The Housing and Community Development Act of 1974 was landmark legislation that transformed the lives of millions of Americans by empowering them with the right to choose their own homes and communities.
Today, as we face unprecedented challenges in the housing market, we celebrate the anniversary of this visionary act and reaffirm our commitment to ensuring that everyone has access to safe, decent, and affordable housing. In Washington County, we are proud to partner with more than 650 families who benefit from the Section 8 Housing Choice Voucher Program, as well as the property owners and managers who support them. Together, we are building a stronger, more inclusive, and more prosperous community for all.
NEW First-Generation Homebuyer Grant Program

The $5,000 grant:
* Assists Minnesota homebuyers who qualify through a partner program and complete a certified homebuyer education course
* Is for homes purchased in Washington County
* May be for you if you and your parents or legal guardians have never owned a home

Every five years, Washington County develops a Consolidated Plan to prioritize the use of federal grant funds, called Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) funds. Building a strong plan requires resident and community input. THAT’S WHERE YOU COME IN!

The Washington County Community Development Agency’s Homebuyer Program offers several options to potential buyers. Whether you’re a seasoned homeowner or a first-time homebuyer, we have educational programs for you! Home-stretch is an eight-hour classroom course that is required for most homebuyer assistance programs, available in one 8-hour session or two 4-hour sessions. Frameworkis an online option that can be completed on a computer or mobile device. Our Pre-Purchase Counseling offers the opportunity to review your credit report, look at your budget, and review assistance programs with a counselor. It’s a good idea to begin unraveling the home-buying web even before you speak with a realtor. We’re here to help; give us a call!
