Comptroller Bill Henry
The official page of Bill Henry, Comptroller for the City of Baltimore.
We’ve been made aware of a scam message that falsely claims to be from Bill Henry, the Relief Center, offering a so-called "Zero Tax Program" for eliminating back taxes. This is NOT legitimate.
If you receive a call or message like this, please do not respond. Instead, report it to us immediately at [email protected].
The Baltimore City Office of the Comptroller does not offer any tax relief programs. Stay vigilant and share this message to protect others from this scam.
Earlier this month members of our senior leadership team attended the Maryland Association of Counties convention in Ocean City. Through the four-day event our team learned about the key positives and issues facing our state and networked with their peers from different county agencies and with industry experts. It was a great experience and will help what we do in the Comptroller's Office. Great job team!
Today I stood in solidarity with members of the City Union of Baltimore, AFSCME, Council 3, Baltimore City Locals, City Councilmembers and others to advocate for better working conditions for our workers in the Department of Public Works. The death DPW Sanitation worker Ronald Silver was an avoidable tragedy. I support the City Council’s call for hearings concerning working conditions and worker safety inside DPW. We have no choice but to improve.

Congratulations to Kayla Morgan, Melissa Devereaux and Jayne Miller, who were sworn in as members of the Baltimore City LGBTQ Commission this week. I was honored to spend time with family and friends Tuesday morning honoring my uncle, John Wayman Henry Jr. with a street renaming for a portion of 33rd St. A lifelong activist, dedicated public servant and devoted father, Wayman’s legacy echoes through his family and through those whose lives he touched in his work every day. The Henry house on 33rd was truly a community center for the neighborhood and beyond.
Yesterday I joined HUD Acting Secretary Adrianne Todman, Maryland Department of Housing & Community Development Secretary Jake Day and other local officials to celebrate the acquisition of two hotels that will now serve those experiencing homelessness. Our Department of Real Estate played a key role in facilitating and negotiating this project, bringing these much needed services to Baltimore. Congrats team!
Happy Fiscal Year 2025 for those who celebrate. "Should auld expenses be forgot and never brought to mind!"

Happy to celebrate the next phase of construction for the Enolia apartments, a new 151-unit student housing project for Morgan State University. The apartments are named after civil rights hero Enolia Pettigen McMillan, who served as the first woman president of the NAACP and the first female chair of the Morgan State Board of Regents. This will be an important anchor for students as they study here in Baltimore.

Congratulations to Univeristy of Maryland Fellows and Residents Alliance on their overwhelming successful vote to form a union. Collective bargaining provides a vital avenue to address concerns and push for improvements. This is a huge first step in the right direction.
Doctors at UMMC vote for forming a union by overwhelming margin The tallied vote came in Thursday night as 628 voting for and 19 against. To win union certification, they needed just a simple majority of those who chose to vote.
The 2024 Postal Customer Conference (PCC) took place in Indianapolis, and the Greater Baltimore Postal Customer Council (GBPCC), representing the Baltimore local chapter, won the prestigious Gold Award for their outstanding achievement in the 2024 Education Award category. Deputy City Auditor Thandee Maung participated in a roundtable discussion for Auditor Independence at the Association of Local Government Auditors’ annual conference, held recently in Seattle. Thandee shared how the value of an audit not only depends on competency and objectivity but also depends on auditor independence. Thandee and our entire Department of Audits are champions of strengthening independent government audit functions in local government. Great work!
Thank you, Baltimore, for entrusting me with the chance to enhance the city I hold dear. Here's to four more years of progress and dedication.
It’s Election Day, or as I’ve come to think of it, “Last Chance To Vote” Day! If you haven’t yet, go exercise your rights!
Sincere congratulations to the Department of Telecommunications and Director Simon Etta, who last week received the 2024 Mitel Customer Growth and Excellent Award serving the City of Baltimore. The award ceremony was part of the Mitel Next 2024 event that Etta and Dep. Ron Gross attended in San Antonio. Great job team!
I spent last Saturday morning at Morgan State University participating in the Financial Fitness Resource Fair. The event focused on providing an extended education on cornerstone financial matters, from balancing a budget, starting a business to estate planning. Plus we played a little Financial Football! Thank you also to the Northeast Community Organization, Fulton Bank, Morgan State and the MSU Entrepreneurial Development Assistance Center for the invitation!
Earlier this week I joined Sen. Ben Cardin, Sen. Chris Van Hollen, Rep. Kweisi Mfume, my fellow city officials, Upton neighbhorhood leaders and members of the Jackson-Mitchell family to welcome additional federal financial support for the Parren Mitchell House restoration project. When completed, this house will serve as both a community anchor and a historic reminder of Rep. Mitchell and Baltimore's Civil Rights legacy.

Last week, I visited the Key Bridge collapse site and witnessed firsthand the incredible efforts of federal, State, and local agencies and individuals working tirelessly to sort through the wreckage. There aren't any words to describe how it feels to be so close to such enormous destruction. The enormity of the situation is truly staggering, and rebuilding will take years - but we're up to the task. Thank you to everyone involved for your dedication and hard work.
Congratulations to the South Baltimore Gateway Partnership for the launch of the Middle Branch Resiliency Initiative Wetland Restoration Project. Executive Director Brad Rogers and his team have been working around the clock to make sure the necessary funds and tools are available to help revitalize South Baltimore’s watershed.
I've said it before and I'll say it again: government is nothing more -or less! - than a group of people agreeing that there are things that need to be done, but rather than each of us doing these things ourselves, we're all going to put our money together and hire some folks to do it for us.
