From Thursday (Dec 16), the additional buyer’s stamp duty (ABSD) that must be paid for purchases of additional properties will be raised.
The ABSD rate will go up from 12 per cent to 17 per cent for citizens buying their second residential property, and from 15 per cent to 25 per cent for those buying their third and subsequent properties.
Permanent residents buying their second residential property will see the ABSD rate rise from 15 per cent to 25 per cent. If they are buying their third and subsequent properties, the rate will increase from 15 per cent to 30 per cent.
Foreigners buying any residential property will pay an ABSD rate of 30 per cent, up from 20 per cent now.
The total debt servicing ratio (TDSR) for borrowers will also be tightened, while Housing Board loans will be lowered from 90 per cent to 85 per cent of a property’s purchase price.

A total of 909 units moved last month, up 9 per cent from 834 units in September, although still fewer than the 1,216 units in August.
A total of 10,918 new homes were sold in the first 10 months of this year, surpassing full-year sales in 2018, 2019 and 2020.

A JV between UOL Group and Singapore Land Geoup (SingLand) has won the tender for Watten Estate Condo in Bukit Timah with $550.8mil bid.
UOL mentioned that they planed to develop luxury condo on the site with about 200 large format units on elevated ground.

EL Development, Kingsford Development top bidders for GLS sites at Slim Barracks Rise
EL Development topped the bids for Slim Barracks Rise (Parcel A) with a bid price of $320.1 million or $1,246 psf per plot ratio (ppr). Meanwhile, Kingsford Development, which submitted its bid under director and shareholder’s name, Gao Xiuhua, emerged the highest bidder at $162.388 million ($1,210 psf ppr) for the adjacent site at Parcel B. Gao is the wife of Kingsford Development founder Cui Zhengfeng.
Lim Yew Soon, managing director of EL Development, estimates that the selling price of the new project is likely to be in the $2,000 to $2,200 psf range

Flynn Park in Pasir Panjang has been sold for $371 million to a joint venture between Hoi Hup Realty and Sunway Developments which works out to approximately $1,355 per sq ft per plot ratio (psf ppr).
Located along Yew Siang Road off West Coast Highway, Flynn Park comprises 72 apartments and sits on 208,443 sq ft of freehold land.
The deal was brokered by Savills Singapore, which described this as the largest collective sale site sold so far this year.
Soaring material costs, severe staff shortages and rocketing wage bills are putting the construction industry under unprecedented pressure.
This has also affected the property developers. CDL mentioned that all of CDL's projects are behind schedule by four to six months.
Building material cost has also risen. According to BCA, steel bar prices increased by more than 36% between December last year and June this year. Prices of sand, cement, bricks and ready-mixed cement has also gone up.
