As you possibly know, a year ago, when Russia invaded Ukraine, surrogacy decreased significantly in Ukraine. Families were afraid to initiate the process here. However, some families still chose to use Ukraine because it was and remains the cheapest country for surrogacy in the world at the moment.
What has changed in this past year is that the war shifted to eastern Ukraine, and with the help of Western partners such as the United States, Germany, Poland, Canada, etc., Ukraine began to liberate its territories. The intensity of the war decreased, and it became safe in central and western regions of Ukraine. The rockets launched by Russia are almost completely destroyed by Ukrainian air defense systems. As a result, more and more families have started using Ukraine for surrogacy once again.
Which countries did families switch to after the war in Ukraine? Mainly, it's Georgia, which is approximately 20-30% more expensive than Ukraine, with an approximate total cost of $62,000. There are also options such as the Czech Republic, Cyprus, and Greece, but the overall cost there is no less than 75,000 Euros, which is almost twice as expensive as Ukraine. Moreover, all these countries rely on surrogates from Ukraine, and there aren't many Ukrainian women interested. Even if a surrogate mother agrees to a program in Georgia or the Czech Republic, her total compensation would be around $25,000-30,000 plus $800 monthly, compared to Ukraine, where it is $17,000-20,000 plus $500 monthly.
Regarding recent news about Georgia, they have lifted visa restrictions for Russian citizens and resumed flights from Russia to Georgia (there was a flight ban since 2008). The Georgian government is becoming increasingly pro-Russian. As it is known, Russia banned surrogacy and adoption for foreigners many years ago due to their animosity towards all European countries and especially the United States. Many families have started taking their embryos from Georgia to Ukraine because they are afraid to continue the process there.
The next important point is that Georgia has very poor embryology practices. They do not know how to create embryos properly, so the success rate of implantation is much lower than in Ukraine. Based on the above description, we see an increase in families' interest in surrogacy in Ukraine, despite the ongoing war. The risks that a surrogate mother might be injured or killed due to combat are similar to the risks of dying in a plane crash. Taking into consideration extremely high level of concerns about aggravation of political situation between Russia and Ukraine and possible increasing of military activity on the frontiers of Ukraine or even big war in the Eastern Europe, we would like to start operative updates on the current situation, at least how we see that from inside of country.
The real situation in Ukraine is the same as it is last 7 years, in 2014-2015 it was relatively high activity war, now is very low.
Russia started to ask writing guaranties of security from NATO and US and blackmailing by aggravation in Ukraine, negotiations between them continue.
Thanks to unprecedented help of the US, UK, Turkey, European and other countries both politically and military, we feal that determination of Russia for the offensive operation against Ukraine decreases.
Beside a very worries information in the media, situation in Ukraine is stable, as you know, we work with surrogate mothers from different part of Ukraine, some live on the East, South of Ukraine not far from the frontier. We are on the permanent contact with each SM and have daily updates from all those locations.
So, now, there is no increased or unusual military activity, or criminality or other negative things.
We, as everybody, work in the usual regime, intercounty transport, financial system, and other private and state entities work as usually as well.
At the same time, among others measures, we have created reserve of medicines for surrogate mothers if supply chain of medicine will be instable, each SM shared with us contact information of close relatives and vice versa, we have agreed with SM an opportunity of early moving in Kiev in the case of real complications of situation.

Can foreigners visit the territory of Ukraine?

There is no ban on entry to Ukraine for foreign citizens and stateless persons. Regular international passenger service has been renewed. Citizens of other countries need to have an insurance policy that covers the cost of treatment COVID-19.

Due to COVID, parents are divided on the necessity of vaccination for surrogate mothers.
Some parents ask for a vaccinated surrogate mother, because of possible risk to the health of both the baby and surrogate. Other parents fear that relatively new vaccines may have some unpredictable harm to the health of their baby in future.

So from November 2021, we would like to agree it with you and would like to require a letter from you confirming which surrogate mother you want to work with (vaccinated, who had COVID, or not vaccinated). Currently only 10% of our surrogate mothers are vaccinated. If you choose one of them, it may increase the timeframe for the embryo transfer because doctors recommend an embryo transfer for at least two months after vaccination.

Travel to Ukraine - NEW RULES STARTING AUG 18, 2021

All foreign visitors to Ukraine over 18 must have:

a negative COVID-19 PCR test taken within 72 hours prior to entering the country; OR
a negative antigen test taken within 72 hours prior to entering the country; OR
at least one dose of a WHO-approved vaccine (as of June 7: Pfizer-BioNTech, Moderna, AstraZeneca, Janssen, Sinopharm, Sinovac)
AND

health insurance that covers COVID-19 treatment in Ukraine
Unvaccinated foreign visitors must install the Vdoma mobile app and self-isolate for 7 days starting 72 hours after entering the country. If you have a negative PCR or rapid antigen test within 72 hours of entering the country you do not have to self-isolate.

All citizens of Ukraine over 18 who:

have full of partial vaccination can enter the country without installing the Vdoma app or self-isolating.
are not vaccinated must install the Vdoma mobile app and self-isolate for 7 days starting 72 hours after entering the country. If you have a negative PCR or rapid antigen test within 72 hours of entering the country you do not have to self-isolate.
Children under the age of 12 do not need a COVID-19 test certificate.

Children ages 12-18 should have a COVID-19 test certificate but do not have to self-isolate.

Travelers who spent more than 7 of the last 14 days in Russia or India must self-isolate for 14 days. This duration cannot be shortened by taking a PCR or rapid antigen test.
