I believe that clearly he has made an absolute statement that is false. Everything depends on what an enterprise wants to do. And the idea mentioned later in the article discusses that we (Texans) need to decide what degree of risk is acceptable. Has this "perfect storm" happened in the past 50 years? 100 years? 200 years? How much are we Texans willing to pay to insure the events of the past week never happen again? Or do we want to JUST insure that it won't happen in the next 100 years? The question is easy, the answer will require some soul searching.
