Dr. Jobe Payne spent a total of fifty years at the University of Illinois systems. He first arrived as an undergraduate student majoring in biology in 1950. He arrived at the University of Illinois College of Medicine Chicago in 1963 as the first Black administrator in the college. Dr. Payne wore many hats during his tenure at the University of Illinois system - from his years as a student to being the first Black administrative staff, admission consultant in the college of Medicine, Research Assistant professor in Medical Education and culminating in becoming the first director of the newly created Urban Health Program, in 1978.
