We are pleased to announce the successful completion of our recent Strengthening Human Resources for Health program, held from May 1st to 7th. Our participants showed exceptional engagement, dedication, and enthusiasm throughout this intensive week.

The course featured in-depth lectures, robust discussions, and valuable networking opportunities, all of which were met with great appreciation. In April, PAHO sent participants from eight Caribbean countries to attend the International Health Systems Program online course, Strengthening Human Resources for Health and Implications for Pandemic Planning. Our very own GHP alum, Leah-Mari Richards, joined fellow health care professionals to address the questions: How should we plan for human resources needs for epidemics and pandemics? How can pandemics like COVID-19 be included in strategic planning for HRH? How do we continue to prioritize human resources development in reaching the Sustainable Development Goals1 (SDGs) and achieving Universal Health Coverage? The co-directors for this two-week course were Tom Bossert and Diana Bowser. Course administrators were Betty McNally and Sonja Luvara.

MAKING DECENTRALIZATION WORK: POLICY AND MANAGEMENT ISSUES AND IMPLICATIONS OF COVID-19

July 13 – 23, 2021 – Online Program

Purpose
Is decentralization good for improving the performance of a health system? This is a recurrent issue debated in many countries and made even more important during the COVID-19 outbreak, as different levels of government try to rapidly respond to the crisis. This course introduces new ways to think about decentralization and to design it so that it improves the performance of a health system. Based on on-going research and consulting, the course addresses both policy and management issues related to designing, implementing and managing a decentralization transition. Topics include: financial options, human resources implications, strategic planning, political feasibility, leadership and organizational change, quality management, and negotiation and conflict resolution. Experienced Harvard faculty members have developed this eight-day (over two weeks) comprehensive workshop to better equip policy makers and managers to meet the challenges of decentralization–now even more relevant in the age of COVID and other potential outbreaks. The first week will address the policy level process while the second week will focus on enhancing management skills in the context of decentralization.

The focus of the course is on middle- and lower-income countries; but examples and experience gained in the United States, as well from all over the world, will be used.
