She was also conferred a B.A. in Usuluddin (Al-Quran and Hadith) from the University of Malaya and has a Graduate Diploma in Counselling Psychology from the College of Allied Educators. Currently, Ustazah Unaisah is a member of the Singapore Association of Counselling and Psychotherapy (SAC). She works in the social service sector, focusing on vulnerable families for cases of children, teens and youths at risk. In her leisure time, Ustazah Unaisah enjoys painting, reading and travelling.

Dr. Radiah Salim

Dr Radiah Salim is the founder of CLUB H.E.A.L (Singapore), a non-profit organisation dedicated to empowering individuals with mental illness, particularly those in the Muslim community, to lead meaningful lives. With an optimistic outlook in life and a bubbly personality, she pursues the difficult path of mental health advocacy and aims to eradicate the stigma surrounding mental illness in Singapore.

Ensuring Responsible Engagement with Foreign Scholars in Singapore's Plural Society

Recent events involving the investigation of a Bangladeshi preacher, known for his extremist and segregationist teachings, who illegally preached in Singapore underscore the critical importance of ensuring that foreign scholars invited to speak in Singapore adhere to our nation's values of harmony, inclusivity, and respect for diversity. When planning such engagements, it is imperative to follow a set of guidelines to prevent any unintended consequences that might be detrimental to our social fabric.

𝗧𝗵𝗼𝗿𝗼𝘂𝗴𝗵 𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗼𝗻 𝘁𝗵𝗲 𝗜𝘀𝗹𝗮𝗺𝗶𝗰 𝗦𝗰𝗵𝗼𝗹𝗮𝗿
Before extending an invitation to any scholar or personality, it is crucial to conduct a comprehensive review of the individual's views on Islamic subjects and their stances on broader issues such as politics, jihad, and moderation. This due diligence helps identify and filter out radical ideas or behaviours. Research can be conducted by watching online videos, reading articles by and about the preacher, and consulting with other organizations that have previously hosted the scholar.

𝗨𝗻𝗱𝗲𝗿𝘀𝘁𝗮𝗻𝗱𝗶𝗻𝗴 𝘁𝗵𝗲 𝗥𝗲𝗴𝘂𝗹𝗮𝘁𝗼𝗿𝘆 𝗙𝗿𝗮𝗺𝗲𝘄𝗼𝗿𝗸.
Compliance with Singapore's regulations on religious preaching is essential. The Maintenance of Religious Harmony Act (MRHA) is a cornerstone in safeguarding our society, as it prohibits actions that could incite enmity between different religious or racial groups. Additionally, any foreign individual invited to speak or teach Islam—or any other religion—in Singapore must obtain a Miscellaneous Work Pass (MWP) from the Ministry of Manpower.

𝗖𝗼𝗹𝗹𝗮𝗯𝗼𝗿𝗮𝘁𝗶𝗼𝗻 𝘄𝗶𝘁𝗵 𝗔𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝗶𝗲𝘀.
Proactive engagement with relevant authorities, such as the Islamic Religious Council of Singapore (MUIS), is vital when inviting foreign scholars. Their guidance ensures that the content of lectures, talks, or workshops is in alignment with both religious and local norms, contributing positively to Singapore's multicultural landscape.

𝗘𝗻𝗴𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝘄𝗶𝘁𝗵 𝗟𝗼𝗰𝗮𝗹 𝗦𝗰𝗵𝗼𝗹𝗮𝗿𝘀.
Pairing foreign scholars with respected local Islamic scholars is highly recommended. This partnership not only helps contextualize the teachings within Singapore's societal values but also offers foreign scholars an opportunity to learn about Singapore's multi-ethnic, multi-religious context.

𝗠𝗼𝗻𝗶𝘁𝗼𝗿𝗶𝗻𝗴 𝗮𝗻𝗱 𝗘𝘃𝗮𝗹𝘂𝗮𝘁𝗶𝗼𝗻.
Finally, evaluating the impact of the foreign scholar's programs in Singapore is essential. Recording all programs provides valuable documentation, particularly if an investigation becomes necessary. Assessing the scholar's teachings on the community and gathering feedback after sessions will help determine the effectiveness of the engagement and whether it has contributed positively to the community. This process also identifies areas for improvement in future engagements.

Over the past 18 years, SimplyIslam has organized hundreds of events involving both local and foreign scholars and has navigated the application of numerous MWPs. While the MWP process can be challenging, it is a critical step to filter out radical ideas and prevent individuals with troubling ideologies from preaching in Singapore.
