What exactly is an Environmental Impact Statement (EIS) and what is included?
These statements are mandated by federal law to inform the work and decisions of policymakers and community leaders.
A typical EIS includes the following:
Section 1: Introduces the PROPOSED ACTION and its PURPOSE AND NEED.
Section 2: Describes the AFFECTED ENVIRONMENT and its relation to the PROPOSED ACTION.
Section 3: Presents a RANGE OF ALTERNATIVES to the PROPOSED ACTION. What happens to the environment if you do the project vs what happens if you don’t do the project.
Section 4: ANALYZES the environmental impact of the PROPOSED ACTIONS and RANGE OF ALTERNATIVES.
The EIS may include additional topics not required for every project, including financial plans, environmental mitigation plans, and plans for complying with any additional required federal, state, or local permits.

If you are planning to buy or sell land, it is important to know exactly what rights are included. As a landowner, you of course own all the trees, ground, and other landmarks, but what about below the surface?
In the United States, landowners own both above and below ground, unless they decide to sell their mineral rights.
Here are three ways mineral rights can be held:
UNIFED ESTATE: When the owner owns both above and below ground.
SPLIT ESTATE: When separate owners own above ground and below ground.
FRACTIONAL ESTATE: When mineral rights are split amongst several parties. This could happen if the landowner wants to keep partial rights to the underground or decides to sell to multiple parties.

Meet Rachel Kistler, CCE’s Scientist on staff!
Rachel joined the Covington team in September 2021 after working in the Mississippi Department of Marine Resources Bureau of Wetlands Permitting.
She recently attained her wetland certification training and specializes in wetland delineations, environmental site assessments, field sampling, NEPA and environmental planning, ecological restoration, and project management.
One of Rachel’s favorite activities is hiking and taking her dog with her to explore the wide variety of Gulf Coast habitats.
We are so glad to have Rachel on the Covington team!

When a hurricane comes through, many cities are left with devastation. Massive reconstruction, financial problem solving, and a general plan of attack need to be decided quickly after the storm.
Covington specializes in post-disaster redevelopment services and takes the burden and provide plans and actions to get the city or county back on its feet.
That’s exactly what Covington did for the City of Waveland, MS after Hurricane Zeta in 2020. Our team provided general financial management advice and assistance, including developing and supporting the ongoing activity of disaster recovery and management of the FEMA PA process.
As hurricane season starts, Covington is ready to do the hard work to help cities like Waveland recover quickly and get back to business.
The Mississippi Trustee Implementation Group (MS TIG) has released its third restoration plan, which addresses some of the injuries caused by the Deepwater Horizon oil spill in the Mississippi Restoration Area.
The MS TIG considered public comments and selected seven projects for implementation:
• One Habitat Project on Federally Managed Lands Restoration Project
• One Sea Turtle Restoration Project
• Two Marine Mammal Restoration Projects
• One Bird Restoration Project
• Two Restoring Lost Recreational Use Restoration Projects

This Memorial Day, we remember the men & women who have given their lives in service to our country.
Covington provides Phase I and Phase II Environmental Site Assessments for commercial, industrial, and oil field properties throughout the country.
One such project was in our hometown of Gulfport, Mississippi.
Covington performed both Phase I and II Site Assessments at an 80-acre ship building facility.
After preparing a risk assessment and interacting with MDEQ, we saved the client approximately $1.5 million in environmental clean-up costs.
