Article one of The Convention on Cluster Munitions - https://bit.ly/CcmArt-1 - states unequivocally that States Parties agree to “never under any circumstances use cluster munitions, develop, produce, acquire, stockpile, retain or transfer to anyone, directly or indirectly, cluster munitions. The language agreed by 107 States also specifically commits them to never “Assist, encourage or induce anyone to engage in any activity prohibited to a State Party.” Today 112 States have committed to these core principles,
This absolute prohibition on cluster munitions has been critical to the Convention’s success in preventing further contamination, civilian death and injury from the weapon. All State Parties have steadfastly upheld and promoted this norm with states not party, since the treaty entered into force in 2010.
It is not an overstatement then to say the CCM has effectively contributed to strengthening international humanitarian law adherence, at the core of the treaty.
