Why are Education Districts (Mistakenly) left out of Education Improvement Discourse?

That districts are inconsequential is incorrect. Instead, districts hold a potential to tip the fortunes of education if their role and capabilities are asserted and improved. They are a basis for building a formidable, professional education public service – the only basis for effective, meaningful, equitable and sustainable delivery of education. So suggests NECT experience.

The Department of Basic Education (DBE) and National Education Collaboration Trust (NECT) conceptualised and implemented the Integrated District Development Programme (IDIP) in response to the National Development Plan (NDP) agenda to strengthen the capacity of the state. The IDIP is aimed at building district capacity in planning, monitoring, feedback, and reporting. Additionally, the District Policy on roles and responsibilities requires districts to be competent in these functions, including public engagement. To realise the NDP and education policy goals, districts require support similar to what schools receive. Traditionally, other development actor groups in education focus their improvement support more on schools and less on districts.

The DBE and NECT continues to explore and implement evidence-based programming to strengthen the capacity of system to deliver quality teaching and learning in schools.
