Hampton Roads Community Action Program (HRCAP)

Founded in 1965 as the Newport News Office of Economic Opportunity (OEO), the agency operated for several decades as the Office of Human Affairs (OHA) before changing the name to Hampton Roads Community Action Program (HRCAP) in early 2016. The 2012 expansion of the agency’s Head Start program into the Southside cities of Chesapeake, Norfolk, and Portsmouth increased the agencies regional footprint and inspired the board of directors to select a name more inclusive of our new service area and expanded client base. With a renewed dedication to serving all of the residents of the Hampton Roads area, HRCAP looks forward to the next 50 years of promoting self-sufficiency and prosperity for citizens in southeastern Virginia.

HRCAP is a nonprofit community action agency that has been serving residents of southeastern Virginia for over 50 years. As an award-winning organization, we have been a pivotal contributor to the economic stability of individuals, families and the community here in Hampton Roads. HRCAP is a regional organization with a steadfast commitment to improving the quality of life through programs in education, training, work experience, emergency services, housing counseling, and many other proven strategies. We have been at the forefront of attacking the root causes of poverty towards the goal of elimination. As a result, many families have broken the chains of poverty and are now equipped for success!
