I spoke with the Deputy General Counsel for the Governor’s Office. The Illinois Remote Online Notarization Act was addressed in the General Assembly Public Act 101-0640. The Electronic Commerce Security Act added section (5 ILCS 175/95-20). It allows Remote Notarization in Illinois for 30 days after a Disaster Proclamation was issued (the most recent one was issued 7/24/2020). They expect to re-issue these Disaster Proclamations every 30 days until COVID ends. It can be found here:
