To this day, Mayor Tim Flynn advertises on his website a flat out lie, telling the public he has ended "no bid" contracts in the City of Oxnard. The truth is, since he hired City Manager Greg Nyhoff, they have awarded consultants brought in by Nyhoff over $10 million dollars in "no bid" contracts. On October 18th, Oxnard Firefighters IAFF Local 1684 and the Oxnard Peace Officer's Association sponsored a public presentation regarding the City of Oxnard's finances and what our Forensic Auditor, Peter Donahue, has been able to uncover. For those of you that do not know, about a year and a half ago, the City Manager, Greg Nyhoff, and his team of consultants from Management Partners, began telling the residents of Oxnard that we were on the verge of bankruptcy and insolvency and had to make severe cuts to city services, mostly in public safety, to avoid going bankrupt. They cut $12 million in services then turned around and paid the consultants over $10 million. Mr. Donahue did an initial review of the books and found the city to be financially healthy. The city continued with their claims, indicating they would have to re-state the financial reports for the past 10 years! Now here we are, a year later, and Mr. Nyhoff and Mayor Tim Flynn now claim the city is financially stable. No re-stated financial reports, no proof there was ever a financial crisis, and no accountability for Mr. Nyhoff, his consultants, or Mayor Flynn who pushed this agenda with as much effort as possible! There are literally dozens of questions that Mr. Nyhoff and Mr. Flynn completely refuse to answer. The below video is a portion of the presentation. As our residents awaken to the news that the City of Oxnard had it's 7th and 8th homicides yesterday (plus an additional, non-fatal shooting), we can't help but to be frustrated with Mayor Flynn and Mayor Pro Tem Ramirez' position on public safety. Please watch the video and see how Mayor Flynn attempts to justify cuts to police staffing and underfunding the Police Department. He continually questions why Oxnard spends more money on public safety than other cities in the county. Apparently, he fails to realize that we are the largest city in the county. It would be like Los Angeles comparing their public safety budget to ours and wondering why they spend more. Keep this in mind, because he will undoubtedly start chanting about how supportive he is of public safety as he heads into the upcoming election, although his actions speak louder than his words. He will be followed by Mayor Pro Tem Ramirez, who will question what is going on in our city with our young men and stress the need for social programs to end violence. Meanwhile, violent acts will continue to occur, the Mayor and Mayor Pro Tem will continue to ignore the facts and issues, and our residents will continue to be the ones who suffer.

Here is a video of one our patrol units from the 2005 vintage. Make sure to turn the sound up and listen to how the vehicle runs and see if this is what you expect from your city. Perhaps this is some sort of collaboration with a blender or garbage disposal company to have cleaner burning vehicles? Maybe some of those companies can give us some insight!!! Our residents and city employees deserve better than this and our council and city management need take ownership of the lack of support for public safety in this city. Here is a video of Mayor Tim Flynn attempting to justify the major cuts implemented to the Police Department's budget during this fiscal year. While he "supports" identifying the needs of the Police Department that need to be filled, that's where his support stops. The needs have obviously been identified and were made clear with Chief Williams presentation on crime. Mayor Flynn's response to a 53.6% increase in crime in 3 years: "we are underfunding the Planning Department, we are underfunding every department in this city." Again, this demonstrates that Mayor Flynn places no value on the safety of our community. And for the record, not every department is underfunded; The City Manager's Office, City Attorney's Office, and Human Resources are all doing pretty well these days, as are the multi-million dollar consultants our city has hired through no-bid contracts (Which, by the way, Mayor Flynn stated he ended way back in 2014). We wonder how the recruitment for the $163,000 a year Cultural and Community Services Director is going? #SOSOxnard

As promised, here is a portion of the video from the Oxnard City Council meeting on March 1st. This video encompasses the first portion of Mayor Tim Flynn's comments about Chief Williams presentation on crime in the City of Oxnard. Mayor Flynn's first response to major increases in crime, including a nearly 32% increase in aggravated assaults (this includes non-fatal shootings and stabbings) is to make a comparison between national defense spending and the city's budget for public safety, making the statement "how much money do you allocate towards defense funding and then non defense spending?" While the answer seems clear to most members of the community, public safety is the top priority and spend what is necessary to ensure the public's safety, Mayor Flynn does not see it the same way. Mayor Flynn then makes the statement "I am as pro police as anyone that can walk the face of the earth" and suggests looking into the police department's operations to determine where money should be allocated. Unfortunately, Mayor Flynn goes out of his way to avoid being educated on crime and the police department's operations. Shortly after, Mayor Flynn then spoke about his top priority, as it relates to crime in the city, "investing in parents." It is clear that Mayor Flynn either has no idea about crime and how to deal with it, or is so out of touch with our community that he does not care what residents want or need, and is only concerned about pushing his own agenda and ideas. It should be noted that Mayor Flynn's comments were so long that we were only able to fit a portion of them on here. Here is a video of OPOA President Mike Johnson speaking at the city council meeting on February 2nd. President Johnson brought to the council's attention the fact that in recent years, crime has risen approximately 53.6% and the council still voted to reduce public safety funding and positions. The interesting fact is, the council was in a better than normal mood, since they participated in a study session on spending 6.1 million dollars in the downtown area just prior to the meeting's start. It is obvious that some members of the council are much more concerned with their own agenda than with the safety of Oxnard's residents. The council has been made aware of our rising crime time and time again, with no action taken on their part to concentrate efforts to slow or stop the crime. Our officers and administration are doing the very best they can, but without the proper support from the city council and our city management, crime will continue to go up, as will police response times. #SOSOxnard

Here is video of OPOA President Mike Johnson addressing the Oxnard City Council regarding recent comments made by Mayor Tim Flynn during a public meeting. In recent months, Mayor Flynn has proven to be increasingly anti-public safety. He has supported cuts in the Police and Fire Departments in both staffing and budget, against the pleas of residents who are victims of crime and concerned for their safety. Mayor Flynn, along with other members of the council, ignored these pleas and moved forward with proposed cuts.
