H.E. Dr. Al-Sada: The principles endorsed in Doha are still valid and Qatar will continue efforts to support the Gas Exporting Countries Forum
His Excellency Dr. Mohammed bin Saleh Al-Sada, Minister of Energy and Industry, headed Qatar’s delegation to the Second Summit of the Heads of State and Government of the Gas Exporting Countries Forum (GECF ), which was held in Moscow yesterday.
The summit concluded successfully in Moscow, and all the members endorsed the final communiqué, which affirms the sovereignty rights of the exporting countries on their natural resources and highlights the importance of gas as a source of clean energy. The members also look forward to fair gas prices.
H.E. Dr. Al- Sada delivered Qatar’ speech before the summit, conveying the greetings of His Highness Sheikh Tamim bin Hamad Al-Thani, the Emir of the State of Qatar, and his most sincere wishes for a successful summit. H.E. Dr. Al-Sada also stressed Qatar’s continued efforts to support the GECF and to ensure fair gas prices with the objective of an oil and gas price convergence, both of which will not be at the expense of consumers.
H.E. Dr. Al-Sada pointed out that despite profound international political and economical changes, energy issues continue to be at the centre of attention due to the pivotal role it plays in global stability and economic development. He said the changing global energy map has seen “the transformation of many countries from energy exporters to importers and vice versa, thus creating new formulae in the regional and international energy markets.”
H.E. Dr. Al-Sada also highlighted the growing international interest in natural gas because of its advantages as the most environmentally friendly among fossil fuels. He said: “It is our conviction that the ideal practical way to reduce CO2 emissions lies in adopting natural gas not just as a basic alternative in energy generation but also as the source of energy for land and marine transport.”
H.E. Dr. Al-Sada said the First Gas Summit in Doha was “an important landmark for the gas industry and a turning point in the global interest in natural gas as a source of clean energy.” He said its main success lay in endorsing the absolute and permanent sovereign rights of member countries over their natural resources. “Today, in the Moscow summit, I can assure you that these principles are still valid,” he affirmed.
H.E. Dr. Al-Sada voiced Qatar’s call to all producers “to pave the way for advanced technology solutions in the safe, effective, environmental, and sustainable development of the gas industry.” He also invited the exporting countries to enhance dialogue, cooperation and transparency among them, on the one hand, and to create similar levels of trust and cooperation with importing countries, on the other, in order to guarantee the highest levels of gas supply security and market stability. “Our success will facilitate long-term investment in the natural gas industry and will create market conditions conducive to the ideal use of natural resources, thus helping achieve economic growth for everybody,” he added.
“Our member countries hold more than two thirds of the proven global gas reserves and produce 85% of the world’s liquefied natural gas. This places a heavy burden upon us to implement effective mechanisms to ensure safe production, to open new markets, and to guarantee the industry’s progress and advancement,” H.E. Dr. Al-Sada told the summit.
His Excellency noted Qatar’s position as home to the world’s third biggest natural gas reserves and the biggest LNG exporter. He said: “Since the discovery of the North Field’s huge potential, we have placed strong emphasis on the ideal utilization and development of our natural resources, ensuring a sustainable development and economic growth, while continuing to export clean energy to the world.”
H.E. Dr. Al-Sada had earlier taken part in the GECF’s extraordinary Ministerial Meeting, which discussed and approved the summit’s working agenda and final statement. During the meeting, it was also agreed that the third gas summit will be held in Iran.
His Excellency is accompanied by an official delegation of senior Qatar Petroleum executives.

موسكو، 1 يوليو 2013 – ترأس سعادة الدكتور محمد بن صالح السادة، وزير الطاقة والصناعة، وفد دولة قطر إلى القمة الثانية لمنتدى الدول المصدرة للغاز التي عقدت في العاصمة الروسية اليوم ، حيث ألقى سعادته كلمة دولة قطر أمام القمة ، ناقلا تحيات حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني، أمير البلاد المفدى، وتمنيات سموه للمؤتمر بالنجاح، مؤكدا أن دولة قطر ستستمر في جهودها لدعم منتدى الدول المصدرة للغاز ، بدون التأثير سلبا على مصالح المستهلكين، ولتأييد المطلب العادل بأسعار غاز معادلة للنفط.
واختتمت القمة أعمالها بنجاح اليوم حيث تم اعتماد البيان الختامي ، الذي تضمن تأكيد أعضاء المنتدى على الحقوق السيادية للدول المصدرة للغاز على مواردها الطبيعية ، كما عبر عن تطلع الدول الأعضاء إلى تحقيق أسعار عادلة للغاز الطبيعي تعكس أهمية الغاز الطبيعي كمصدر للطاقة النظيفة.
وقد أكد سعادته في كلمته أمام القمة أن قضايا الطاقة لا زالت تشكل محط الاهتمام العالمي نظراً لدورها المحوري في التطور الاقتصادي والاستقرار العالمي بالرغم من المتغيرات العالمية السياسية والاقتصادية الكبيرة من حولنا.
وقال سعادته "أن العالم شهد في الأعوام الماضية تغيرا في خارطة الطاقة وانتقال كثير من الدول من تصدير الطاقة إلى استيرادها وبالعكس، مما خلق معادلات جديدة في أسواق الطاقة الإقليمية والعالمية."
كما نوه سعادته إلى احتلال الغاز الطبيعي حيزا متزايدا من الاهتمام العالمي نظرا لمكانته البيئية، وكونه مصدر الطاقة الأكثر صداقة للبيئة من بين مصادر الطاقة الأحفورية. وأكد "أن الطريقة العملية الأمثل لخفض انبعاثات ثاني أكسيد الكربون تكمن في اعتماد الغاز الطبيعي ليس كبديل أساسي في توليد الطاقة فقط، بل أيضاً في وسائل النقل الأرضية والبحرية المختلفة."
كما أشار سعادة الدكتور السادة في كلمته إلى أن قمة الرؤساء الأولى لمنتدى الدول المصدرة للغاز التي استضافتها دولة قطر قبل عامين شكلت علامة فارقة في صناعة الغاز ومفصلا هاما في الاهتمام الدولي بالغاز الطبيعي كمصدر للطاقة النظيفة، وأن أهم ما تميزت به تلك القمة هو التأكيد على الحقوق السيادية الكاملة والدائمة للدول الأعضاء في تطوير واستغلال مصادرها الطبيعية. وأكد سعادته أن هذه المبادئ لا تزال قائمة.
ووجه وزير الطاقة والصناعة دعوة دولة قطر لجميع المنتجين "إلى فتح المجال أمام التكنولوجيا المتقدمة لضمان التطوير الآمن والفعّال والبيئي والمستدام لصناعة الغاز". كما وجه الدعوة للدول المصدرة للعمل على تعزيز مستويات الحوار والتعاون والشفافية في ما بينها من جهة، وعلى خلق مستويات مماثلة من الثقة والتعاون مع الدول المستوردة لضمان أعلى مستويات الأمن والاستقرار في إمدادات الغاز الطبيعي وفي أسواق الغاز العالمية. مضيفا أن النجاح سيعمل على تسهيل عملية الاستثمار طويل المدى في صناعة الغاز الطبيعي وعلى تحديد ظروف السوق بشكل يسمح الاستخدام الأمثل للموارد الطبيعية في خدمة النمو الاقتصادي للجميع.
وقال الدكتور السادة "إن مجموع ما تمتلكه بلادنا من مخزون الغاز الطبيعي يزيد عن ثلثي المخزون العالمي المثبت، و85% من إنتاج الغاز الطبيعي المسال. وهذا يضع على كاهلنا مسؤولية كبيرة في وضع آليات فعّالة تضمن استمرار الإنتاج بشكل آمن، وفتح أسواق جديدة، وضمان التقدم لهذه الصناعة."
كما أشار سعادته إلى أن دولة قطر تمتلك ثالث أكبر مخزون من الغاز الطبيعي في العالم، إضافة إلى كونها أكبر مصدر للغاز الطبيعي المسال وأنها ومنذ اكتشاف الإمكانيات الهائلة لحقل غاز الشمال، تركز على الاستغلال والتطوير الأمثل للموارد الطبيعية لضمان التنمية المستدامة والتطور الاقتصادي مع الاستمرار في تصدير طاقة نظيفة إلى العالم.
وكان سعادة الدكتور محمد بن صالح السادة، وزير الطاقة والصناعة، قد شارك يوم السبت الماضي في الاجتماع الوزاري غير العادي لمنتدى الدول المصدرة للغاز والذي انعقد تحضيرا للقمة، حيث تمت مناقشة واعتماد جدول أعمالها وبيانها الختامي، الذي تضمن اتفاق الدول الأعضاء على عقد القمة الثالثة للغاز في العاصمة الايرانية طهران.
ويرافق سعادة الدكتور السادة خلال هذه الزيارة وفد يضم عددا من كبار المسؤولين في قطر للبترول.
