ASSET CONTROL PRACTITIONER: JOB GRADE - C3

Mayibuye Transport Corporation is a provincial public entity under the jurisdiction of the Department of Transport – Eastern Cape whose objective is to provide and maintain the highest possible standards in the provision of an effective, efficient and safe passenger transport service to the Eastern Cape communities on selected routes.

JOB PURPOSE: Perform asset control functions relating to asset and disposal management in line with asset management policy and procedures.

KEY PERFOMANCE AREAS:
Implement the asset management system, company asset management policies and procedures. Receive assets and invoice from the suppliers, barcode the asset file records and the invoices. Barcode all new assets and captured them in the asset register monthly to ensure all assets are encoded and new assets are bar-coded and captured in the asset register in line with policies and procedures and update finance register on changes effected in the asset registers. Perform physical verification of asset from highest value to the lowest by verify assets in accordance with the policy, effectively investigate variances, resolve and report discrepancies resolved, make informed recommendations, and accurately update the asset register in accordance with accounting standards. Capture asset verification forms making copies after being signed by custodian and make sure copies are retrievable. Compile information on the value of assets versus maintenance cost to support or not to the asset disposability and submit recommendations to Asset and SCM Manager. Effectively evaluate immovable assets and update the asset register by effectively evaluating the utilization of assets in accordance with legislative requirements. Safely manage scrapped assets in line with the standard operating procedures of MTC and related legislation. Assist in physical inventories, safe keeping of assets and those assets being dissolved /disposed as required. Assist in auction activities including releasing items earmarked for auction. Report on asset management information as required, to the Senior Manager Supply Chain Management in compliance with company policies and procedures and applicable legislative requirements. Provide adequate insurance for all MTC assets against unforeseen circumstances e.g. fire, theft, disaster, and accidents insurance. Handle insurance claims on behalf of the company and ensure that preparations and submissions of forms relating to insurance claims are completed correctly and submitted on time. Provide administrative support for the division and perform general office work including filing.
Develop in consultation with Senior Manager Supply Chain Management asset registers, including: acquisitions, maintenance management, transfers and valuations and maintain such registers in compliance with legislative requirements and accounting standards. Implement the asset acquisition, maintenance and disposal plans and in line with the CEO’s disposal authority. Effectively safeguard assets in line with company policies and procedures by communicating procedures on asset management to all staff and stakeholders. Prepare a monthly reconciliation with supporting schedules of the asset registers to the relevant accounting records, and resolve outstanding un-cleared items in accordance with company policies and procedures and relevant framework. Participate in both internal & external audit processes, making available information and supporting documentation to validate asset recordings, thorough knowledge, understanding and ability to interpret and implement the asset management system, policies and procedures in compliance with relevant legislative framework.

COMPENTENCIES:
• Thorough knowledge, understanding and ability to implement procedures for receiving assets and ability to implement asset management policies procedures and system.
• Thorough knowledge and understanding of the accounting standards relating to asset management.
• Thorough knowledge, understanding and ability to implement asset verification plan, policy and procedures.
• knowledge, understanding and ability to calculate and compile financial information on the value of asset versus maintenance cost.
• Advanced ability to evaluate assets in line with company policies, procedures and applicable legislation.
• Thorough knowledge and understanding of inventory management procedures and ability to interpret insurance policies and Mayibuye policy and procedures on engaging insurance companies.
• Thorough knowledge and understanding of auctioning procedures as determined by the Asset Committee.
• Advanced report writing skills.Thorough knowledge, understanding and ability to interpret company policies, procedures and legislative requirements on compiling reports on asset management information.
• Good administrative skills Effective records management and filling skills and knowledge and understanding of audit processes.
• Thorough knowledge, understanding, ability to develop and maintain asset registers in compliance with relevant legislative requirements and accounting standards.
• Thorough knowledge and understanding all relevant legislative framework impacting on asset management.

QUALIFICATIONS AND EXPERIENCE REQUIRED:
• Matric + Relevant Bachelor’s Degree or National Diploma in Supply Chain Management/ Relevant 3-year qualification with purchasing /Equivalent.
• Computer literacy – Microsoft Excel, Outlook , Internet, MS Word and Power Point.
• Thorough knowledge of Asset Management Systems.
• Valid Code 08 driver’s license.
• Minimum 2 year’s relevant experience.

This session is a continuation of a session held in August 2023, which sought to discuss the MTC's strategic outcomes in aid of drafting the 2024/2025 Corporate Plan in pursuit of a vision to become the Public Transporter of Choice. The session is graced by the presence of various stakeholders from institutions such as Provincial Treasury, the ECDoT and SNG Internal Auditors.
