Congratulations to Goldstein Hall clients Kingston City Land Bank and Maeda Construction (an MBWE certified general contracting firm) on being the first to close on funding under the New York State Legacy Cities ACCESS Program!
This project will rehab four distressed and abandoned houses in the City of Kingston to be sold to first-time homebuyers from underserved communities under an affordable homeownership program. The Legacy Cities program assists projects from land banks and MBWE developers and is a great resource for our BIPOC developer clients, whom we further support through our BIPOC Developer Program.

New York Governor Kathy Hochul announced the development of a groundbreaking affordable housing project sponsored by our client, First Ward Action Council. This project, located in the North of Main Street neighborhood of Binghamton, NY, will consist of 23 energy-efficient affordable apartments in seven parcels and will be funded through a variety of federal and state housing programs, such as low income housing tax credits (LIHTC), weatherization assistance, State Community Renewal Funds and NYSERDA funds, along with support from the City of Binghamton. Goldstein Hall takes pride in its ability to assist in the development of affordable and environmentally friendly housing throughout the State of New York, and will continue to work to ensure the formation of further FWAC housing projects.
Governor Hochul Announces Binghamton Low-Income Housing Project New York Governor Kathy Hochul is announcing an $8.4 million affordable housing development in an area of Binghamton north of Main Street.
We would like to congratulate our client, Habitat for Humanity NYC and Westchester, in closing a first of its kind affordable housing project. This project represents the first new construction of affordable homes where the land will be transferred to the Interboro Community Land Trust (CLT) to ensure long-term affordability. Developed by Habitat, the homes will be equipped with rooftop solar panels and highly efficient heat-pump technology for heating and cooling, reducing costs, and keeping homes at or near net zero energy use. Thirteen of the new homes will be new construction and built using modular construction; three will be gut rehabilitations of the existing structures. Through this project and many others, Goldstein Hall PLLC and its clients continue to work on exciting projects that expand affordable housing opportunities throughout New York and beyond.

Since its founding, Goldstein Hall has been committed to serving BIPOC communities through its facilitation of neighborhood led community development projects throughout New York City and beyond, as well as its educational programming through its BIPOC Developer Program that provides a foundation for new developers from underrepresented demographics within the real estate space. On December 22, 2021, New York Gov. Kathy Hochul signed Senate Bill 1780C, which allows the state’s notaries to conduct remote online notarizations (RON). The law is slated to be effective on June 20, 2022. When New York notaries start completing RONs mid-year, New York will be the 38th state to allow the use of this notarization technology.

These are the Land Bank’s first of many sales of well-designed, truly affordable homes in Kingston. All three properties were vacant when purchased from the City of Kingston in 2020 and have been completely renovated by the KCLB. Congratulations to Kingston City Land Bank and the new homeowners!
Bricks and Mortals is faith-led nonprofit founded by Reverend Donna Schaper, with a pending 501c3 application. Bricks and Mortals’ goal is to inform, educate and connect Faith Based Organizations (FBOs) to appropriate professionals and resources, to empower them to plan and make the best decision to achieve their goals. On August 12, 2021, the U.S. Supreme Court decided that, at least for now, New York Landlords should not have to wait to evict tenants who self-certify that they have suffered a financial hardship during the COVID-19 pandemic. In Chrysafis v. Marks the Court is faced with determining the constitutionality of Part A of New York’s COVID Emergency Eviction and Foreclosure Prevention Act (“CEEFPA”), which allows tenants to declare financial hardship without providing additional proof. The Court Order enjoins enforcement of Part A of CEEFPA, with the court reasoning that “if a tenant self-certifies financial hardship, the law generally precludes a landlord from contesting that certification and denies the landlord a hearing … and, this scheme violates the Court’s longstanding teaching that ordinarily ‘no man can be a judge in his own case’ consistent with the Due Process Clause.”

Over the course of the past year, the New York City Department of Finance (DOF) has implemented a policy whereby 420-a exemptions for properties used for religious or non-profit purposes will be revoked due to the presence of Class 1 New York City Department of Building’s (DOB) violations at the premises, regardless of the nature of the violations or whether they actually impact the exempted use of the premises. It is our understanding that it is now DOF policy that the tax exemption will not be reinstated, and no appeals will be granted, until after the violation is removed.
