The Commonwealth of Pennsylvania's mandatory Medicaid managed care program, called HealthChoices (HC), is the largest Medicaid Assistance (MA) program administered by the Department of Human Services (DHS). SAMHSAβs National Survey on Drug Use and Health (NSDUH) revealed an estimated 21.5M adults (aged 18 and older) had both a mental illness and at least one substance use disorder in the past year.
