In 2007, NORML Founder Keith Stroup and High Times publisher Rick Cusick were arrested at the Boston Freedom Rally for smoking a joint. They decided to take their case to a jury, and were the last two people convicted by a jury for simple possession in Massachusetts.

Today, Governor Healy issued a blanket pardon to all who carried possession convictions on their records, including our Guest of Honor, Keith Stroup. Come congratulate Keith and celebrate this important step in erasing the chronic effects of prohibition.

There is NO BAN on a LEGAL product in Scituate. Our neighbors legally GROW it, SHARE it, BUY it (paying other towns local taxes, but not Scituate), and CONSUME it.

The ONLY BAN is a ban on Scituate collecting about $250,000 a year in Local Tax and Community Impact Fees. Pay scant attention to the worrywarts and naysayers, VOTE YES for untapped tax revenues.

Opposing small, local business, local jobs, and local control of an exclusive tax revenue that applies to no other category of product, is not good for Scituate.

Does ma*****na use cause social costs? If so, then why should Scituate bear the burden of its residents who travel to other towns, buy it, leave their tax revenue there, and then come back to Scituate and use it, so that we may incur all the costs with none of the mitigation? Also not a good idea for Scituate.

1,900 of our neighbors over 21 years of age use ma*****na *every single day*. They are getting a portion of this supply from Scituate's existing ma*****na retail market--the ones that people operate out of their living rooms--and that market is untested, unregulated, untaxed, and uncontrolled.

Prohibition is a harm-maximization strategy that has been a horrible mistake, because the targets are otherwise law-abiding, good parents and neighbors who should not have to bear unnecessary risks that wind up costing us all.

tl;dr: Legalization votes moving to spring Town Meeting.

I want to update folks as to where the campaign stands at the moment, on October 2.

Two Articles have been approved for Town Meeting votes on October 26. Article X would lift the general ban on cannabis businesses by referring the matter to the Legislature, which would protect against future challenges by legal technicalities tracing back to the means by which town bans became policy.

Asking the Legislature directly has put off several of Scituate's town officials, including members of the Select Board, the Town Counsel, members of the Planning Board, and the Advisory Committee. We are seeking a compromise language that will place the vote of the townspeople a priori to appeals to the Legislature (should that be ruled necessary after the opposition appeals on the previously mentioned grounds).

Amending the language requires the approval of the Town Moderator, and so far, we do not have a version that has been found acceptable. This delay means we will have just three weeks to get the language approved, produce campaign materials, disseminate them, run public informational meetings, and get out the vote.

Simply, the odds are not worth the investment at this time. Better we should move the Articles to the spring Town Meeting, get language approved for a sure-thing amendment to Article X, work with the Planning Board and others on the zoning matter (Article XI), and build support for a full-tilt campaign that will achieve both goals: Lifting the Ban, and Siting the Businesses.

We are not done. In fact, we need your help even more than before. 6 more months means the opposition will have plenty of time to wring their hands, furrow their brows, and ask, plaintively, "What about the children?" and "Is there a Breathalyzer?"

1,900 Scituate residents over 21 use cannabis every day. If just 10% of them show up to Town Meeting, none of them would have to drive to Rockland...Not that they are the type to buy in stores, but you get what I am saying.

Hi, Neighbor! We have been working to lift the ban on cannabis businesses here in Scituate and there will be a vote at Town Meeting on October 26. We want Scituate to be able to collect the local tax of 3% of sales, plus monies from Host Community Agreements, from small businesses.

Cannabis production, processing, sale, and consumption is legal in Massachusetts, and Scituate deserves Our Fair Share of the cannabis revenues that could come to our town. These businesses will provide a variety of jobs and could generate additional traffic to others in the area where they may be located.

Would you please let your Scituate friends and neighbors know that there is an opportunity on October 26, to vote in favor of small business, jobs, and added revenue to the town that will be under local control?
