Charlotte County encourages residents to begin recovery efforts as soon as possible. To streamline the rebuilding process and prevent delays, the Charlotte County Community Development is providing guidelines for work that may be completed without the need for a permit.
The following work does not require a permit:
• Removal of debris from on or inside a structure.
• Minor demolition to prevent injury or prevent further damage to buildings. This includes removal of drywall that has been affected by flood water.
• Structural shoring and bracing.
• Repair of minor water leaks that do not involve structural, mechanical, or electrical systems.
• Previously permitted fences destroyed by the storm may be re-installed, like for like, in the exact same location, except for fences used as a pool enclosure. Pool enclosure fence replacements must be reviewed for compliance with pool safety requirements.
While these activities can begin immediately, residents should ensure that their recovery efforts comply with the Florida Building Code, any other applicable County codes, and safety standards.

FEMA's Dreaded 50% Rule Any construction, repairs, additions, or renovations done on any property must remain under 50% of the appraised value of that property.
Looks like it's time to prepare for potential damages. 🤔
Appraisal Tid Bit:
When making preparations for a major storm, be sure to include taking before storm photos of your home and your property. This will not only help you with filing an insurance claim should you have damages, it will also help with a future FEMA 50% appraisal you could need to satisfy your county permitting department when making after storm repairs.
: First cone is out calling for a near major hurricane to make landfall in Florida on Thursday. Highest current probability for landfall is either the Big Bend or Panhandle, but that isn't set in stone just yet. Next name is . Here are my thoughts as of Monday:
1. Potential Tropical System #9 has been designated in the Caribbean. That basically means that it hasn't organized yet, but it is expected to do so soon...and quickly.
2. Where it forms is important and does have implications down the road on track. The more east it forms, the track is more likely to slide east. The more west it forms, the track slides west, etc.
3. Hurricane Hunters will be investigating the area today. They will be trying to find a closed low while also putting in observations that get put into the models and lead to more accurate forecasts. They do a lot of good to help us out!
4. I do expect future Helene to rapidly intensify. Not only will it become a hurricane, but the official forecast does call for a near major hurricane. Worth noting that hurricane models at the present time do show upper-end potential for Category 4 or even Category 5, so it can't be ruled out at this point. The ingredients will be there, especially very warm water temps, to allow for strengthening.
5. To reiterate, highest current probability for landfall is either the Big Bend or Panhandle, but that isn't set in stone just yet. Southwest Florida and Tampa Bay should still be closely monitoring the forecast here at WINK for any potential model changes. We're not in the clear just yet, especially considering it hasn't even formed yet. Look for consistency in those models and note trends.
6. Even if the worst part of the storm and eyewall stays in the Gulf, Southwest Florida and Tampa Bay will still see impacts on the eastern "dirty" side of the storm. To what degree? As you can imagine it depends on the track! Regardless, impacts will be felt outside of the cone too. If it gets closer, we would see tropical storm to even hurricane conditions along the Florida west coast. Those conditions would include inches of rain from outer bands, gusty wind, surge and a tornado threat. If it stays more west and targets the Panhandle, those impacts would be reduced and lower.
7. This will be a faster moving system. There are pros and cons to that. The positive? It's in and out, impacts wouldn't be drawn out. The downside? It can be a bit stronger than normal more inland with higher wind too compared to a slower storm.
8. If you live along the Florida Gulf Coast, especially within the cone, you need to be reviewing your hurricane plan today. Don't wait. Inland residents should be reviewing their plan too. It's already Monday and this is expected to make landfall on Thursday. It'll be here before you know it. Remember, if you're told to evacuate this week, please do so.
