The first VFW Post 9650 Classic Car Show and Shine will be held on Saturday, June 26th at the Anderson Post. Entry fees are $15.00 prior to event and $20.00 on date of event. Dash Plaques will be given out to the first 100 registered vehicles. T-shirt and Hats will be available for purchase as well. All cars must be parked by 9:00 am on the date of event.
In addition the Veterans Administration will host a COVID Clinic in the Post Hall giving the two shot Phizer Vaccine to Veterans, their Spouse, their children (12 yrs and older) and caregivers. VFW Post 9650 Membership Campaign
Purple Heart/Operation Iraqi Freedom-Operation Enduring Freedom Membership Campaign is underway in the VFW. The VFW is offering a free one year membership to members who qualify.
Who Qualified: A veteran who has been awarded the Purple Heart Medal. A veteran who has been awarded the Afghanistan Campaign Medal, Iraq Campaign Medal, or the Global War on Terrorism Expeditionary Medal which includes the Inherent Resolve Campaign medal.
The awarding of the Global War on Terrorism Service Medal is not an automatic qualification. The operation it was awarded must have been either Enduring Freedom, Iraqi Freedom, New Dawn Inherent Resolve or Freedom's Sentinel.
How to sign Up: If you qualify you must provide a copy of your DD-214 and complete an application available at the VFW.

COVID SHOT AS REDDING VA
New update as of 3 PM 05Feb2021 (Thursday). The Redding VA Clinic received an additional 400 doses of Covid vaccine for Redding Veterans and will hold a Covid vaccine clinic on Sat Feb 13 from 8 – 2. Vets can call our 1 800 # - 800 382-8387 option 8 or our specialty desk 530 226 7512. Saturday, Feb 13, Clinic will be by appointment only. The vaccine clinic (appointments) is being built in the system now and should be available by this Friday for appointments. Eligibility for the Saturday Clinic is listed below:
VA’s goal is to offer the vaccine to all eligible Veterans who choose to be vaccinated. Following CDC guidance, we are currently offering vaccines to some of our highest-risk patients, including Veterans:
· residing in our Center for Rehabilitation and Extended Care
· age 65 and older
· on hemodialysis or chemotherapy
· organ transplant recipients
· with diagnosis of ALS
· who are homeless
Currently, COVID-19 vaccinations are available by appointment only. Veterans who already receive their care at VA and fall in the one of the criteria listed above are being contacted and offered an appointment to receive a vaccine.

VFW MEMBERSHIP ELIGIBILITY REQUIREMENTS
Do you have a family member or a friend that may be eligible for membership into the VFW? If so and they meet all the eligibility requirements as stipulated below have them complete an application or contact the post.
There are three qualifiers for membership in the VFW, as set out in our By-Laws. An individual must meet all three in order to become a member. They are as follows:
1: Citizenship – must be a U.S. citizen or U.S. National.
2: Honorable Service – must have served in the Armed Forces of the United States and either received a discharge of Honorable or General (Under Honorable Conditions) or be currently
serving.
3: Service in a war, campaign, or expedition on foreign soil or in hostile waters*. This can be proven by any of the following:
- An authorized campaign medal (see a full list of qualifying medals and badges)
- Receipt of Hostile Fire Pay or Imminent Danger Pay (verified by a military pay statement)
- Service in Korea for 30 consecutive or 60 non-consecutive days
*This information is usually available through a veteran’s DD-214. If other information is needed or if a veteran’s DD-214 is not complete, they can contact the National Personnel Records Center online or at 314-801-0800 to request more information.

To understand a Military Veteran you must know:
We left home as teenagers or in our early twenties for an unknown adventure.
We loved our country enough to defend it and protect it with our own lives.
We said goodbye to friends and family and everything we knew.
We learned the basics and then we scattered in the wind to the far corners of the Earth.
We found new friends and new family.
We became brothers and sisters regardless of color, race or creed.
We had plenty of good times, and plenty of bad times.

We smoked and drank too much.
We picked up both good and bad habits.
We worked hard and played harder.
We didn’t earn a great wage.
We experienced the happiness of mail call and the sadness of missing important events.
We didn’t know when, or even if, we were ever going to see home again.
We grew up fast, and yet somehow, we never grew up at all.
We fought for our freedom, as well as the freedom of others.
Some of us saw actual combat, and some of us didn’t.
Some of us saw the world, and some of us didn’t.
Some of us dealt with physical warfare, most of us dealt with psychological warfare.
We have seen and experienced and dealt with things that we can’t fully describe or explain, as not all of our sacrifices were physical.
We participated in time honored ceremonies and rituals with each other, strengthening our bonds and camaraderie.
We counted on each other to get our job done and sometimes to survive it at all.
We have dealt with victory and tragedy.
We have celebrated and mourned.
We lost a few along the way.
When our adventure was over, some of us went back home, some of us started somewhere new and some of us never came home at all.
We have told amazing and hilarious stories of our exploits and adventures.
We share an unspoken bond with each other, that most people don’t experience, and few will understand.
We speak highly of our own branch of service, and poke fun at the other branches.
We know however, that, if needed, we will be there for our brothers and sisters and stand together as one, in a heartbeat.
Being a Veteran is something that had to be earned, and it can never be taken away.
It has no monetary value, but at the same time it is a priceless gift.
People see a Veteran and they thank them for their service.
When we see each other, we give that little upwards head nod, or a slight smile, knowing that we have shared and experienced things that most people have not.
So, from myself to the rest of the veterans out there, I commend and thank you for all that you have done and sacrificed for your country.
Try to remember the good times and make peace with the bad times.
Share your stories.
But most importantly, stand tall and proud, for you have earned the right to be called a Veteran.

VFW POST 9650 IS CLOSED UNTIL FURTHER NOTICE
On Sunday, March 15, 2020 faced with mounting coronavirus (COVIS-19) infections, California Governor Gavin Newsom issued sweeping new restrictions in California, calling for home isolation of everyone in the state age 65 and older, and people with chronic disease, both high-risk populations.
Based on the Governor's request, the VFW, Department of California's State Commander is directing all Post Canteens to cease operations until the State lifts restrictions. We are aware that this may create some financial hardships, but the safety of our membership and Community is paramount.
Therefore, the post will remain closed until Further Notice!

HOW BUDDY POPPY PROCEEDS ARE USED BY THE VETERANS OF FOREIGN WARS AND BY ANDERSON VFW POST 9650
Post proceeds must be used for “the assistance of needy veterans and members of the Armed Forces and their dependents, widows and orphans.” No “Buddy” Poppy funds can be used for any other purpose. Net proceeds must be put in the Post Relief Fund. Adherence is mandatory as provided in Section 219, VFW, the Manual of Procedure states: The Quartermaster of the Post will be the custodian of the relief fund and will expend monies there from, as directed by the Post, for the following purposes:
• Aid, assistance, relief, and comfort of needy or disabled veterans or members of the Armed Forces and their dependents, and the widows and orphans of deceased veterans.
• Maintenance and expansion of the VFW National Home for Children and other facilities devoted exclusively to the benefit and welfare of the dependents, widows, and orphans of disabled, needy or deceased veterans or members of the Armed Forces.
• Necessary expenses in providing entertainment, care, and assistance to hospitalized veterans or members of the Armed Forces.
• Veterans’ rehabilitation, welfare and service work.
• To perpetuate the memory of deceased veterans and members of the Armed Forces and to comfort their survivors.
• To foster true patriotism through historical and educational programs.
• Remission of dues of sick, needy or disabled members.
• Necessary expenses to support the relief fund such as the purchase of Buddy Poppies.
Relief funds may be invested in approved securities but shall not be loaned to the Post or other units, or transferred from the relief fund in any manner or under any guise, except that relief funds may be transferred to the general fund for remission of dues of sick, needy or disabled members.

Benefits For ‘Blue Water Vets’ Signed Into Law

SACRAMENTO (CBS13) – Thousands of veterans exposed to cancer-causing chemicals such as “agent orange” during the Vietnam War will now be eligible for disability benefits after a years-long battle.
This after a bill to help Navy veterans struggling with cancer was signed into law.
Jack Barrett is a Vietnam veteran with a tough fight ahead.
“It’s a much more aggressive form, much more persistent form of, let’s say, the average prostate cancer,” he said.
He served two tours as a radio man on board the USS Long Beach.
“We were a support ship over there. We also monitored a lot of air traffic and engaged with the enemy with surfaced air missile,” said Barrett.
He believes he and his crew were exposed to Agent Orange, a powerful herbicide used to kill vegetation and deny enemy cover during the Vietnam War. It was later proven to cause serious health problems, including cancer.
“My ship had 1,200 men on it and you need a lot of water every day,” he said. “So where did we get our water? We’d take it from the sea and distill it so in that process and this is scientific knowledge, Agent Orange is enhanced 10 times.”
Barrett is among a growing number of Navy veterans who believe the powerful chemical eventually washed into rivers and out to the sea where patrolling Navy ships collected the contaminated water to for drinking, bathing, doing laundry, and cooking.
Until now, Vietnam veterans who served at sea did not have the same access to benefits as those who served on land.
“We get about a case a month from a veteran who has been denied benefits or who is not getting the disability help that they need from the V.A.,” said Central Valley Congressman Josh Harder.
Harder said those cases prompted him to co-sponsor the “Blue Water Navy Vietnam Veterans Act.”
Thanks to a bipartisan push, the measure passed Congress and was signed into law late Tuesday by President Trump — a move that came about six months after the measure was stalled in the Senate and just a week after the end of a legal battle that drug on for years.
The law requires the Department of Veteran Affairs to provide disability benefits to about 90,000 Navy vets who were exposed to the cancer-causing chemical.
“I am thankful because Jack is concerned about me being taken care of when he moves to heaven and so this will ease his mind,” said Barrett’s wife, Sue.
She said the new law will bring Barrett some peace as he enters his seventh year of battling cancer.
“It metastasized to other parts of my body. Showing up in my lungs and in my hip,” he said.
Barrett said he’s thankful thousands of vets just like him will get the same kind of care as the veterans who fought on land.
“It’s about time, said Barrett. “No, we didn’t set foot on the ground, but we were there. We were in harm’s way,” he said.
The provisions of the bill are currently expected to take effect on January 1, 2020.
Harder’s office is encouraging “blue water” navy vets who served off the coast of Vietnam during the war to contact his office for information on an upcoming workshop to learn more about the benefits that will soon become available under the new law.

President Donald Trump has signed into law the "Blue Water Navy Vietnam Veterans Act," requiring the Department of Veterans Affairs to provide disability benefits to veterans who served in the waters off the coast of Vietnam.
The bill is just one more provision in a decades-long fight to guarantee the same benefits to nearly 90,000 Navy veterans who served in the waters offshore of Vietnam that their land and brown-water comrades are entitled to after potentially being exposed to toxic Agent Orange.
Two weeks ago, the Senate passed the bill unanimously and the House passed it unanimously before Memorial Day.
Earlier this month, the final legal battle for Blue Water veterans to qualify for VA disability benefits for exposure to the cancer-causing toxin appeared to be over.
Senate unanimously passes Blue Water Navy bill that could benefit 90,000 veterans
The Justice Department dropped its appeal of a federal court decision from earlier this year.
Procopio v. Wilkie reversed a 1997 VA decision to deny that so-called "Blue Water" veterans were exposed to Agent Orange while serving in the waters off Vietnam. The Procopio decision ruled that the VA should presume those sailors were exposed to the toxic chemical at some point during their service, and grant them the same benefits as other Vietnam veterans.
The Supreme Court granted the DoJ several extension to appeal the lower court ruling. The extension did not prevent the VA from beginning to accept Blue Water veterans' requests for benefits, however, and Congress took steps to extend disability benefits to some of those veterans, even if DoJ appealed, through this bill.
So when DoJ said it wouldn't appeal or argue to overturn Procopio, Blue Water advocates celebrated. But while Congressional leaders applauded the legal victory, they maintained that they still needed to pass their own legislation, which they said would unequivocally grant benefits to Blue Water veterans who served in the waters off Vietnam in a specific geographic area.
That designation has drawn criticism from some Blue Water advocacy groups and veterans, saying it could exclude some Blue Water vets by setting geographic limits.
Mike Yates, national commander of the Blue Water Navy Vietnam Veterans Association, told Connecting Vets Wednesday "it doesn't take a legal expert to see that by defining the geographic points and calling them 'offshore' (the bill) will limit the Procopio ruling ... I hope (lawmakers and veteran service organizations) take the credit when early next year Blue Water Navy Vietnam veterans find out that just because their ship was just outside by a couple of miles (of) the geographic points that they are no longer covered."
The Veterans of Foreign Wars celebrated the president's decision to sign the bill.
“Tens of thousands of Blue Water Navy veterans of the Vietnam War and dependent children born with spina bifida due to a parent’s toxic exposure will now benefit from this new law,” VFW National Commander B.J. Lawrence said in a statement. “The VFW is proud to have helped lead the charge to return these benefits to these deserving veterans and to expand existing benefits to dependent children. We look forward to the Department of Veterans Affairs publishing implementation guidance on their website very soon.”
