Portion of southbound I-65 in Alabama to close for part of next week
The Alabama Department of Transportation said it will close southbound Interstate 65 in southern Morgan County, which is southwest of Huntsville, from Tuesday, Aug. 30 at 6 p.m. to Wednesday, Aug. 31 at 4 p.m.

The southbound lanes will be closed from Exit 325 (Thompson Road) near Hartselle to Exit 318 (U.S. 31) at Lacon. A detour will be available from Alabama 67 north from exit 334 in Priceville to Decatur, then southbound on U.S. 31 to I-65 at Lacon. Exit 334 is the last exit for commercial vehicles.

The on-ramps to I-65 southbound from Thompson Road and County Road 55 (Exit 322) in Falkville will be closed.

Kodiak, Pilot Partner on Autonomous-Truck Services
Pilot Company and Kodiak Robotics are creating an autonomous “truckport” in the Atlanta area to evaluate how Pilot and Flying J travel centers can provide services for self-driving trucks.

These services will include spaces to pick up and drop off autonomous trucking loads; conduct inspections; maintain and refuel trucks; and the ability to transfer data for processing, such as feature development and mapping.

As part of the new strategic partnership, Pilot Company has made a strategic investment in Kodiak and will join the company’s board of directors.

In an announcement, the two companies said that combining Pilot Company's nationwide network of travel centers and services with Kodiak's technology will play a crucial role in the deployment of autonomous trucks. Kodiak will lend its expertise as Pilot Company looks to integrate autonomous truck services into its operations. The partnership will further define service and maintenance requirements, operational necessities, facilities planning, and more to meet the needs of autonomous trucks.

Kodiak in 2022 has been working to significantly expand its service footprint and partner network. In July, the company announced a partnership with 10 Roads Express, a provider of time-sensitive surface transportation for the U.S. Postal Service, expanding the company's service to Florida. Earlier this year, Kodiak announced a new route between Dallas and Oklahoma City with CEVA Logistics and a route between Dallas and Atlanta with U.S. Xpress. The company has been delivering freight commercially since 2019 and currently has six routes that run regularly between Dallas and Houston, Austin, San Antonio, Atlanta, Oklahoma City and Jacksonville, Florida.

The Pilot and Flying J travel center network includes more than 750 locations in 44 states and six Canadian provinces with more than 790 restaurants, 75,000 truck parking spaces, 5,300 deluxe showers, 6,200 diesel lanes, and offers truck maintenance and tire service with Southern Tire Mart at Pilot Flying J.

NYC cracks down on illegal parking; trucking group says there's nowhere else to park

New York City is cracking down on illegally parked commercial vehicles, and the state's trucking association has responded.

New York City Mayor Eric Adams and the New York Police Department announced operation “Heavy Duty Enforcement,” an overnight action against illegally parked commercial vehicles in neighborhoods of southern Queens. According to a statement from the mayor's office, this multi-faceted effort is in response to community complaints and consists of three teams utilizing heavy tow operations, booting, and writing tickets.

Beginning on Monday, Aug. 15, operation “Heavy Duty Enforcement” deployed NYPD officers traffic enforcement agents to multiple locations across southern Queens. In the first five days of the operation — from Aug. 15 through Aug. 19 — the NYPD issued 597 summonses, attached 89-wheel clamps, and towed 55 illegally parked vehicles to a temporary storage facility.

“If you park commercial vehicles illegally, you will get ticketed, towed, or given the boot,” said Adams. “For far too long, large commercial vehicles have been parking illegally in this neighborhood, disrupting daily life, and contributing to noise, traffic, and pollution. We cannot let our neighborhood streets turn into illegal parking lots. I want every New Yorker to know your city is looking out for you and your quality of life.”According to section 4-08 (k) (6) of the New York City parking rules, large commercial vehicles are prohibited from parking on residential streets overnight between the hours of 9 p.m. and 5 a.m. seven days a week.

The Trucking Association of New York says the problem can be solved, not by issuing tickets and towing trucks, but by creating more truck parking.

Kendra Hems, president of the association responded to the city's actions.

"While we in no way condone parking on residential streets where it is illegal to do so, we feel it is imperative to understand we cannot ticket out of this problem," said Hems in a statement posted to the TANY page. "Heavy enforcement alone has not worked in the past and will not work now absent available commercial vehicle parking. The reality is that drivers, many of them our neighbors, family, and friends, simply have nowhere to park. This is not their personal vehicle, but the vehicle that embodies their livelihood and provides for their family.

"That is why the city must address the underlying issue of inadequate truck parking in all five boroughs. The industry is taking steps, but we cannot do this alone, we need our partners in government to dedicate the time and resources to resolve this problem. The industry must be part of this process and we are eager to work with the administration to finally find meaningful, long-term solutions that benefit all New Yorkers, drivers included."

Researchers Simulate Longer Truck Platoons
So many things have changed during the COVID-19 pandemic, one being transportation. During the past two years, the need for truck drivers and supplies has ramped up, leading one Louisiana State University professor to research improvements to the supply chain while making traffic safety a priority using autonomous vehicles.

Thanks to a $183,000 grant from the Louisiana Board of Regents, Hany Hassan, an assistant professor in transportation engineering in the LSU Department of Civil and Environmental Engineering, is studying the benefits of truck platooning on U.S. highways. Truck platooning is when trucks travel together connected by a computer system, which communicates with the trucks to align speed, acceleration, and braking. Drivers steer, watch the system, and intervene when needed.

“We are expecting this technology to help the freight movement,” said Hassan in a statement. “The main benefit of this project is trying to identify what will be the best platoon size—five or six trucks—and see if the trucks should stay in one lane or use two. Identifying the optimum platoon size and configuration is important for the freight sector to maximize its benefits on highways. This will be conducted while taking into consideration driving behaviors of other traditional vehicles that will share the road with autonomous truck platooning.”

According to the U.S. Department of Transportation Federal Highway Administration, platooning reduces air drag, improves fuel economy, and also has the potential to increase vehicle capacity on the highways, particularly along freight corridors. The benefits of truck platooning deployment and operations are improved fuel savings and reduced greenhouse gas emissions; improved throughput, mobility, and road efficiency; and reduced operating costs for the commercial freight industry.

Hassan says that while this new mode of traffic technology is incredibly beneficial, it also comes with its challenges.

“Imagine you are driving and there is a long platooning truck beside you,” he added. “You need to take the next exit. How do you get over? This is one of the scenarios we are going to test.”

Hassan and Ph.D. student Mohamed Mohamed will put truck platooning to the test in three ways. First, they will use a microsimulation tool called VISSIM that can create any road environment and simulate any type of vehicle that will move on the road network. The software will give measurements to evaluate the impact of platooning. Secondly, they will use the driving simulator lab in LSU’s Patrick F. Taylor Hall, which will allow them to test driver behavior.

“Drivers in the driving simulation lab will be told which trucks are platooning based on their color,” Hassan said. “We want to see if drivers speed up to pass the platoon or even go between the trucks. We want to know if platooning trucks will cause more accidents or reduce the number of accidents.”

Hassan and Mohamed’s final testing method will be in the form of a survey given to drivers from all over the country, asking questions related to the project.

While truck drivers might be afraid truck platooning could put them out of a job, Hassan assures that this won’t happen.

“The project isn’t meant to take away jobs from truck drivers but increase traffic safety, since many truck drivers do get tired and fall asleep while behind the wheel,” he said. “It will take decades before we reach 100% automation. In the near future, however, we will see a mix of autonomous vehicles and real drivers.”

Current platooning technology being evaluated in North America consists of two-truck platoons. Locomation plans to routinely engage in commercial operations at scale in the United States with its Autonomous Relay Convoy system starting in late 2022 with Wilson Logistics and following with PGT Trucking in 2023.

Other companies initially active in truck platooning development have backed off. In early 2019, Daimler Trucks’ chief Martin Daum announced the company was backing off from platooning and focusing on autonomous truck technology, saying there was no clear business case for platooning. Peloton Technologies ceased operations in 2021, according to SAE International.

However, the SAE article also notes that its 2022 commercial vehicle convention, SAE COMVEC 2022 in September, has a technical session on “Revisiting Platooning and Autonomous Driving for On-Highway Trucks,” with panelists from Daimler Truck North America, Locomation, McKinsey & Co., and Virginia Tech.

Truck stop organization reacts to passage of Inflation Reduction Act
NATSO, representing America's truck stops and travel plazas, and SIGMA: America's Leading Fuel Marketers, have reacted to the passage of the Inflation Reduction Act of 2022.

NATSO's Executive Vice President of Government Affairs David Fialkov said:

"The Inflation Reduction Act represents a missed opportunity for Congress to build upon more than a decade's worth of emission reduction advancements in over-the-road transportation. While it makes sense for fuel technologies to earn favorable tax treatment through tangible reductions in carbon emissions, this bill gives aviation fuel more favorable treatment without having to demonstrate improved environmental benefits.

"The diversion of investment away from renewable diesel will increase retail diesel prices. Rather than reducing inflation, this legislation will increase the price of all consumer goods hauled by truck.

"The Inflation Reduction Act hands the airline industry another special break. That industry meanwhile is more than happy to accept its second bailout in three years while it is also fighting against having to comply with more stringent environmental standards."
The Inflation Reduction Act was passed in the House and Senate and now awaits President Joe Biden's signature.

It aims to curb inflation by reducing the deficit, lowering prescription drug prices, and investing into domestic energy production while promoting clean energy solutions. It is also aimed at helping the U.S. reduce net greenhouse gas emissions to 50% below 2005 levels by the year 2030, and It also includes an expansion and modernization of the Internal Revenue Service.

Women in Trucking opens nominations for annual truck giveaway
The Women In Trucking Association has announced its second truck giveaway in partnership with Arrow Truck Sales of Kansas City, Missouri.

On March 24, five years after the first truck giveaway, Ellen Voie, president and CEO of WIT will hand the keys over to another professional driver. The giveaway will take place at the annual “Salute to Women Behind the Wheel” event at the Mid-America Trucking Show at the Kentucky Exposition Center in Louisville, Kentucky.

“Handing the keys of a truck to a deserving female driver is one of the highlights of my career,” said Voie. “Without the generosity of Arrow Truck Sales, we wouldn’t be able to create a new owner-operator who may someday have her own fleet. The truck giveaway will be one of the most exciting events of the year."

New Duck Thru truck stop opens in North Carolina
A new truck stop has opened near Spring Hope, North Carolina, which is located about 37 miles northeast of Raleigh.

The Duck Thru truck stop is located off N.C. 581, just north of the interchange for U.S. 64 and about a mile south of the town of Spring Hope.

It includes 27 truck parking spaces, diesel lanes, two showers, and a drivers’ lounge.

The truck stop’s store is open from 5 a.m. to 10 p.m. Monday through Thursday. On weekends, the store stays open until 11 p.m. On Sundays, the hours are from 6 a.m. to 10 p.m.

According to the company’s website, there are more than 50 Duck Thru stores in eastern North Carolina and southeastern Virginia.

Driven by fuel prices, trucking costs set new record in 2021
Operating a trucking company got more expensive in 2021, according to a new study released earlier this week.

The American Transportation Research Institute's annual Operational Costs of Trucking report found the cost of trucking increased 12.7% last year to $1.855 per mile, the highest level in the 15-year history of the research. On a per-hour basis, costs increased to $74.65, also a new high.

The leading items contributing to the increase were:

fuel, which was 35.4% higher than in 2020 at 41.7 cents per mile
repair and maintenance, at 18.2% higher than in 2020, the second-fastest growing cost
driver wages and benefits, which were 10.8% higher than in 2020 at 80.9 cents per mile
Overall, fleets with 100 or fewer trucks spent 4.9 cents more per mile than fleets with more than 100 trucks, closing the 2020 gap with larger fleets by 70 percent, according to ATRI. While larger fleets spent less than smaller fleets on insurance premiums per mile, the advantage was offset by higher out-of-pocket incident costs per mile for large fleets.

Despite the increased costs, the ATRI report said, "The financial health of trucking remained strong throughout 2021 ..."

The report also found carriers emphasized greater efficiency in 2021. Deadhead mileage decreased to 14.8 percent, and average truck fuel economy increased to 6.65 miles per gallon.
New to ATRI's report this year was a look at truck parking compensation.

The report found 40% of truckload carriers offer driver reimbursements for truck parking, and an additional 14% compensate for truck parking in advance through reservations, pre-paid cards, etc. Forty-six percent of truckload carriers do not compensate drivers for truck parking expenses.

The report says 21% of specialized carrier respondents offer driver reimbursements for truck parking, while an additional 8% compensate for truck parking in advance through reservations, pre-paid cards, etc. That means 71% of specialized carriers do not compensate drivers for truck parking expenses.

ATRI concluded, "As truck parking demand increases, covering truck parking reservation fees is one potentially effective strategy for addressing driver shortage and retention issues."

Briefly: 10,000 frozen turkeys burn in tractor-trailer fire
On Thursday, an 18-wheeler carrying 10,000 frozen turkeys caught fire in the westbound lanes of Interstate 4 near Sanford in Central Florida, according to the Seminole County Fire Department.

Fire crews said no one was injured.
