The Department of Licensing (DOL) is considering agency request legislation for the 2025 legislative session to improve the collector vehicle program. Collector vehicle license plates are intended for vehicles that are used in “club activities, exhibitions, tours, parades, and occasional pleasure driving” (RCW 46.18.220). Currently, any vehicle that is 30 years (1994) or older can apply for collector vehicle license plates.
DOL has issued about 294,000 vehicles collector plates and we have received many reports over the years from concerned Washington residents about individuals abusing the program, particularly for pick-up trucks and commuter cars. The collector plate program is vulnerable to fraud because there is a substantial benefit for bad actors (no renewal fees, no mandatory insurance requirements), limited barriers to entry (self-attestation of use), and minimal enforcement mechanisms under existing law.
Our data shows thousands of vehicles with collector plates that would not be considered “collectible.” This kind of misuse undermines the intention of the collector plate program, and even makes our roads less safe. Our data shows that vehicles with collector plates were involved in 1,897 crashes between 2015-2021. Among those crashes, the driver was uninsured 35% of the time. Underinsured drivers tend to have more severe crashes and are more likely to be involved in a hit-and-run.
To address these issues, the Department is considering a variety of possible solutions:
Require all drivers of collector vehicles to have vehicle liability insurance (same as other vehicles).
Create a plate cancellation process for misuse of collector vehicle plates.
Require an owner to have another car registered as their daily vehicle, to qualify for collector plates.
We are also exploring ways to limit vehicle eligibility to make abuse of the program more difficult. We’ve contemplated limiting the eligible vehicles to those manufactured prior to 1989 or moving the vehicle eligibility from 30 to 35 years old. We are open to other ideas as well if you have thoughts on how we could accomplish this.
We believe these changes will have little to no impact on legitimate collector vehicle owners, but will help deter abuse of the program going forward. Please feel free to share this information with others in the collector car community and send us any feedback you have on this proposal. We are happy to meet with you as well and discuss the concepts in more detail.

The cruise in at the South Shore is beginning to build. More cars. Get the word out that we will have a cruise in on Thursday nights from 4:30 - 6 or so throughout the summer. Tell your friends and let’s try to make this a fun event.

The Pushrods of Hoquiam and the Midnight Cruisers are doing a car cruise in on April 20th (Thursday) at 4 -7:30 at the South Shore mall in South Aberdeen.
Anyone that is a car enthusiast or any member of a car club is welcome.
