Last Tuesday on 7/9/24 during our council work session, we discussed allocating $25M to address much needed repairs to our aging infrastructure. We gave our city manager the directive to identify where the money could come from. The city manager assured us we had the money and would give us a presentation so we could approve it during our budget retreat, which was today. Without hesitation, the council unanimously approved spending $25M ($20M from the Pioneer fund and $5M from the water treatment plant CO fund). Repairing our old valves and pipes has been the top issue for this council and this is just the beginning. There will definitely be some inconvenient work starting soon, causing delays and increased traffic, but it will be well worth it!
Odessa City Council Approves $25 Million for Water Infrastructure Projects
Odessa leaders say there is now a CLEAR PLAN OF ACTION to fix the water infrastructure projects and it comes at NO INCREASE in debt or burden to the taxpayer.
Today at the Budget Workshop, the Odessa City Council took up an additional item that was outside the scope of the 2024 budget. At last week’s Council workshop, City Manager John Beckmeyer presented a two-part plan to begin addressing the City’s failing water infrastructure.
“We have an aging water infrastructure in Odessa that we’ve neglected for decades,” said Mayor Joven. “Not taking action simply isn’t an option.”
According to Beckmeyer, phase 1 will be a “strategic replacement” of approximately 171 valves. By strategic replacement, these are valves that have the most impact on our city. Crews have been plagued by valve failures for years.
“When a break can’t be isolated, it can turn what would be an otherwise minor repair into a City-wide failure,” he added.
Phase 2, which will start before the completion of the valve project, will be the replacement of 17,025 linear feet of 18- and 24-inch lines where some of the most impactful breaks have occurred.
The projected cost of both phases is just under the $25 million that the Council appropriated today. The funds for these projects will come from the revenue from sales of wastewater and unused bond funds purposed for water and sewer projects.
Thank God we have the best fire department in Texas! OFR has been hard at it, risking their lives for the safety of others. My prayers go out to my good friend, Jason Payne and everyone affected by this tragic fire.
Four Businesses Impacted by Fire
At 9:00 this morning, OFR responded to a structure fire at Payne’s Gym in the Town & Country Shopping Center.
Upon arrival, crews found heavy smoke coming from Payne’s Gym. The fire quickly spread to the common attic space of the strip mall and advanced to the north.
Payne’s Gym and the Town & Country Barber Shop are a total loss. Aaron’s Rent to Own Furniture & More and Town & Country Drug have severe smoke damage.
OFR is still on scene locating and putting out hot spots. OFR Investigators are also on scene, and the investigation of the cause is ongoing. Crews will continue to be on scene for a while.
Thank you to our hardworking First Responders!

Exciting times for OHS football 🏈
New OHS Coach Hartman calls for community support on new facilities ODESSA, Texas (KMID/KPEJ) – Odessa High School formally introduced new Campus Coordinator and head football coach Erik Hartman Wednesday evening at the Bronchos’ Performing Arts Center.…
At last evening’s City Council meeting, Kris Crow spoke and personally went after one of my colleagues, Councilman Vasquez.
It was a cheap shot and totally uncalled for. This sort of attack is reminiscent of the type of divisiveness we do not need in Odessa
Our community is strong and diverse, and I have a lot of respect for Councilman Vasquez.
I want to publicly apologize to Councilman Vasquez and I denounce the comments from Mr. Crow

One of the valves that crews are currently working on is a 1954 model…70 years old!
Hello Odessans…just wanted to give you an update. The city has began to exercise the valves as part of the Crane project. Unfortunately, the crew hit the relief valve on the 16" on Crane. They are trying to isolate the line now.
Please see the attached video statement I recorded to go along with today's Press Release
Thank you
