In Arusha, for the ongoing International Transparency and Accountability Conference (ITAC) 2024 organised by Wajibu Institute of Public Accountability focusing on “Fostering Effective Procurement Systems for Sustainable Development in Africa.” This event sought to address the issue of enhancing procurement systems across the continent, with procurement accounting for a significant portion of national budgets.

Policy Forum staff attended, eager to learn about tackling corruption in public procurement. Public procurement is a $13 trillion annual business and the grim reality is that it is a number one corruption risk for governments worldwide. The speakers outlined common corruption schemes like collusion, fraud, and favouritism, and emphasised the need for thorough investigation and monitoring at every procurement stage.

The session on anti-corruption strategies introduced the benefits of digitization and e-Government Procurement (e-GP) systems, highlighting successes in Rwanda and Tanzania. The Open Contracting Data Standard (OCDS) was presented as a powerful tool for transparency, allowing public scrutiny of procurement data.

The conference showcased real-world examples, such as improved school infrastructure investments in Paraguay, which inspired participants to consider similar approaches in Tanzania. ITAC 2024 aimed to bring together experts, policymakers, practitioners, and scholars to explore challenges, best practices, and strategies for improving procurement processes in African countries.

Policy Forum is committed to enhancing transparency, public participation, and collective analysis during budget ex*****on to ensure effective social spending. To achieve this, the forum aims to strengthen the capacity of CSOs to conduct budget credibility analysis, thereby improving service delivery.
This week, the Budget Working Group and beneficiaries of the COAB Initiative (Collaborating for Open Budgets) convened in Morogoro. Their goal is to build a broad, diverse global movement of civil society groups with the skills to actively engage in budget processes.
Together, they produced a post-budget statement on budget credibility to address bottlenecks and enhance service delivery.

Policy forum has joined other 12 African countries in the 2023 Summer school with the theme “Enhancing the capacity of CSOs in efforts to curb Illicit Financial Flows (IFFs).” The training is being held in Pretoria, South Africa from 20th to 24th February 2023 facilitated by the Tax Justice Network Africa in association with WU Global Tax Policy Center at the Institute for Austrian and International Tax Law and the African Tax Institute at the University of Pretoria.
