This is a very good article on arm training. The only changes I would make are that the arms need to be more stable when performing skull crushers (limit movement from shoulder to elbow) and I do not recommend tricep pushdowns with the arms in front in general because too many people let their shoulders internally rotate when performing them this way, which can lead to rotator cuff injury. I personally recommend using two crossed cables without attachments (just hold onto the cable itself) or two ropes on the same cable pulled out straight and keeping the elbows behind the body while keeping shoulders back and down.
