As a civilised state, it employs a Police Force whose main duty is to maintain law and order at an acceptable-level throughout the country. As a democratic state, it has fitted its Police Force into the framework of its legal and social system so that, the members of the Police Force act within the principles of the Rule of Law. The Sierra Leone Police Force has therefore a special responsibility to the Government of the day and general responsibility to the public at large.

POLICE HEADQUARTERS WISHES TO INFORM THE FOLLOWING SUCCESSFUL UNIVERSITY GRADUATES WHO SAT TO THE “2016 UNIVERSITY GRADUATE RECRUITMENT ASSESSMENT TEST NATIONWIDE ON THE 20TH FEBRUARY, 2016 AT THE POLICE TRAINING SCHOOL HASTINGS”, SHOULD REPORT FOR INTERVIEW AT 0800 HOURS ON DATES SPECIFIED BELOW AT THE SENIOR POLICE OFFICERS’ MESS, KINGTOM FREETOWN, WITH ORIGINALS OF ALL RELEVANT DOCUMENTS. IT HAS COME TO THE ATTENTION OF POLICE HEADQUARTERS THAT CERTAIN UNSCRUPULOUS PERSONS ARE IN THE HABIT OF POSTING PHOTOS OF MUTILATED HUMAN BODIES ON SOCIAL MEDIA PURPORTING THAT THEY RELATE TO INCIDENTS OCCURRING IN SIERRA LEONE. THE PUBLIC IS HEREBY INFORMED THAT THE ONLY RECORDED INCIDENT OF MUTILATION WAS THE BODY OF A TEN (10) YEAR OLD GIRL FOUND IN A BAG AT THE KANINGO ENVIRONS WHICH IS ACTIVELY UNDER INVESTIGATION AND FOR WHICH THREE PERSONS ARE HELPING POLICE INVESTIGATIONS.

THERE IS NO OTHER INCIDENT OF MUTILATION OR SUSPECTED RITUAL MURDER AS REPORTED BY SOCIAL MEDIA. SUCH REPORTS ARE CALCULATED TO MOUNT A SMEAR CAMPAIGN THROUGH RUMOUR MONGERING TO CAUSE FEAR IN THE MINDS OF THE PUBLIC.

THE SIERRA LEONE POLICE WISHES TO ASSURE MEMBERS OF THE PUBLIC THAT THERE IS NO REASON FOR ANY ALARM AS SHOWN BY THOSE PHOTOS AND COMMENTS IN CIRCULATION ON SOCIAL MEDIA.

TWO OPERATION SUPPORT DIVISON (OSD) POLICE OFFICERS DISMISSED FROM THE SIERRA LEONE POLICE FOR MISCONDUCT.

In July 2016, there was an embarrassing video making the rounds on social media of two Operation Support Division (OSD) personnel engaged in fist fight to the glaring view of the public. This incident raised a lot of eyebrows and led to some people even questioning whether the SLP has internal control mechanisms that provide for disciplining and controlling of personnel within its ranks.

Be it known that the Sierra Leone Police has always been a disciplined entity and will continue to be one. There are established internal control and discipline mechanisms that cover all and sundry within the police. There are the Inspectorate Department and the Complaint Discipline and Internal Investigations Department (CDIID).
They were both established during the restructuring of the SLP. The CDIID replaced an old disciplinary system known as “Orderly Room” which was marred with lots of negativities. The operations and administration of CDIID had stood the test of times over the period. They have handled high profile disciplinary matters and decisions reached were considered remarkable.

The CDIID Disciplinary Court is opened to the public and is akin to the procedures applicable in the formal court system wherein personnel are arraigned before a court presided over by a Presiding Officer who is appointed by the Inspector General.

The defaulting officer otherwise known as “Defaulter” has the same opportunities opened to an accused person in court. He can seek the services of someone within the Force to help him/her conduct his/her case.

Witnesses are called and thoroughly examined (Examination-in-Chief, Cross Examination and Re-Examination), documents tendered, submissions and/or addresses made and rulings delivered. To ensure checks and balances, the final decisions of the presiding officers are subject to the approval of the Inspector General of Police.

The defaulter has the right to appeal the decision of the presiding officer within 21 days of the publication of his/her ruling/decision. The whole process is guided by a Constitutional Instrument known as “The Police Discipline Regulations, 2001.”

Following the highly publicized OSD unprofessional conduct in the view of the public, the CDIID wasted no time to identify the personnel involved in the video and they were called for questioning. They were thoroughly investigated and later arraigned before a Disciplinary Court on three count charges:

Count I: Quarrelling with a Member of the Force – Contrary to Paragraph 9 Rule 4 of the disciplinary code under the second schedule of the Police Discipline Regulations 2001.

Count II: Failing to Comply with any Standing Order issued by the Inspector General – Contrary to Paragraph 9 Rule 31 (f) of the discipline code under the second schedule of the Police Discipline Regulations 2001

Count III: Conduct to the Prejudice of Good Order and Discipline – Contrary to Paragraph 9 Rule 47 of the discipline code under the second schedule of the Police Discipline Regulations 2001.

After the court proceedings, the presiding officer reached a decision. And this was how the Director of Corporate Affairs summed it up on behalf of the Inspector General: “By the Power delegated to me by the Inspector General of Police on Paragraph 19 (1) (a) and in accordance with 19 (2) (a) of the Police (Discipline) Regulations 2001, reference CDIID 9/9 Vol. I dated 5th August 2016,

I have thoroughly reviewed the report of the Presiding Officer submitted to me, the Executive Management Board of the SLP and the evidence adduced in the discipline court, I therefore endorse your DISMISSAL from the Force with immediate effect.” He goes further to say:
“By copy of this memorandum, the Administration Officer OSD headquarters is to ensure that all police property including ID card and other badges of identification are retrieved from you immediately and the Head of Human Resources is hereby notified to action this order and to ensure your documents are regularized accordingly.”

Editor’s note: The public is hereby informed that No. 10996 PC Raymond Power Kamara with Pin No. 215695, No. 13066 PC Sheka Kargbo with Pin No. 223707 have been dismissed from the Force.

You are therefore advised not to deal with them as police officers of the Republic of Sierra Leone. Whoever does any business with any of them as police officers will be doing so at his/her own risk and you should also be ready to face the consequences of what might come out of your dealings with any of them as police officers.

You can also report any of them to the police if they pretend or pose to be police officers in any circumstances.

The Sierra Leone Police notes with concern information doing the rounds in the social media of a pending attack on the State of Sierra Leone. The information has been assessed and so far no evidence has been established to ascertain the veracity of threats of any attack whatsoever.
What has so far been found out is that a certain group with arms and blank rounds shooting a film in the interior of Liberia was spotted in the B**g County without notifying the people of the area. This situation caused fear and panic when photographs of the scene were posted on the social media.
Some ill motivated people have used this incident in Liberia to circulate rumours of pending attacks on Sierra Leone. The Sierra Leone Police wishes to assure the general public that there is no evidence to support this claim as security personnel in all areas of the country are on high alert and the security situation is calm and quiet. Members of the public are advised to go about their normal business as there is no cause for alarm.
Meanwhile, the Sierra Leone Police wishes to remind members of the public that it is an offence under the Public Order Act to publish false rumours and propaganda with the intention of causing fear, panic and confusion in the minds of unsuspecting members of the public. Any person caught doing so will face the full force of the law.

RESPONDING TO THE INCIDENT, THE SIERRA LEONE POLICE IMMEDIATELY DISPATCHED A TEAM COMPRISING PATHOLOGIST, SCENE OF CRIME OFFICERS, HOMICIDE INVESTIGATORS AND ABERDEEN POLICE DIVISION PERSONNEL TO THE SCENE.

THE BODY, WHICH WAS FOUND HALF NAKED WITH PHYSICAL EXTERNAL INJURIES AND BLOOD ON THE MOUTH, EARS AND NECK, WAS SUSPECTED TO HAVE BEEN DUMPED IN THE CULVERT AT THE BEACH FRONT.

THE VICTIM, WHO WAS RESIDING BACK OF DISCO PADDIES, ABERDEEN, HAS BEEN IDENTIFIED BY RELATIVES AS A MOTHER OF TWO YOUNG KIDS.

HER REMAINS HAD BEEN CONVEYED TO THE MORTUARY FOR AUTOPSY. MEANWHILE, INVESTIGATION INTO THE CIRCUMSTANCES OF HER DEATH IS ON-GOING AT THE CRIMINAL INVESTIGATIONS DEPARTMENT (CID).
