On February 3, 2013 the family of Emily Hieber had their last contact with her. In the days, weeks, months and years that have followed the Hieber’s have been on a never ending emotional roller coaster in the efforts to find Emily. As I have stated many times previously, without doubt there are people who know what happened to Emily. I am confident I have spoken to those.

While we continue to receive information on Emily’s case much of the information is based on rumor and speculation. The information we receive is guarded carefully so that the source is protected.

On behalf of Emily’s family I plead with those who know what happened to contact the Yuma Police Department, 928-78-Crime or me. Emily deserves all our support to find her and bring her home to her family. Yuma is an outstanding community and always stands strong in supporting each other. We will continue to investigate each and every lead until we find Emily. Thank you all.

On Friday May 4 I had the pleasure of presenting Active Shooter/Murderer Incident Training to the teachers and staff of Yuma Lutheran School and Christ Lutheran Church. My thanks to YLS Principal Angie Schiller, Pastor's Vince Harmon, Mark Johnson and all those in attendance. The teachers and staff at the school and church are wonderful people and were a fantastic audience. I learned so much from these great people in being able to make this presentation. Keep up the amazing work you do.

I was recently informed of an incident involving one of the local gyms in which a "surprise" active shooter drill was conducted. I would never and have never recommended to any active shooter course I have ever taught to engage in this. In fact in each course I advise never to conduct surprise drills. There are too many things you can not control and it's simply a bad idea. Research your trainers thoroughly.

The first few minutes of an active shooter incident, which will be prior to the arrival of law enforcement, is when most of the damage will be done. This seminar is intended to prepare you, your family, employees, staff and students for this potentially lethal situation.

Active Shooter Defense is a course that teaches you and your family how to prepare for the unfortunate possibility of encountering Active Shooters. Please make sure people know who you will be showing homes to, where you will be and the time frame you'll be showing. Also consider calling in when finished. I strongly urge consideration of a clearinghouse network to promote security and safety. Be successful but be vigilant.

In todays world we face the “Prey versus Predator” reality. The two forms of denial that must be overcome in order to survive street assaults are 1. “This will never happen to me” or 2. “This is not happening to me”. These two forms of denial will either get you killed or seriously injured if you do not resolve that interference in your perception and judgment.

Everyone should at least consider training and use of direct and effective self defense techniques and strategies when it may be necessary to protect yourself, your family or your employees.

There is a belief in the self defense community that people are divided into three groups. You are either a Sheep, the Wolf or the Sheepdog. There have been several articles written on this concept and accurately describes the roles of each.

The sheep are those who need protecting. These are our young children, the elderly, those who may suffer from emotional, mental or physical disabilities who are unable to protect themselves. This also includes those who, for whatever reason, may not want to protect themselves or who do not have the training or confidence to protect themselves..

The Wolf is the predator seeking out the sheep who will be their victim. The Wolf represents the dregs of society, criminals, gang members, child molesters, rapists, those who abuse the elderly or anyone seeking to impose their will or power on those who are not able to defend themselves.

The Sheepdog is the defender, the one who confronts the Wolf and is willing to defend the Sheep from attacks. The Sheepdog trains and is ever vigilant to protect those who cannot protect themselves. This is the life that the Sheepdog has chosen and knows his/her preparation is key to the survival of the flock. The sheepdog IS A WARRIOR in every sense and is willing to lay down his life to protect the Sheep. WHICH ONE ARE YOU?

Yesterday as I listened to the news coverage of the cowardly Naval Yard murders I heard several people make comments that said the Naval Yard is "the last place you would expect this happen". Those places simply don't exist. If deranged and cowardly predators will kill children and the elderly, any place is a potential at risk target. Mindsets need to evolve so that awareness and readiness take over. Plan, prepare, train and react.

Sadly once again our nation wakes up to another Active Shooter incident at the U.S. Navy Yard in Washington D.C.. Preliminary information indicates people killed and wounded. While we don't know the details at this early stage, another murdering coward has changed the lives of many family and friends of those killed and wounded forever. Please be vigilant! As difficult as it may sound, have a plan for your home and employment on how you will try to prevent this from happening, how you will escape and if necessary how to fight to survive. Be vigilant, plan, train and prepare, be aware, alert and know how to react. History has shown your lives and those of your family and employees may well depend on this.

Remember these facts: Most of the damage in Active Shooter incidents takes place in the first three to six minutes. Most of these incidents are over in roughly ten minutes. The best prepared law enforcement will require three to five minutes to get the first units at the scene. Be ready to protect yourself and those with you.

This past Saturday, June 29, I had the opportunity of speaking to the Yuma Chapter of The Well Armed Woman on Street Survival Safety. These are women who have made the decision to develop knowledge, skills and abilities in the area of personal and responsible gun ownership and use. I had the pleasure of working with Nicolle Griffin throughout the set up and delivery of the training and also was able to meet Carrie Lightfoot the Arizona President for TWAW. This is a group of women who will be making positive contributions to our State and community. Take the time to learn more about this organization and its mission. Not only did I have a great time talking to them but I also learned a great deal that will improve the training course I am fortunate enough to present.

There simply are no words to express the sadness I feel for the victims, their families and friends of yesterdays attack at the Boston Marathon. I can only hope that their faith and hope was not lost in this tragedy. I also don't have the words to describe the outrage I feel towards the evil cowardly criminals who conspired and carried out this horrific crime.

Please be ever vigiliant to what is going on around you. Have your internal warning system and instincts on high alert. If something raises your suspicion report it to authoriities immediately. Don't talk yourself out of being concerned. So many incidents have been thwarted by good citizens reporting suspicious activities and allowing law enforcement authorities to act on these tips. You just never know.

I'm very proud of a post by my son yesterday that talked about taking care of each other and having each others backs. Nothing could be more true. I was fortunate to belong to a brotherhood of cops for many years who made this a way of life. Watching those police officers, military personnel, firemen and rescue personnel sprint, not just run, but sprint into the face of unknown danger immediately after the explosions gave me chills and a sense of pride that can never be taken away.

The evil cowards that did this will be found and exposed for the what they are, cowards who operate from the shadows and attack the innocent.
