To the People of Payne County:
It is with heavy heart that I announce that I have lost the Election. I want to thank every one that has helped me work on my campaign. I can say that I have run a clean campaign and because of that I can hold my head high. I congratulate Sheriff Elect Harper on his job well done and may he serve the people of Payne County with the vigilance and ethics that they deserve.
To my staff, I am sorry that I let you down. I know that is a small condolence, I know it does not mean much when you have to feed your family and have the uncertainty of the time ahead. I have been there and have lost my job when a Sheriff I supported lost. Just like that time for me, this is not your fault. I’m sorry does not give you security in your life. This is my fault, and I am so sorry for it.
I know that God has a plan. He has a plan for me and I will trust in him. I will serve you as your Sheriff until January 3rd 2021. It has been my pleasure to be called your Sheriff. I hope that I have served you well for the short time I was your Sheriff (will be 16 months in January). I can say that it has been a dream for me to serve you. To be called your Sheriff.
I want to say to the people that let me put my name (sign) in your yards and business. It has meant more then you know to drive around and see the army of signs gleaming everywhere. I can only say thank you for your support and confidence in me doing my job.

This is an Email that Dale Higgins sent out. Thanks for the letter of Support Dale. I need everyone to get out and vote Tuesday so I can continue to serve the people of Payne County as your Sheriff.
I hope this email finds you doing well. As some of you know, I retired from the Stillwater Police Department last January. I have been fortunate to see several of you around town over the last few months and it was great to see you again. As for the remainder of you, I hope you do not hesitate to keep in touch, or reach out just to say hi, if you find a few minutes in your life's schedule.
I'm sending you this email today asking for your assistance. I want to say up front that I'm no longer affiliated with the Stillwater Police Department in any capacity so any information below is strictly my opinion. Additionally, I'm also not affiliated with the Payne County Sheriff's Department. As you know from the citizen's academy, I was the team commander on the Multi-Jurisdictional Special Operations Team for many years. This gave me the opportunity to work with all the leadership of the law enforcement and fire agencies throughout Payne County on a routine basis.
An important election is looming this coming Tuesday for the residents of Payne County. The election of the Sheriff. I'm asking that you take a few minutes and continue reading as I ask for your support of candidate, and current Sheriff, Kevin Woodward.
I have had the chance to work with Kevin for many years. I was first assigned to the District Nine Drug Task Force for Payne and Logan Counties in 1999. I met Kevin as he was working as a Deputy for the Logan County Sheriff's Department. I had the opportunity to work alongside him on numerous cases and search warrants. I found Kevin to be a calm, level headed, easy going guy with a great deal of knowledge in the day to day aspects of law enforcement.
Over the years, Kevin rose to the rank of Under-sheriff with the Logan County Sheriff's Department. In this capacity, Kevin garnered a reputation around the area, within the law enforcement community, as a strong leader with a dedicated work ethic. He was subsequently recruited to come to the Payne County Sheriff's Department because of this reputation.
Kevin has a vast amount of knowledge related to technology, electronics and computers. When Kevin arrived, the Payne County Sheriff's Department was years behind most agencies in the state when it came to equipment and technology. Within a few months, Kevin had brought the agency to the cutting edge, surpassing every agency in the county with new security systems for the court house, improved report writing abilities, and advanced equipment for the deputies in the field.
Kevin was soon appointed to Under-Sheriff for Payne County replacing Garry McKinnis upon his retirement. Kevin worked for Sheriff RB Hauf and quickly earned the respect of the vast majority of his staff including deputies, dispatchers and detention officers. I am personally friends with the large portion of the members of the Payne County Sheriff's Department and all, but a small handful, are strongly supporting him for the position of Sheriff.
You may have seen some derogatory information put forth to the public, including information from previous Under-Sheriff Garry McKinnis and the current opposition in the election, Joe Harper. I have followed this information closely in which they accuse Kevin of not taking action against decisions that were made and carried out by the previous Sheriff. The irony is both Harper and McKinnis were also employed by the previous Sheriff and yet they, themselves, never took any action on any of the alleged misconduct. The truth is we all have a boss and often times that boss does something we do not like or think is right, but as employees, if the action isn't criminal misconduct, there is little we can do or say and maintain our job.
I don't want you to think I'm bashing Deputy Harper who is running for the office. The truth is I'm friends with Joe and he is a very nice guy. His problem is lack of experience, training and leadership. He has served all of his career in the field as a deputy and has never dealt with complex leadership decisions or personnel issues.
This county has a large and diverse population compared to most in the State of Oklahoma. OSU adds a dynamic not seen in most communities our size. Policing in our community requires an intellectual, with a formal education, who examines many aspects of an issue before trying to tackle it. Kevin is that guy. We do not want our Sheriff's Department slipping back 20 years in the way we approach and address problems in our county.
I strongly encourage you to take a few minutes and vote this Tuesday. Many times the Sheriff's Election has an extremely limited turnout so your vote might be the deciding factor.
