Harm reduction is more than just naloxone, it's a philosophy that helps keep us safe in a world where systems fall flat or fail.

Everyone practices harm reduction but some forms of harm reduction have been unfairly stigmatized. We want to keep each other safe - whether that's by wearing nonslip shoes at work or using sterile syringes.

Hi name is Stephanie Ronan and I’ve called Rock Mount my home for the last 20 years. My 2 kids grew up here and graduated from Nash Central High School and almost spent 11 years working at The Eye Care Center as an Optical Technician. This community is home and I am grateful to be with you this evening

I want to talk to you about something that hits close to home- literally. The story I’m about to share happened just 30 minutes from where we are right now and it’s a story that could easily happen to anyone in this room

September 29, 2018 I was driving home from a friend's house in Wilson. It was a regular night, nothing special. I was driving on E Downing Street headed home when in the blink of an eye, my life changed forever

I was told that a pick up truck was going 55 mph and had crossed over the center line and hit me head on pushing my suv 500 feet onto a ditch

I later learned that the Contentia and Rock Ridge Volunteer Fire Departments used the jaws of life to cut me out of my car and I was airlifted to Vidant in Greenville where I spent the next several months fighting to recover

Now let me share something with you that’s hard to believe; the average impaired driver has driven drunk 87 times before they are ever caught. 87 times! That means that means that drunk driver that crashed into me had likely been on our roads risking lives again and again before finally destroying mine

I suffered multiple injuries. Hardware was put in both legs, ribs, foot and neck. I had a traumatic brain injury and one my eyes had crossed causing me to see double and now I have a visual impairment that makes reading challenging

I survived an Internal Decapitation. It is a rare injury with only a 25% survival rate, and the man who did this to me? He was driving impaired, on a suspended license. I was told he got arrested 3 weeks before he crashed into me with an alleged DWI which later was thrown out

When I finally came home, I didn’t come home to the life I knew. I came home to a wheelchair, a ramp leading to my front door, and a hospital bed in my living room. My son, who had just turned 19, had to step up in ways no teenager should ever have to. My daughter, just 13, had to grow up overnight. Even our dog had to live with a neighbor because I couldn’t risk any further injuries from her jumping on the bed. I also had a nurse’s aid come 7 days a week to help bathe and dress me

This isn’t just my story—it’s a story that could easily be yours or someone you love. Every time you get behind the wheel after drinking, or let a friend do it, you’re gambling with lives. It’s not just about you; it’s about the innocent people on the road who could end up like me

I’m here tonight to ask you to do something that could save lives, maybe even your own. If you’re going out to drink make a plan. Assign a designated driver. Call an Uber. Talk to your kids early about the dangers of driving under the influence—don’t wait until high school, because they may have already been exposed to alcohol

One person’s choice to drive impaired didn’t just change my life—it devastated it. I can’t work anymore, and I live with pain every single day. But if my story can make just one person think twice before getting behind the wheel drunk, then maybe I can find some purpose in all this pain

So please, if you remember one thing this weekend, let it be this: plan ahead, and if you see someone driving erratically, don’t hesitate call 911 for an emergency or *HP for highway patrol. You could save a life, and that life could be someone you know, and love

An overdose can look like:
-unusual sleepiness/will not wake up
-slow or shallow breathing
-pinpoint pupils
-overheating/sweating
Visit https://www.overdoseday.com/overdose-basics/ to learn more about the signs for each individual substance including alcohol, opioids, and stimulants.

As many of you already know, Saturday (8/31) is International Overdose Awareness Day . This date has significant meaning for many people, whether it is in remembrance of loved ones we have lost or in celebration of those who have been able to overcome their addictions to find Recovery.

The CDC estimates that 107,543 Americans lost their lives to overdose in 2023, which is actually a 3% decrease as opposed to the 111,209 souls lost in 2022. However, NCDHHS has reported that, here in North Carolina, overdose fatalities increased 25% in 2023 when compared to 2022 data sets. I tell you this to also report that, here in Wilson County, we saw a DECREASE in overdose mortality by 27.8%, meaning our localized strategies are working and lives are indeed being saved.

These efforts have been highlighted by Wilson County’s success in the overall availability (and saturation) of Naloxone (better known as Narcan) within our community. Naloxone is currently our greatest weapon when it comes to combatting the overdose epidemic, as it serves as a lifesaving medication that reverses the effects of an Opioid-related overdose. Naloxone is specifically designed to dislodge an op**te from our brain's opioid receptors, which “snaps us back into reality." Once administered, Naloxone will usually cause a person to resuscitate and once again become conscious in only a matter of minutes, which can save their life. Naloxone is also protected under the "Good Samaritan Law” so there are NO legal ramifications for administering it during a time of need. It is also designed to specifically attack opioids, meaning that there is no risk of harm to any person upon administration.

The data further supports these metrics, with 992 Wilson County residents being trained on the proper administration of Naloxone within the last 12 months. The Wilson County Health Department has also led a multi-pronged cohort (including Wilson County EMS, Wilson Professional Services Treatment Center, and The WCSPC) to distribute 1531 boxes of this lifesaving medication during that same timeframe. Our collaborative has also been one of the first to distribute ONEbox, which serves as an overdose prevention kit, including real-time video instructions that are able to walk even the average layperson through the process of (potentially lifesaving) Naloxone administration in real-time. 399 ONEbox units are currently in use within Wilson County, with 4 community reversals being reported over the last 12 months. I’m proud to say that Wilson has truly become a “Community of First Responders” and lives are being saved because of your efforts.

However, Wilson County has also invested in providing on-site resource accessibility by establishing a Post Overdose Response Team, which is spearheaded by Wilson County Emergency Medical Services and our Community Paramedic, Esteban Arizpe. 50 community members have been aided via PORT in the last 12 months, which provides real-time access to resources such as nasal doses of naloxone and contact information for both Wilson County’s Recovery Center (RC3) and in-patient Treatment access point (Hope Alliance). 62 participants have been aided with referral and fiscal payments regarding in-patient SUD treatment services over the last 12 months (via Hope Alliance) with an additional 3533 community members also receiving recovery services via RC3 within the same timeframe. Wilson County has a wonderful team (known as the Opioid Multidisciplinary Team or OMDT) which is open to the public and led by The Wilson County Department of Social Services. This team is a wonderful way to not only get involved, but become part of the local solution to here in Wilson County.

There are things that we all can do (both individually and as a community) to stem the tide as it relates to overdose, and it starts with ending the stigma that’s frequently tied to Substance Misuse Disorder. There are so many of our community members who suffer in silence due to the negative connotations we make as it relates to substance misuse. We hear words such as “junkie," “addict," and “abuser” which are commonly used to describe those who are caught in the grips of active addiction. However, we must remember that these “addicts” are loved ones (moms, dads, sons, and daughters). They suffer from a disease, which requires medical care, mental health counseling, and even potential medication management services. What we must come to terms with is that addiction is NOT a moral failure, but instead a disease that can be rooted in many factors such as genetics, ACEs/Trauma (Adverse Childhood Experiences), or underlying mental and behavioral health disorders. Addiction is, in fact, a side effect of a greater underlying cause, one that we must get to the root of if we plan to address the reason why someone misuses a substance to begin with.

All of the above-mentioned resources and/or distributions (including ONEbox) are done at no-cost for Wilson County residents, thanks to Wilson County’s Opioid Settlement Plan, which is led by both Wilson County Government and our Wilson County Commissioners. If you or someone you know is interested in learning more about any of the resources listed, you can contact any of the agencies mentioned above for further information.

No stigma, no shame, just help.

Although the outlook seems grim as we remember those we’ve lost, I hope you all know that there IS a light at the end of the tunnel and that only together will we ever be able to truly “end overdose” within Wilson County. Today, we remember those we’ve lost but we also celebrate those who have lived to prove there is happiness in sobriety and that recovery is indeed possible.

Respectfully,

Jeff Hill
