SPC FIRM PREPARE STANDARD TENDER DOCUMENTS FOR GOODS AND WORKS:

Most of Standard Tender Documents (STD) have been prepared by SPC FIRM for use by the Bank’s and other clients for the procurement of goods, works and services on Bank-financed projects. Use of these STDs is mandatory for open tendering and competitive selection procedures and may also be adapted for other procedures under the Bank’s Procurement Policy and Rules. Clients should use the STD and form of contract appropriate to the objectives and circumstances of the project. Some STD’s have been harmonised among the Multilateral Development Banks (MDB). The Bank is not a party to the contract and does not accept legal responsibility for the adequacy of the contract forms contained in these documents. Clients are therefore advised to ensure that the contract conditions are suitable and complete in respect of any particular contract.

FIND A ROLE IN PROCUREMENT:

Compared to professions such as finance and sales, procurement has more newly defined roles due to its fledgling state as an industry. Many professionals who started out in procurement when it was tactical and purchasing-focused and haven’t subsequently progressed are now finding it hard to secure work as the industry has moved on to a strategic model that is more integrated within organisations.

There has also been a shift for procurement to become more of a facilitator or sales role. Essentially, procurement is a value-add service – it’s not a necessity – and so as a procurement professional, you need to be able to communicate what your value-add is in order for the business to buy into you.

As a result, it’s important if you’re a candidate to develop engagement skills, by attending business presenting courses, for example. There is huge demand in the market for good communicators who can engage with stakeholders - both internally and externally. Whether you’re new to the industry or experienced and needing to update your skills, a number of organisations provides training and recognised qualifications that are looked on favourably by employers.

If you are a candidate seriously interested in starting a career in procurement, it’s important to know that not every company fully invests in procurement, and not every company fully understands strategic procurement, so it pays to ask your potential employer the following three questions:
1. What model do you use to manage your procurement?
2. What is the sponsorship for procurement in the business?
3. What is the procurement team’s influenceable spend?

While it depends on the individual organisation, the category management model is the most common structure for managing procurement, as this means the team is a lot more integrated in the organisation. This could help determine whether your role will be more sourcing, risk or vendor specific. There also needs to be sponsorship so that procurement is a core part of the business, and there needs to be a significant amount of the total spend that the procurement team can actually influence.

If you are at the more senior level, you might be experiencing difficulty in finding a new role. There is currently a bottleneck at the senior end and candidates are finding that they have to go overseas to find their next role. If this is not an option you may need to be more flexible about the level of spend you manage or the remuneration you receive in order to make a change.

EQUIPMENT HIRE
Equipment hire, also called plant hire in some countries, is a service industry providing machinery, equipment and tools of all kinds and sizes (from earthmoving to powered access, power generation to hand-held tools etc.) for a limited period of time to final users, mainly to construction contractors but also to the industry and to individual consumers.
The equipment rental industry is relatively new. The American Rental Association was founded as early as 1955[citation needed], and first waves of consolidation took place as early as in the 70’s in America, leading to the creation of companies with nation-wide operations.
Europe is catching up since the 80’s.[citation needed] The industry has moved from mostly family-owned small businesses to the creation of a number of international groups, some of which have an annual turnover close to €1billion.[citation needed] In 2007, 5 out of 10 of the largest equipment rental companies in the world were European.[citation needed] The large majority of companies in the industry however still have fewer than 5 employees and concentration in the industry is expected to set for a pause in 2008-2009 as a consequence of the international credit crunch.
The situation of the equipment rental industry still varies largely from one country to another in Europe. The industry is indeed more mature in some markets than others. Equipment sales pe*******on is for example lowest in Italy and Germany (around 10-11%) and highest in the UK and Northern Europe (up to 62%). Its growth potential is still important in Southern, Central and Eastern Europe, where some countries saw a double-digit growth rate for rental in recent booming years.

The main reasons for the industry’s overall fast development are:

• Capital Release: In times where they have to demonstrate high levels of profit compared to invested capital, contractors are increasingly eager to rent equipment, as it allows them to minimize the size of their equipment fleet. Less immobilized capital, allows for improved cost control, lower maintenance costs as well as for a reduction in transportation fleets. Renting equipment with operators even allows for optimizing staff costs.

• Range of recent equipment available: Some rental companies have fleet inventories reaching up to the hundreds of thousands of pieces of equipment while others are very specialized in only a very specific product range. They can thus supply the most comprehensive range of state-of-the-art equipment – with or without qualified operators - as and when contractors / customers need it. Average fleet age in Europe is only 3.8 years.
