Terminal appointments add to NY-NJ empty return hurdles

Required appointments at two marine terminals are adding another layer of frustration for truckers at the Port of New York and New Jersey who are trying to get rid of the high number of empty containers sitting across the port region. Even as ocean carriers are moving out a record number of empties, those efforts are falling short as space for laden imports continues to take priority.
For their part, marine terminal operators admit their customers, the ocean carriers, are simply not removing what some estimates indicate are over 100,000 empty containers dwelling across New Jersey and beyond. As such, appointments are the only method to allocate workers and space for the uncertain tempo of empties sweeps, say the terminals.
But some motor carriers in New Jersey are starting to charge shippers a fee for booking appointments at marine terminals, according to a July newsletter from the Association Bi-State Motor Carriers. The fee is “to offset the added expense and manpower that has become necessary to effectively secure and manage appointments at the terminals that require them.”
Maersk subsidiary APM’s Elizabeth terminal and the Global Container Terminal facility in Bayonne are the only two New York-New Jersey terminals that require appointments. APM requires appointments all day, while GCT’s appointment system is only up to 1 pm, after which none is required.
“With volumes at an all-time high, we're increasingly hearing from members who are struggling with securing appointments at APM and/or GCT Bayonne, particularly for empty container returns,” according to Bi-State.
The chief executive of an Elizabeth, New Jersey-based motor carrier who asked not to be identified said, “when the appointment windows open, they are gone within seconds.” He said his company is holding about 50 empty containers at any given time, which tie up chassis and limit space to pre-pull import containers for customers.
“You used to have minutes to book appointments, now it’s down to seconds,” he said.
Appointments aid vessel planning
At the end of June, APM added more empty return slots by reducing the time window for each appointment. So, while truckers previously had a three-hour window to fulfill an appointment, the window is now two hours. Drivers also have 30-minute tolerances on either side of that appointment window. APM has had to extend those tolerances multiple times since the end of June due to traffic and other delays hitting truckers.
Other changes to the APM system have also drawn criticism from truckers. Previously, motor carriers were able to make appointments without a container number. But as of July 11, truckers need to provide a container number one hour prior to an appointment, otherwise it gets canceled. APM said the change was made to prevent motor carriers from grabbing any available appointment, but failing to show.
But that can be a problem if the driver receives a different empty container than the one originally intended, the drayage executive said. A driver may have been given a different empty for the first morning appointment at 6 am, giving them limited time to change the appointment for a different container number.
An executive at one of the marine terminals that has an appointment system, who asked not to be identified, told JOC.com that while the number of empty return appointments available each day fluctuates depending on what carriers are coming and their on-dock box inventories, the terminals might only be able to provide about one-third of the appointments that truckers are seeking.
He said an appointment system means better planning for how to allocate longshore workers and allows certain terminals to avoid backlogs of ships at anchor. As of July 25, two of the 21 ships at anchor off New York-New Jersey were scheduled for berths at APM, and another two at GCT Bayonne.
Other terminals are also looking at how to manage the influx of empty containers. Maher Terminals requires a “double move” on empties where truckers have to bring back a specific carrier’s empty container to pick up their import load. The procedure aims to balance equipment inventories at the terminals. But truckers say the match back isn’t always available, leaving them still stuck with empties.
Truckers may also get notified that Maher, which has no appointment system, will be receiving empties for a particular ocean carrier, only to be told later that the space has filled and be turned away at the truck gate. GCT Bayonne also plans to start testing double moves on July 25, although it says it won’t restrict carrier and equipment type.
Empties keep rising
The number of empty containers handled at New York and New Jersey reached a five-year high in May, the last month such statistics are available. Total empties handled reached 300,330 TEU, over one-third of the total volume for the month, according to data from the Port Authority of New York and New Jersey (PANYNJ).

Yet ocean carriers are still prioritizing import loads. Data from the PANYNJ shows that five ad hoc ships called the port in May to sweep empties, in addition to those going out on regular weekly services.
But eight other ad hoc ships called to drop off imports, PANYNJ data show. The numbers were approximately the same for June when six empty sweepers called, but eight extra loaders called, the data shows.
The marine terminal executive said container lines are not picking up enough empties in New York-New Jersey because the ships are too full of imports for other ports in their rotation. Congestion at other ports and subsequent rotation changes also delay empties from being picked up, he added.
The executive said there is simply not enough space at any of the marine terminals to take in all the empty containers that truckers are sitting on, and every day is a puzzle as to where to put empties.
“We are grounding empties behind a pile of imports we’re working,” he said. “Truckers are dropping empties in areas where they haven’t been before.”
Appointment system tweaks
Ocean carriers are trying to come up with ways to better manage US container inventories. For example, Wan Hai Lines introduced an Asia-US East Coast service last year that first calls New York-New Jersey. This year, it introduced an East Coast service that calls Charleston first to unload imports, and calls New York-New Jersey last to sweep empties.
The terminal executive source said his company’s appointment system has been tweaked recently to allocate appointments in response not only to on-dock empty inventory, but upcoming ship arrivals and the number of empties the ship plans to sweep.
He said canceled appointments do get recycled for another trucker’s use. However, the terminal won’t take a bunch of appointments that were canceled in the morning, and then allocate them for use near closing time.
Appointment systems also can’t account for how many empties a motor carrier wants to get rid of, and dockworkers need to have enough space to maneuver through the terminal, limiting how many empties can be received.
“We can’t risk safety for whatever empties the trucker wants to drop off,” the source said.
Thomas Villacampa, vice president of drayage carrier H&M Intermodal, told JOC.com the main issue is the lack of transparency on how many appointments are available for returning empties. He said that if motor carriers knew that ahead of time, then they could better plan for returns.
“They tell you they are receiving a carrier’s boxes the day before, but when you try to book the appointment, you can’t get it,” Villacampa said.

Service Update:
Yesterday evening the remnants of Hurricane Ida impacted our Linden, NJ facility. Due to the extreme amount of rain, the flooding in the area has not only impacted our facility, but it has also greatly impacted our staff and their ability to get to work.
