DEKALB COUNTY, GA—DeKalb Emergency Management Agency issued a news release at 10:37 a.m. today, Sept. 30, stating that it is aware of numerous reports of air quality concerns in the county, following the Biolab chemical fire on Sunday, Sept. 29, at a laboratory in Conyers.
Currently, there are no advisories from the Georgia Environmental Protection Division for
DeKalb County concerning air quality.
DEMA and DeKalb County Fire Rescue are testing air quality throughout the day around the county and will issue advisories should they become necessary.
Residents are advised to call 311 to report any air quality concerns.

Effective August 29, 2024, the Social Security Administration (SSA) made a change in how much Supplemental Security Income (SSI) back pay can be released at one time. For anyone receiving Supplemental Security Income (SSI), a fully favorable decision from Disability Adjudication Services (DAS) or the Office of Hearings Operations (OHO), is a tremendous relief. By the time the Social Security Administration’s DAS, called DDS in other states, has rendered a fully favorable SSI, SSDI, also called DIB or DAC decision, clients have accumulated debt. To relieve their financial burdens, claimants need SSI back pay, which could be a large sum of money, released as soon as possible. https://secure.ssa.gov/apps10/reference.nsf/links/08292024081246PM
Once you are found medically disabled, the SSA District Office and/or Field Office will conduct a financial interview, called a PERC, for any SSI claim. SSA breaks the SSI back pay into 3 installments 6 months apart unless you meet the following requirements: https://secure.ssa.gov/poms.nsf/lnx/0502101020
There will not be any SSI installments and all of the SSI backpay must be released under these circumstances:
1. “You a medical condition which is expected to result in death within 12 months
2. You are no longer eligible for SSI and are determined likely to remain ineligible for the next 12 months”
Prior to 8/29/24, you could get a higher SSI installment payment by providing documentation of your debts and expenses. For example, if your mortgage or rent was past due, you had to provide written documentation detailing how much you owe. Providing documentation resulted in longer delays in processing. Moreover, written documentation could be lost by SSA. Documentation also increased SSA overheard according to NOSSCR www.nosscr.org. However, with this new update, you just need to allege a debt or expense to get a higher first SSI installment payment.
SSA considers the following “debts and expenses”: food, clothing, shelter/utilities (including expenses necessary to provide a place to live, such as rent, mortgage payments, property insurance, property tax, and utilities such as gas, electric, heating fuel, water, sewer, and garbage); medically necessary services, supplies, equipment determined on a case by case basis, medicine, a car, a phone, and a computer.
For child SSI cases, the parent has to set up a dedicated account which is a separate bank account opened for a disabled child under 18 who is eligible for large past-due SSI payments. However, because of restrictions, SSI installment payments to dedicated accounts are only increased for debts or expense related to: medical treatment, education or job skills training or if the following are related to your mental or physical impairments: housing modification, medically necessary supplies/equipment, personal needs assistance, therapy, and rehabilitation.
Significantly, SSA will not increase the first SSI installment payment for expenses that are going to be reimbursed by any public assistance program. For example, in Atlanta, homeless clients have received general assistance which is a monthly payment based upon a physician or psychiatrist completing a form stating that he/she is unable to work.

Despite his struggles with drugs and health, he always had the brightest smile and a pleasant attitude. The reason why I'm describing him is because when he was found, his skin was pitch black, his head swollen to the size of a watermelon and not one single hair on his head. In addition, he was laying there with his arm crossed over his head. Who dies like that?? And why is his skin pitch black only days later? And what happened to the hair? I dont know but the body doesn't decompose to that degree in only 2-4 days!! And why nobody checked on him or the back of the store in days?? Didn't they at least smell the rotten smell? Identifying and Coping With a Passive-Aggressive Narcissist
A general definition of narcissism is excessive self-love. In psychology, narcissistic personality disorder can describe a person with an oversized sense of self-importance and entitlement, fantasies of power, inability to empathize with others, or indifference or rage when criticized.1
People with narcissistic personality disorder need attention or admiration and have trouble with interpersonal relationships.
A person with narcissistic traits who wants to be indirectly aggressive can use passive-aggressive behavior. For example, being falsely polite with underlying hostility or giving someone a “backhanded” compliment. These passive-aggressive behaviors can provoke others.
Someone who is passive-aggressive is not necessarily a narcissist. A person with narcissistic traits may use passive aggression as a tactic to manipulate others, but it’s not the only one. They will also have other signs of narcissism.

IN THE PAST MONTH, I HAVE MET 2 HOMELESS CLIENTS WHO LOST FINGERS AND FEET IN THE PAST 2-3 YEARS BECAUSE THEY HAD TO SLEEP OUTSIDE IN FREEZING TEMPERATURES IN TENTS. WHY ARE THEY NOT GIVEN HOUSING AND CASH BENEFITS LIKE ILLEGAL IMMIGRANTS? One who just left my office told me that it took him a year to get into Covid-19 pandemic housing, but he was asked to leave the Ramada Hotel in January 2022 and had to sleep outdoors in below 30 degree temperatures. He lost all his toes on his right foot and a quarter of his left foot; his right foot is damaged as he can barely move his toes. He almost lost his fingers. When it is cold he has no feeling in his fingers.
Another lost both feet because he had to sleep outside in the winter in a tent as well. He had been hit by car while on Moped in 2019. No one helped him up, and he was hit again. He finally was approved for social security disability benefits, but his SSI application was filed in August 2020. He was denied and he filed a request for reconsideration that was just sitting at Disability Adjudication Services (DAS). When he came to the Law Office of Kathleen M Flynn, LLC, our disability attorney found it his case was never flagged homeless despite him living under a bridge!
A third homeless client, who is sleeping in her car, came to our office this week as well for assistance with a social security disability case. She explained being displaced from housing in Marietta and Buckhead as migrants were being housed where she was placed. A Homeless Advocate told our disability law firm that the homeless she has worked with have been removed from shelters/housing as well to make room for the migrants.
