Following the Civil War, Black residents in Charleston, South Carolina gathered on May 1, 1865 to commemorate those lost in the war. Although there were several local celebrations of Memorial Day following Charleston’s, it wasn’t until 1971 that Memorial Day became recognized as a federal holiday.

Black homeownership in six battleground states — Nevada, Arizona, Pennsylvania, Michigan, Georgia and North Carolina — was lower in 2022 than it was in 2015."

Horsford Introduces Bill to Improve Transparency in Affordable Housing
WASHINGTON – Today, Congressmen Steven Horsford (NV-04) and Emanuel Cleaver (MO-05), Ranking Member of the House Financial Services Committee Housing and Insurance Subcommittee, introduced the Housing Market Transparency Act to expand data availability about the Low Income Housing Tax Credit (LIHTC) program. It will mandate annual reporting of detailed property data by state housing finance agencies to the Department of Housing and Urban Development (HUD).
“I’ve seen firsthand the critical role that affordable housing plays in our communities,” said Congressman Horsford. “It’s time we ensure that transparency isn’t just an expectation but a requirement. This bill will shed light on how affordable housing funds are spent and will ensure that stakeholders have the data they need to make informed decisions. Most importantly, it will keep Nevadans well informed about changes that could affect their housing.”
“The Housing Market Transparency Act isn’t merely a bureaucratic endeavor to bolster accountability and data collection around affordable housing,” said Congressman Cleaver. “This legislation is a commitment to fairness, empowering communities, and maintaining accessible pathways to stable, dignified living. I am proud to join Congressman Horsford in leading the charge in ensuring increased transparency in housing is a standard throughout the nation.”
The Housing Market Transparency Act sets a new standard for accountability within the LIHTC program. By requiring the annual submission of property-specific data such as developmental costs, habitability standards, and ownership details, the legislation addresses the longstanding issue of opacity that has complicated the efforts of researchers, policymakers, and advocates working to expand affordable housing. This comprehensive data collection will improve the efficiency and effectiveness of the LIHTC program to ensure that the allocated funds serve their intended purpose of supporting community development and tenant stability.

May is National Foster Care Month. Last session, I sponsored SB 380, building on Senator James Orenschall’s efforts to extend foster care services in Nevada until age 21. This legislation aids roughly 400 youth in rural areas, 600 in Washoe, and 3,000 in Clark County, providing critical support like education and housing as they transition to independence. SB 380 was just the start—we must continue supporting foster families, dedicated staff, and these courageous youth by advocating for and funding impactful policies.

- Early voting starts two weeks from today on May 25 in Las and . Voters should be receiving their sample ballots in the mail during the next week or so, and those who opted to instead receive their sample ballots by email should have already received theirs.

▪️The list of polling places is included in voters’ sample ballot packets and is available through the Election Department website.
▪️All active registered voters in Nevada will receive a mail ballot. Voters who wish to vote by mail only need to complete the ballot, fill out the information, sign the envelope and return it to the Election Department.
▪️Voters may send in their mail ballot, or drop it off in a secure drop box at any polling place.
▪️Voters who will be casting their ballot in person during early voting or on Primary Election Day should either surrender their unused ballot at an election polling place or destroy and discard their mail ballot packet.
