On November 28, GovData Initiative (GDI) Executive Director Marco Zaplan participated in a discussion at the Stewards General Meeting (SGM) 2023 organized by GIFT - Global Initiative for Fiscal Transparency. The discussion showcased the 2023 Dataquests and Data Rally Journeys of contest winners and organizers from the Philippines, Mexico, and Colombia. He emphasized the significance of effective leadership and partnerships between government and civil society, shedding light on the impact of initiatives like InfoDataquest and Project DIME of DBM.
In May 2023, Zaplan won the 2023 InfoDataquest co-organized by FOI Philippines, DBM, AAP, and GIFT. His submission, titled "Better Budget Management through Data-Driven Storytelling," examined government agencies' budget utilization rate by disbursement as a proportion of the overall budget allocation. Through the tool, he proposed a solution that can assist decision-makers in assessing agencies' absorptive ability, benchmarking performance across agencies, and proposing solutions and reforms for more efficient and effective public spending.
Examining The Principles of Public Participation in Fiscal Policies, the sessions explored initiatives such as the Rally and for sustainable development. These efforts aimed to engage diverse audiences, reaching those traditionally less involved in fiscal data analysis.
GDI believes that collectively, we can navigate the path towards sustainable fiscal openness and create a lasting impact.

: In her latest Manila Bulletin article, Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman shared how she promoted the digitalization of the country’s public financial management processes during the Open Government Partnership (OGP) Global Summit in Tallinn, Estonia.
As Chair of the Philippine Open Government Partnership (PH-OGP), Secretary Pangandaman led the Philippine delegation and engaged in various roundtable discussions on sustaining leadership and catalyzing global action on anti-corruption, as well as making democracies stronger through openness.
The Budget Chief likewise delivered the opening message for the DBM-led side event titled “Innovation Talks: Fostering Transparency and Accountability through Open Budget Portals” where she showcased the Department’s digitalization efforts including Project DIME (Digital Information for Monitoring and Evaluation).

Philippine Open Government Partnership (PH-OGP) Chairperson and Department of Budget and Management Secretary Amenah F. Pangandaman urged global leaders and reform advocates to take greater strides towards open government through digital transformation during the PH-OGP-led side event at the 2023 OGP Global Summit.
The Budget Secretary also underscored that genuine open government entails digital governance that is felt even by those who do not have the means to access technology: “Only then can we say that we have genuinely opened the government to the people.”
Organized in partnership with the Global Initiative for Fiscal Transparency and the Department of Foreign Affairs, the event aims to highlight existing technologies and innovative approaches that have played a key role in opening Public Financial Management processes.
