The Remarkable Journey of Dr. Patrick Umoh in the 10th Assembly

In a world where the sands of time seem to shift slowly, there are instances when life unfolds in unexpected ways, challenging preconceived notions and paving the way for transformative experiences. Hon. Umoh, a name that resonates with excellence and service delivery, stands as proof of the profound impact of changes brought about by value and passion for service against perceived outdated conventions.

The anonymous quote, "Life can change dramatically in just six months, teaching us the value of resilience and the beauty of unexpected transformations," encapsulates the essence of Hon. Umoh’s journey in the 10th Assembly. The belief that a first-timer in the Federal House of Representatives cannot be the head of a committee was a prevailing sentiment, yet the narrative has undergone a profound shift in the 10th National Assembly.

Hon. Umoh emerged as a symbol of change, challenging conventional norms and assumptions. In a remarkable departure from the past, numerous young legislators found themselves entrusted with the leadership of key committees, breaking barriers and redefining expectations. The 10th Assembly became a stage for unprecedented transformations, with Hon. Umoh appointed Head of a very important Committee to ensure the monitoring, evaluation, and implementation of the legislative agenda. By implication, the Committee’s mandate covers oversight of the 139 Standing Committees and Special Committees of the House of Representatives.

Duties of the Committee include conducting appraisals and monitoring the performance index of Standing Committees and all entities set up by the Constitution or Acts of the National Assembly to ensure their activities are in compliance with the legislative agenda of the 10th Assembly, which includes: strengthening good governance, improving national security, law reforms, economic growth and development, social sector reforms and development, inclusion and open parliament, influencing and directing Nigeria's foreign policy, and climate change and environmental sustainability.

As the Chairman of this significant committee, Hon. Umoh is set to showcase competence as well as the ability to make significant positive contributions to the growth of Nigeria. His experience as a lawyer and knowledge of legislative affairs are qualities that will allow him to navigate uncharted waters, wherever they present themselves, and bring about positive changes within a short period.

In the face of political scepticism, Hon. Why we created Legislative Agenda monitoring, implementation committee – Speaker Abbas

The Speaker of the House of Representatives Rt. Hon. Abbas Tajudeen, Ph.D, has explained why a standing committee was created to monitor and evaluate the implementation of the Legislative Agenda of the 10th House.

Speaker Abbas noted that the House Committee on Monitoring, Evaluation and Implementation of the Legislative Agenda, is an extension of his vision for the 10th House, with the aim of making other standing committees align their activities with the Agenda.

The Speaker said it was the reason why the ad hoc committee was converted to a standing committee of the House.

Speaker Abbas made this known at the inaugural meeting of the committee, where he was represented by his Chief of Staff, Prof. Jake Dan-Azumi.

The Speaker noted that the committee plays a vital role in ensuring that every bill and motion of the House are in line with the Legislative Agenda of the House, and they are prioritised to meet the yearnings of Nigerians.

Speaker Abbas expressed his commitment to the success of the committee, especially through the Project Coordinating Unit in his office. He also pledged his personal commitment to the workings and success of the panel.

The chairman of the committee, Hon. Patrick Umoh, in his opening address, said the committee was aimed at ensuring constructive dialogue, while also striving to achieve transparency in the implementation of the Legislative Agenda.

Hon. Umoh further stated that the committee has the mandate to oversight all the standing and special committees of the House, as well as monitore their performance indices.

Hon. Umoh commended the efforts of the Speaker and the Majority Leader, Prof. Julius Ihonvbere, who chaired the Ad Hoc Committee on the Legislative Agenda, which has metamorphosed into the standing committee.

Thanksgiving Celebration: Hon. Dr. Umoh Reflects on His Triumphant Election Journey

On Friday, November 17, 2023, the honourable member representing Ikot Ekpene, Essien Udim, and Obot Akara Federal Constituency, Dr. Patrick Umoh, KSJI, expressed profound gratitude during his Thanksgiving ceremony held at St. Anne Cathedral, Ifuho, Ikot Ekpene.

Dr. Umoh, during the Thanksgiving, extended heartfelt thanks to God for granting him victories through the pre-election, election, and post-election phases of 2022 and 2023. He shared poignant reflections on the challenges faced during the electoral journey, emphasising the significance of the rare opportunity to represent his constituency.

The honourable member expressed special appreciation to key contributors to his success, notably acknowledging Senator Godswill Obot Akpabio, CON, President of the Nigerian Senate, and his dear wife. In a heartfelt statement, Dr. Umoh attributed his standing to Senator Akpabio, saying, "I have a solemn obligation to recognise one man in my life. I would not have been standing here if he had not given me a shoulder to lean on."

In a detailed acknowledgment, Dr. Umoh singled out the State Party Chairman of the All Progressives Congress (APC) in Akwa Ibom State, Obong Stephen Leo Ntukekpo, who played a pivotal role by purchasing his nomination form. The honourable member also expressed gratitude to his campaign director, Hon. Joseph Tombere, and extended appreciation to the political class across party lines.

Today, Dr. Patrick Umoh, the honourable member representing Ikot Ekpene/Essien Udim/Obot Akara Federal Constituency, presented a motion on the urgent need for the Federal Government to appoint new justices to the Supreme Court of Nigeria.

This motion was prompted by the current status of the Supreme Court, which operates with only 10 justices, a number that falls short of the constitutionally required 21 justices.

According to the motion, the shortage is causing delays in the handling of electoral matters, obstructing the timely delivery of justice, hindering economic development, and placing significant mental and physical pressure on the existing Supreme Court justices.

The motion called upon the Federal Government to appoint new justices to the Supreme Court to expedite the resolution of pending cases. Additionally, it commended the President for his support of the judiciary, particularly for signing an important amendment unifying the retirement age and pension benefits of judicial officers.

The motion received unanimous endorsement from members of House and was subsequently referred to the Committee on Federal Judiciary for further action. The plenary session was presided over by the Deputy Speaker, Rt. Hon. Benjamin Kalu.
