In the podcast, The Oregonian talks to the executive director of the Oregon Citizens' Utility Board. They're calling for the Public Utility Commission to set rates at the minimum that meets the legal requirements for reasonableness, as opposed to the midpoint of the reasonableness range, to send a message to utilities that they need to control their costs.
OCUB argues that if utilities are reckless or grossly negligent and are assessed punitive damages, that should not be passed on to customers, because it's not the customers' fault and they aren't the ones juries are seeking to punish. Shareholders should have to eat it.
Toward the end, OCUB argued the rate-making process is corrupted and too focused on cost recovery rather than reasonable rates, and that the legislature should enforce discipline on utilities if the PUC won't.
