IDA Prices New 20-Year Euro Sustainable Development Bond Benchmark
WASHINGTON, DC, January 10, 2024 - The International Development Association (IDA, Aaa/AAA) priced its first transaction of 2024 – a 20-year Sustainable Development Bond that raised EUR 1.75 billion. This is the issuer’s second 20-year benchmark in euros.
The bond has an annual coupon of 3.200% and an issue price of 99.752%. The bond’s spread over the 3.250% July-2042 German Bund reference bond +78.7 basis points, offering investors an annual yield of 3.217%.
"This transaction strengthens IDA’s yield curve at the long end and supports its long-term lending for sustainable development to member countries. We extend our thanks to investors for their support and interest in IDA’s work to boost economic growth, reduce inequalities, and improve people’s living conditions on a livable planet,” said Jorge Familiar, Vice President and Treasurer, World Bank.

This year, the International Development Association (IDA)—the World Bank’s concessional lending arm for the world’s poorest countries—is seeking fresh funding from its donors to finance its next three-year cycle (“IDA21”). IDA is the single largest source of grants and concessional finance for the world’s poorest countries. It has been a lifeline for low-income countries that have been battered by a series of external shocks since the COVID-19 pandemic. And in a world where external financing is retreating from frontier economies, IDA is now the largest source of positive net funding for many low-income countries.[1],[2]
Against this backdrop, World Bank President Ajay Banga has challenged donors to make IDA21 a record $100-billion replenishment.[3] Given IDA’s ability to leverage its funds, achieving this headline figure will require $28–$30 billion in donor contributions, or a 20–30 percent increase over the IDA20 cycle in nominal dollar terms (a flat-to-10-percent increase in real terms).
A $100-billion target sets the right scope of ambition. It would allow IDA to sustain around $33 billion in commitments a year over the IDA21 cycle (2025-2027). An even more ambitious yardstick would be $36 billion a year in commitments: the average level that IDA achieved over the past three years (i.e., over the two years of IDA19 and the first year of IDA20). That would mean a replenishment closer to $110 billion. African leaders recently raised the stakes further calling for a $120 billion replenishment at the African Heads of State Summit in Nairobi in April 2024.[4]

Millions of dollars are coming to Tampa to train more than a thousand young people and under-skilled workers in technology and healthcare for free.
The federal government has awarded Tampa one of 39 TechHire Partnership Grants across the nation, which is part of the White House’s TechHire Initiative. This initiative was pushed by Florida Congresswoman Cathy Castor. Now, all parties involved are hoping families can use this as a way to get ahead.
"The training is available and now it is without cost, which in many cases is an obstacle," said Kelley Sims of the Tampa Innovation Alliance.
As the North Tampa area continues to evolve with a focus on becoming an innovation district, this grant will serve as a roadmap to higher-wage, middle-class jobs for current residents, according to the Tampa Innovation Alliance.
Partners will work to develop programming and training.
