Subsea cable manufacturer for offshore wind farms coming to Chesapeake 07/10/2024

Hampton Roads is leading the way in offshore wind production. Thanks to the Inflation Reduction Act’s inclusion of the Offshore Wind Manufacturing Act, which I co-led with my colleagues, LS GreenLink will be able to utilize tax credits for projects that expand clean energy. Their investment in this new facility in Chesapeake will play a key role in building the domestic green energy supply chain. This investment in Hampton Roads is bringing high-paying jobs to our local economy and boosting our community's transition towards clean, affordable energy.

Scott Announces $20 million HUD Green and Resilient Retrofit Program Grant for Langley Square II Apartments in Hampton 06/25/2024

Big news for Hampton! Today, the U.S. Department of Housing and Urban Development (HUD) announced a $20 million grant to Langley Square II Apartments in Hampton, Virginia under the Department’s Green and Resilient Retrofit Program (GRRP). This grant was funded under the Inflation Reduction Act, which was passed by Congressional Democrats and signed into law by President Biden in August 2022. GRRP supports significant energy efficiency and climate resilience renovations in more than 2,200 homes across the nation at properties housing low-income individuals, families, and seniors.

I am excited that HUD is making this significant investment in more energy efficient and resilient housing in Hampton. These funds will help ensure residents at Langley Square have access to more efficient heating and cooling, and help reduce our region’s carbon footprint as we combat the climate crisis.

The annual National Defense Authorization Act (NDAA) has always been enacted with bipartisan support to address national security threats our country faces. The House Armed Services Committee passed a strong bipartisan bill that would grant a well-deserved pay increase for servicemembers, increase investments in shipbuilding, expand access to childcare for military families, and reaffirm America’s commitment to our allies and partners as we continue to face threats around the globe.

Unfortunately, Speaker Mike Johnson and the extreme MAGA Republicans played politics with our servicemembers and national security by attaching amendments which attack reproductive health care, demean LGBTQ servicemembers and undermine efforts to have a diverse fighting force. It is my hope that these provisions will be stripped out as the process moves to the Senate, so we can pass a worthwhile NDAA.

House Republicans have lurched from one crisis to the next during the 118th Congress. Today, I joined approximately 85% of House Democrats and 95% of House Republicans to quickly end Congresswoman Greene’s latest political stunt. House Republicans have already delivered the American people an ousted speaker, weeks of chaos to elect a new speaker, expulsion and censure of members of Congress, ill-conceived impeachment efforts, and brinksmanship around the debt ceiling and funding the government. Today’s vote was not an endorsement of Mike Johnson as Speaker, but rather a vote to prevent another chaotic episode from being inflicted on the American people by the extreme MAGA Republicans. We need to get back to doing the people’s business to invest in education, lower costs for families, create jobs and safer communities.

For months, America’s national security interests have been stalled by extremist House Republicans. This has weakened our own national security and prevented us from standing with our allies across the world. This unnecessary and short-sighted delay has had real consequences. In that time, Putin has made advances in his war of aggression. The history of World War II and the failed policy of appeasement offer valuable lessons about what will happen if the United States walks away from its democratic allies. Inaction would be a historic failure and weaken our national security in both the short and long term.

Thankfully, we were finally able to advance this important national security package to support our democratic allies in Ukraine, as well as Israel and the Indo-Pacific, while also surging humanitarian aid to Palestinian civilians in Gaza, as well as civilians in Ukraine, Haiti and other conflict zones. As Co-Chair of the U.S.-Philippines Friendship Caucus, I was particularly pleased that my bipartisan amendment to the Indo-Pacific supplemental bill was adopted recognizing the Philippines’ critical role in regional security. This package will also boost the submarine industrial base and shipbuilding in Hampton Roads by supporting our commitments under the AUKUS security partnership with the United Kingdom and Australia. I urge the Senate to quickly pass this package of bills and send them to President Biden’s desk to shore up our own national security and make it clear that the United States stands with our allies and stands up for democracy around the world.

Live Updates: U.S. Job Growth Much Stronger Than Expected 04/05/2024

Four years ago, millions of retirees were on the verge of losing their hard-earned retirement savings, businesses were on the brink of collapse, students were saddled with mountains of student loan debt, and good-paying jobs were in short supply. Today’s jobs report is proof that because of the investments made by Congressional Democrats and the Biden Administration, students, workers, and their families are better off today than they were four years ago.

For example, prior to the Biden Administration's changes to Public Service Loan Forgiveness (PSLF) program, approximately 7,000 borrowers had received forgiveness through PSLF. Now, four years later, more than 800,000 borrowers have received forgiveness through PSLF.

In March 2020, the multiemployer pension system was on the brink of collapse and participating businesses were at risk of going under. Now, four years later, the Special Financial Assistance program, which was established by the American Rescue Plan Act, has saved over 775,000 pensions, and prevented approximately 3,000 businesses from closing. Moreover, these investments empowered more workers to benefit from our country’s sustained economic progress, and thousands of businesses have been able operate without the threat of insolvency due to liabilities they could not pay.

In March and April of 2020, 21.9 million jobs evaporated, jeopardizing the livelihoods of millions of families. Today, under the leadership of President Biden, the unemployment rate has been at or below 4.0 percent for 28 consecutive months, and low-wage workers have experienced unprecedented wage growth over the past four years.

Congress must continue to build on the progress made by the Biden-Harris Administration. The changes we have seen over the last four years show what happens when we make investments that build the economy from the bottom up and the middle out.

14 years ago, President Obama signed the Affordable Care Act (ACA) into law. Thanks to the ACA:
✅ Over 40 million more people have health coverage.
✅ Young people can stay on their family's health insurance plan until age 26.
✅ Over 100 million Americans with pre-existing conditions are protected from being charged more or denied coverage altogether.

Instead of trying to repeal and replace the ACA, Congressional Democrats and President Biden will continue building on the success and progress we have made under the law.

This week, Members of Congress were given a classified briefing on the national security threats caused by foreign adversary control of communications applications and their ability to easily purchase Americans’ data and influence public opinion. The Protecting Americans from Foreign Adversary Controlled Applications Act does not ban TikTok, but instead requires the Chinese parent company, ByteDance Ltd., to divest from TikTok within 180 days. It is my expectation that they will in fact divest in a timely manner and American users should be able to continue to use TikTok and other similar platforms, without the associated risks of an app being owned and operated by a foreign adversary of the United States. Congress must continue working to hold Big Tech companies accountable to protect Americans’ data, ensure our anti-trust laws are enforced to avoid media and tech monopolies, and avoid foreign adversaries manipulating public opinion, especially during elections.

US employers add a surprisingly strong 275,000 jobs in sign of continued economic strength 03/08/2024

Today’s job report is proof that the policy choices made by Congressional Democrats and the Biden Administration are working. Democrats have consistently prioritized legislation that puts people over politics and builds the economy from the bottom up and the middle out.

We must continue to advance policies that will build on our progress. As laid out in the President’s address to Congress last night, we must continue improve access to quality, affordable health care, postsecondary education, job training, and other workforce programs.

The Pell Grant was intended to create opportunities for people to access postsecondary education who would otherwise be unable to afford it. However, the Pell Grant does not currently support students seeking short-term training programs. The Bipartisan Workforce Pell Act would expand the Pell Grant to high-quality, short-term job training programs. It will help students afford short-term training programs, workers find in-demand and good-paying jobs, and employers fill job openings with quality candidates.

I look forward to bringing this policy to the House floor and eventually to the President’s desk.

President Biden spoke directly to the American people about the historic economic progress we have made under his leadership and laid out a vision for the future which stands in stark contrast to the extreme MAGA Republicans’ agenda. Instead of passing tax cuts for corporations and billionaires, we have grown the economy by investing in working families. We fought to lower health care costs, prescription drug costs, energy costs and paid for it by making the wealthy and well-connected pay their fair share. We have seen a record 14.8 million jobs created since President Biden took office, the most for any presidential term. Inflation driven by the pandemic has come down, our economy’s GDP growth is well ahead of all of our peer nations, and the unemployment rate is at historic lows.

As we reflect on the nation’s recovery from the pandemic, it is important to remember that we are here because of smart policy choices made by Congressional Democrats and the President. We are coming up on the third anniversary of the passage of the American Rescue Plan Act, and we can see the tangible benefits it delivered for American families. For example, the American Rescue Plan made a historic investment in K-12 education – and as a result schools reopened safely, they have stayed open, and now school districts are using these historic investments to help students make up for lost time. Moreover, the American Rescue Plan saved nearly one million workers’ pensions, prevented thousands of businesses from going under, and shielded taxpayers from the even greater cost of a multiemployer pension collapse. And because Congressional Democrats and President Biden chose to invest in students, workers, and families and helped grow our economy from the bottom up and the middle out – our union is strong.

President Biden also addressed the extreme right-wing attacks on reproductive freedom. I was proud to invite Dr. Rohini Kousalya Siva, a graduate of Eastern Virginia Medical School and the President of the American Medical Student Association, to be my guest at tonight’s address. Since the U.S. Supreme Court overturned Roe v. Wade, we have seen relentless attacks on reproductive freedom across the country including the most recent efforts to restrict access to in-vitro fertilization services. Dr. Koulsaya Siva has highlighted how these extreme right-wing attacks on abortion and reproductive health care will have disastrous consequences for women’s health across the country. I support the President’s call to restore the protections of Roe v. Wade into federal law.

I was also grateful to hear President Biden reiterate his calls for an immediate and temporary ceasefire in the Israeli-Hamas War that would see the release of all Israeli hostages held by Hamas and allow desperately needed humanitarian aid into Gaza. I am also pleased to hear that the President is committed to using as many tools as possible to ensure aid reaches Palestinian civilians. He also made clear that Republicans must stop doing former president Trump’s bidding and pass the bipartisan deal that would secure our border. Republicans must also stop obstructing passage of critical aid to Ukraine to help defeat Russia’s invasion. Guaranteeing a Ukrainian victory against Putin is imperative to preventing a wider conflict in Europe that would likely require American boots on the ground. He also emphasized the need to invest in our national security, and that means making investments in ships to be built in Hampton Roads.

Perhaps most importantly, President Biden reminded the country that he believes America is a story of progress and resilience. He has signed historic bipartisan laws to invest in infrastructure, domestic manufacturing, gun safety, health care for veterans, LGBTQ equality and much more. In that spirit, I remain optimistic that both Democrats and Republicans can build on that progress and secure an even stronger future for students, workers, families, and our economy.

House vote to impeach Mayorkas fails in stunning defeat for Republican leaders | CNN Politics 02/07/2024

The U.S. Constitution sets an extremely high standard for impeachment – "high Crimes and Misdemeanors." Republicans have failed to produce any evidence that Secretary Mayorkas has violated this constitutional standard. This impeachment has been panned by legal scholars and even some Senate Republicans have admitted this impeachment is without merit.

It is notable that while House Republicans are ostensibly pursuing this impeachment over immigration policy and border security, they are simultaneously promising to block the bipartisan Emergency National Security Supplemental Appropriations Act that provides additional border security funding requested by the Biden Administration and includes Republicans’ own border policy demands. This is just the latest example of the extreme MAGA Republicans complaining about an issue, instead of focusing on a solution. Instead of lowering costs for working families, investing in the middle class and meeting the needs of the American people, we wasted time and taxpayer resources on a baseless and failed impeachment vote.

Today’s jobs report marks the start of another strong year of job growth. Our economy has added 14.8 million jobs under President Biden. This year, Congressional Democrats will continue to prioritize legislation that builds the economy from the bottom up and middle out.

It's yet another data point that underlines the country's economic strength, even in the face of 11 rate hikes from the Federal Reserve.

House votes to expand child tax credit, beef up corporate tax breaks 02/01/2024

When Congressional Democrats and President Biden enacted the American Rescue Plan in 2021, we prioritized the economic well-being of working families with the expanded, monthly Child Tax Credit (CTC). The expanded CTC under the American Rescue Plan reached 61 million children and reduced child poverty nearly in half, lifting nearly 3 million children out of poverty. In contrast, this bill is only expected to lift 500,000 children out of poverty.

Unfortunately, this deal fails to reinstate the economic gains made for working families and fails to come anywhere near the reduction in child poverty achieved under the American Rescue Plan. Instead, this bill prioritizes reinstating $185 billion in tax cuts for corporations that were included in the 2017 Trump Tax Scam, while only providing $33 billion in benefits for children. It is overwhelmingly lopsided in favor of big corporations that are already paying historically low tax rates as a result of the Trump Tax Scam. What’s even more egregious is that the bill makes tax breaks for big corporations and business retroactive and immediate while not doing the same for working families. This does not make sense from either a budgetary or good public policy perspective and is a bold display of misplaced priorities.

It is notable that Congressional Republicans sanctimoniously complain about the national debt and budget deficits. Earlier this month, Republicans on the House Budget Committee even passed the so-called ‘Fiscal Commission Act’ because they were seemingly so concerned about the national debt. Yet, they consistently abandon all sense of fiscal responsibility when it comes to enacting corporate tax cuts. Ultimately, I voted ‘no’ because this fiscally irresponsible tax deal is too lopsided in favor of corporations and special interests while failing to provide equivalent support for working families.
