Today HB969 Passed the Senate. This is the legislation I, and others, have been working on for several years. This legislation makes withholding a child from visitation a civil offense, punishable with a $500 fine. However, the teeth of this legislation is that family court judges can no longer ignore this behavior. Civil courts will impose a fine and this creates a paper trail to be introduced into family law courts showing a pattern of behavior. This pattern of behavior can lead to modifications of court order, or perhaps change of custody. This legislation was written to reduce alienation as now children get to see both parents on a regular basis.
