore, Aclan lamented that the ZIA is also prone to bird strike incidents as it attracts wildlife with breeding ground or habitat in a marsh next to the runway.

He said there were 38 identified bird species thriving within the airportโ€™s vicinity, of which 11 were considered high risk for aircraft.

Hence, he strongly sought the mayorโ€™s assistance to have these flight risks addressed the soonest time possible.

Captain Aclan recommended that the mango tree be either removed or cut short, installation of obstacle lights at the building and removal or relocation of the cellsite antenna.

Other CEB concerns include expansion of airportโ€™s departure waiting area on the second floor of the terminal building, arrival hall optimization, and wildlife hazard management.

Mayor Dalipe thanked the Cebu Pacific officials for sharing with him the airlinesโ€™ updates and concerns as he assured them of swift action on the runway obstacles in coordination with other agencies concerned like the Civil Aviation Authority of the Philippines (CAAP Zamboanga), Department of Environment and Natural Resources (DENR).

DALIPE CREATES LIAC FOR NEW AIRPORT DEVโ€™T PROJECT | Mayor John Dalipe has created the Local Inter-Agency Committee (LIAC) for the New Zamboanga International Airport Development Project (NZIADP), as the city government paves way for the formulation of the Relocation and Resettlement Action Plan (RRAP) for eligible families affected by the project.

The mayor sits as the overall chairperson of the LIAC with representatives coming from concerned city departments, national agencies and relevant stakeholders as members. The City Housing and Land Management Division under the Office of the City Mayor serves as the secretariat.

The LIAC will be will provide the overall direction, formulate policies and implement the same in the actual relocation and resettlement of the affected families.

The Committee had its initial meeting Tuesday, October 17 at the City Hall conference room to finalize the Executive Order formalizing its creation as well as to discuss preparations for the conduct of the Relocation and Resettlement Action Plan workshop set Oct. 19-20 under the auspices of the National Housing Authority (NHA).

The meeting was jointly presided by City Planning and Development Coordinator Luz Agbayani and Executive Assistant on Housing Engr. Al Urao together with City Administrator Atty. Wendel Sotto.

House appropriations committee Vice-Chairman and Makati Rep. Luis Jose Angel N. Campos, Jr. said in a statement.

Next yearโ€™s proposed budget for the Department of Transportation (DoTr) was doubled to P214.3 billion.

Mr. Campos said P6.1 billion of the agencyโ€™s budget was allotted for the construction of various airports and navigational facilities, twice this yearโ€™s P3.1-billion funding.

Several airports will also get funding for infrastructure development next year, particularly the Kalibo International Airport with P581 million. Laoag International Airport, Tacloban Airport and New Dumaguete Airport were each given a P500-million budget.

Dalipe: Zamboโ€™s airport project is right on track

The cityโ€™s multimillion peso New Zamboanga International Airport (NZIA) project in the east coast is right on track with the recent release of P720-million by the Department of Budget and Management (DBM), thanks the successful collaboration between the local government and the second congressional district office of Majority Floor Leader Mannix Dalipe.

Mayor John Dalipe made the statement during the flag raising ceremony Monday, May 15, stressing that the local governmentโ€™s successful collaboration with his brotherโ€™s congressional office will ensure that โ€œthis multimillion peso project for the progress and development of our city is right on track.โ€

He said the cityโ€™s working congressman โ€œMajo Mannix Dalipeโ€ was able to secure the release of P720-million from DBM for the continuous acquisition of lands in Mercedes, Zambowood and Talabaan area where the new airport will be constructed.

Early on, the city government of Zamboanga was consolidating the documentary requirements to facilitate the approval of the memorandum of agreement (MOA) with the Department of Transportation (DOTr) and transfer of additional funds amounting to P200 million for the NZIA project.

Mayor Dalipe met last April 14 with different city department heads as they discussed the issues and concerns pertaining to submission of the documents, such as the Sangguniang Panlungsod Resolution authorizing local chief executive to enter/sign the MOA with DOTr, bank certificate, treasurerโ€™s bond, program of work for DOTrโ€™s concurrence, implementing schedule/timeline, and disbursement schedule.

The additional P200 million will be used for NZIAโ€™s site acquisition and construction of temporary perimeter fence along the boundaries of the airport strip project.

Of the amount, however, only P157 million will be released under the first tranche.-(Vic Larato)
