Difícil creer que se ha avanzado

Hoy se cumplen 39 años de uno de los peores actos de barbarie del conflicto armado interno en el Perú. Ocurrió el 13 de diciembre de 1984, pero conocimos los hechos casi 17 años después, gracias a la investigación de don Edmundo Cruz, publicada en el diario La República los días 28 y 29 de noviembre de 2001.
Según el reportaje periodístico, corroborado luego por la Comisión de la Verdad y Reconciliación, 123 personas –entre ellas 48 niños, niñas y adolescentes- fueron brutalmente asesinadas ese día, luego de confiar en la promesa de los oficiales de la base militar instalada en Putis, y acudir a su convocatoria con la expectativa de lograr el apoyo y protección ofrecido.
Escribí hace mucho que se trató de una sucesión de actos perversos. Los varones fueron obligados a cavar unos hoyos que supuestamente servirían para construir una piscigranja, y las mujeres, desde los 12 años de edad, fueron apartadas y violadas por los soldados. Un rato después, tras reunir a todas las personas al borde de las zanjas, fueron vilmente asesinadas.
Lo he contado tantas veces, sin que deje de inquietarme la sevicia de los asesinos, cada vez que lo hago. Tan sorprendente como el negacionismo y la indolencia, o el desprecio por las familias de las víctimas que evidenció José Williams Zapata, cuando como presidente del Congreso designó a Luis Oscar Grados Bailetti, uno de los acusados como autor mediato de la masacre, para ocupar la función de jefe de la Oficina de Prevención y Seguridad del Congreso.
Muchas cosas han pasado desde que se exhumaron las fosas, el año 2008, recuperándose restos de 92 personas de las cuales 28 fueron identificadas. En diciembre de 2020 empezó el juicio oral, y 3 años, y 104 sesiones después, continúa.
Así tarda la justicia en nuestro país, y puede demorar mucho más, cuando las víctimas se llaman Leocaldia Ccente Romero, Octavio Condoray Ccente, Delfina Madueño Curo, Rogelio Condoray Ccente, Lucio Condoray Curo, Mauro Condoray Curo, Saturna Condoray Huayllasco, Reynalda Condoray Huayllasco, Román Condoray Quispe, Rita Condoray Quispe, Agripina Curo Soto, Demesia Curo Soto, Félix Fernández Fernández, Juana Rosa Fernández Fernández, Guillermo Fernández Quispe, Monja Huayllasco Huamán, Ernesto Limancca Solier, Filomena Madueño Coronado, Mauricia Mendoza Curo, Mendoza Curo, Mendoza Curo, Apolinaria Quispe Gamboa, Ambrosia Solier Cusiche, Anatolia Centeno Chávez, Celestina Cusiche Fernández, Potosino Ccente, Justina Lunasco Quispe y Teodora Quispe Huayllasco, o cuando está pendiente su identificación, aun cuando se trate de, al menos, 64 personas más.
He participado durante la semana en varias actividades por los 75 años de la Declaración Universal de los Derechos Humanos y, ayer, en un conversatorio virtual, argüía que no se puede decir que no ha pasado nada.
Pese a los 39 años de espera por justicia para las víctimas de Putis, o por el año transcurrido tras la muerte de Beckham Romario Quispe Garfías, David Atequipa Quispe, Wilfredo Lizarme Barboza, Jhon Enciso Arias, Christian Rojas Vásquez, Roberto Pablo Medina Llantoherhuay, y otras 44 personas identificadas plenamente, víctimas de ejecuciones extrajudiciales, sin que se haya detenido a una sola persona, los derechos humanos son hoy un referente y una aspiración universal, y nos permiten tener la esperanza que crímenes de lesa humanidad como los ocurridos hace uno o treinta y nueve años, no quedarán impunes. Existen declaraciones, convenciones, tratados y otros instrumentos normativos de derechos humanos que establecen estándares vinculantes, y mecanismos regionales y globales para hacerlos valer cuando en nuestro país nos lo nieguen.
Más allá de la tentación y recurrentes maniobras que buscan apartarnos del sistema regional y universal de derechos humanos, hemos resistido y seguimos activándolo, pues su importancia y razón de ser radica en algo que es irrenunciable: la dignidad y el valor de todas las personas.

Our Story
Peace and Hope (known as Paz y Esperanza in Latin America and Spain) works alongside individuals, families, and communities in poverty; so that they can live with dignity, free from violence and injustice. We believe God calls us to be agents of reconciliation and that fullness of life is the fruit of justice and truth.
Birthed out of response to the horrific and bloody armed conflict in Peru, Paz y Esperanza is an international human rights organization that was founded in January 1996. Inspired by Christian values and a belief that true peace and hope, justice and restoration are ultimately found in Jesus; Paz y Esperanza has made a local, regional and national impact in Peru, where it is recognized as one of the leading institutions in its field. Today, Paz y Esperanza works to help others throughout Latin America commit to addressing both the causes and effects of violence and injustice.
With a focus on those who have experienced sexual violence, been enslaved, imprisoned, beaten, thrown off their land, refugees, and victims of armed conflict and other forms of violence; we implement holistic services for victims, their families and communities through legal, social, economic, emotional, physical, educational, spiritual and leadership support. With teams of professionals and volunteers, we work to mobilize individuals and communities to be justice-seekers; promoting systemic change in partnership with local stakeholders; advocating for issues affecting the poor; and educating and equipping communities and churches on peace-building and democratic civic engagement.
