While moving away from fossil fuels is in theory, in practice the replacement renewable resources are not coming online at sufficient scale to make decarbonization happen within current, aspirational timelines. Forces like electrification of industrial applications, the proliferation of high-demand data centers in many regions, and reshoring of critical manufacturing are fueling demand for electricity at the same time that older thermal resources are aging out.

While the deployment of zero carbon generation resources is becoming increasingly important in decarbonizing the North American electric grid, construction challenges, costs, and lack of sufficient long-duration energy storage have delayed projects. Traditional energy sources will be needed to meet current and future energy demand for the foreseeable future.

Most stories about the challenges of urban substation engineering revolve around new-build projects to upgrade power delivery infrastructure where space is at a premium. Technologies that maximize available space, such as Gas-Insulated Line (GIL) and completely Gas-Insulated Substations (GIS), have become more widely accepted in North America. What you don’t hear much about, on the other hand, are those existing urban stations, mostly air-insulated, that require a major component replacement. As often as not, the replacement component, well, isn’t exactly like the original.

Tangibl was faced with just such a situation when one of our electric utility clients had to replace a transformer in a substation that was located inside an office building, downtown in a major eastern U.S. city. At another of this client’s urban substations, the high-side supply had to be converted from 34.5kV to 69kV. While not as splashy a set of projects as a brand-new GIL or GIS project, both efforts required creativity and field smarts.

A December Bank of America report outlined an unexpected adjustment to Duke Energy’s forecast of power demand, resulting from "unprecedented economic development" in the Carolina region.

Duke Energy anticipates an exceptional ~1GW increase in demand by 2028 and a +2GW rise in demand by 2034, compared to Spring 2023 data, driven by 150-500 MW of manufacturing and tech projects, with an additional 500-1,000 MW of projects in the pipeline. The company’s options to address a high-load scenario include 425 MW of new combustion turbines in 2029, bringing new combined cycle gas capacity forward to 2031 from 2033, and what appears to be a deferral of 280 MW of batteries from 2031 to 2038. On the renewables side of the ledger, the forecast includes adding 1.6 of GW offshore wind by 2034, and incremental 675 MW of solar by 2038. This revelation, shared with the North Carolina Utilities Commission, is indicative of load growth “well above the Companies' historical experience”.

Georgia Power’s Emergency IRP: Load Growth Surges, Prompts Additional Generation

In a recent development, Southern Company's subsidiary, Georgia Power Company, filed an “emergency” update to its Integrated Resource Plan (IRP), citing a significant increase in load growth forecasts. The filing suggests a probable need for an additional generation approaching 6600 MW by 2030, a substantial jump from the 400 MW projected in the 2022 filing. This move comes as winter peak demand is expected to increase by 30% in 2029, underscoring the pressing need to address the unanticipated surge in electrical load.

An April article in the Economist clearly outlines the shifting landscape of the electrical grid and the impact it's having on technologies and regulations.

The electric grid is undergoing a significant transformation, as the world seeks to reduce its reliance on fossil fuels and shift toward renewable energy sources. Grid operators are facing complex challenges as they adapt to accommodate renewable energy generation and expanded grid connections. With a growing emphasis on wind and solar power, the grid requires numerous new connections, increased transmission capacity, energy storage solutions, and demand management systems. Furthermore, the grid's control and balancing methods, rooted in steam turbine technology, need to be reimagined for long-term efficiency and reliability. This transformation demands substantial investment, estimated at $1.1 trillion annually until 2050 to achieve net-zero emissions. Challenges include local opposition to infrastructure expansion, regulatory hurdles, and political factors. Decentralization may be a part of the solution, but modern grids offer the potential to bring energy to more people in need, given efficient integration and connection of new energy resources.

Electric Transmission Resilience - Discussion at Chicago’s University of Illinois’ Transmission Business School

We are proud to have been part of this year’s presentation at University of Illinois’ Transmission Business School in Chicago. On Thursday, June 15, Tangibl’s Jeff Fleeman, Technical Program Manager, presented a session on Electric Transmission Resilience exploring the imperative to ensure a resilient grid in the context of ever-increasing reliance on electricity, concurrent with increasing natural and human threats and the rapid shift in the nature and locations of generation resources. Transmission owners must ensure sufficient readiness before, agile response during, and full recovery after extreme, large scale, and wide area events in order to protect the health, welfare and economic interests of the communities they serve. Engaging discussion on the issues and Q&A followed the presentation.

The school is attended by representatives from various industry stakeholder organizations, and is hosted annually by Professor Emeritus George Gross. The school comprises four and half days of instruction regarding various Transmission topics ranging from system fundamentals to planning, operations, analysis and simulations, resilience, regulatory issues, market design and operation, competitive projects and risk management.

FERC Approves Interconnection Process Reform Plan

The Federal Energy Regulatory Commission on Tuesday approved PJM’s June 14, 2022, interconnection reform filing that proposed to implement a more efficient and timely process of handling New Service Requests by, among other reforms, transitioning from a “first-come, first-served” queue approach to a “first-ready, first-served” cycle approach. PJM’s reformed approach to handling New Service Requests also improves project cost certainty for network upgrades, and significantly improves the overall process by which new and upgraded generation resources are studied and introduced onto the electrical grid in 13 states and the District of Columbia.

The new plan will prioritize about half of the current 2700 PJM projects, including a “fast-lane” process for projects to help clear the existing backlog.
