ENRO ALBAY

The Provincial Government of Albay joins the DENR ROV today, July 24th, in celebration of the Ticao-Burias Pass Protected Seascape (TBPPS) Day 2024 with the theme "TBPPS Challenged: The Path to Improved Biodiversity and Sustainability". This is the first celebration in connection with the promulgation of TBPPS as a protected area consistent with Republic Act 11038 or the "ENIPAS Act of 2018".

Ma’am Tess Flores Atos, ENRO Chief, together with Ms. Rosanna B. Lobrigo, OIC-Division Chief, Forest Management Division, represented our Governor Grex Lagman in the said activity which was held at Hotel Venezia, Legazpi City. Ma’am Tess delivered the Welcome Remarks as well in behalf of our beloved Governor.

TRIVIA: The Ticao-Burias Pass Protected Seascape, the second biggest seascape in the country, is rich with marine resources and biodiversity and it is crucial that there are protection and conservation measures put in place to cushion the impact of a changing climate. The entire seascape covers an area of 414,244 hectares and these waters are home to Tamban locally called "lawlaw" (sardines) whale sharks, manta rays, dugong (sea cow), and various kinds of sea turtles, and later discovered to be a habitat of the globally rare megamouth shark (Megachasma pelagios) - which are all considered endangered marine species.

JAPAN INSTALLS FLOATING GARDENS IN PARKING LOTS

In Japan, they have begun the installation of floating gardens on the roofs of public parking lots, turning these areas into green spaces. These gardens not only beautify the urban setting, but they also provide crucial habitats for bees and other pollinators, essential for biodiversity.

𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒: The “Palamuting Resiklo sa Pasko” event at the Albay Astrodome was wrapped up with the presentation and awarding of the winners.

Polangui South Central School secured 3rd place, earning a ₱ 15,000 cash prize.

While 2nd place was claimed by Polangui North Central School, which received ₱20,000, and the Ligao West Central School bagged 1st place with a ₱30,000 cash prize.

Ms. Ma. Teresa F. Atos, the Provincial Environment and Natural Resources (ENRO) Officer, was joined by Ms. Dorothy F. Colle (PTCAO) and Ms. Jaymee Florence Ribaya as judges of the creative and eco-friendly Christmas decorations made by the participants for the said competition.

(Legazpi City, November 29, 2023) The Provincial Environment and Natural Resources Office (ENRO) is promoting recycling through the Christmas Decoration Competition being held today, Nov. 29, at the Albay Astrodome.

Ma. Teresa F. Atos, ENRO Chief, spearheaded the “Palamuting Resiklo Sa Pasko," an inter-school recycled Christmas decoration competition with the aim of promoting recycling and repurposing materials while spotlighting creativity and innovation.

After being kicked off with an Information Education Campaign (IEC) by the ENRO staff, the contest proper started, wherein the participants used different recycled materials such as egg cartons, sacks, boxes, plastic cups and bottles, straws, plastic spoons, and the like in the creation of the Christmas decorations.

Said event was attended by students from central schools in the province, including Malilipot, Oas, Albay, Ibalon, Bagumbayan, Ligao East and West, Manito, Polangui, and Bacacay.

This activity underscores the power of creativity in promoting sustainability and the community’s commitment to environmental responsibility.

Gov. Lagman orders conduct of Earthquake Preparedness and Mitigation Training Workshop for Selected PGA Personnel

(Legazpi City, February 23, 2023) The Provincial Government of Albay, through the Albay Public Safety and Emergency Management Office (APSEMO), leads the PGA Disaster Preparedness and Countermeasures Training for selected PGA personnel.

The 2-day training workshop aims to further enhance the existing preparedness and emergency management capacity of PGA personnel and heighten their awareness necessary in preparing their respective offices to become ready to mitigate the anticipated sudden impact.

This is after a series of earthquakes have been recorded in Bicol and may strike anytime in the province.

According to APSEMO, Albay is considered vulnerable to earthquakes because it is close to the Philippine Trench, which is just more or less 200 kilometers east of Legazpi City. Therefore, there is a need to strengthen the physical and human capacity of the province through education and training to heighten the awareness of the vulnerable sectors on disaster preparedness and mitigation aspects.

"This measure assures minimal, if not zero, casualties in the event of a destructive earthquake. This is a long-term plan, but to initially start with the provincial government and the higher education participants in this first quarter of 2023." APSEMO Head Dr. Cedric D. Daep said in his message.

Further, once the proposed seminar is completed, the same will be expanded to other sectors exposed to tsunamis, landslides, structural failure, fire and explosions, and liquefaction. The Provincial Government, under the leadership of Governor Atty. Edcel Grex Lagman, will continue to conduct a physical and human capacity development program relative to disaster risk reduction to sustain its "ZERO CASUALTY" objective.

The activity kicked off this morning until tomorrow, February 24, 2023, at the Albay Provincial Agriculture Office (APAO), Brgy. Salugan, Camalig, Albay.

TOPICS
Topics to be discussed are focused earthquake hazard information, preparedness, mitigation, and other related significant topics. The expected outputs of the seminar are DRR Preparedness and Mitigation Organizational and Functional Structures, Earthquake Scenario by Office or Department, and a customized drill plan.

PARTICIPANTS
Representatives from the Provincial Information Office (PIO), Provincial Engineering Office (PEO), Provincial Social Welfare and Development Office (PSWDO), Provincial Youth and Development Office (PYDO), Provincial Health Office (PHO), Provincial Human Resource and Management Office (PHRMO), Assessor Office, Sanggunian Panlalawigan of Albay (SPA), Provincial Planning and Development Office (PPDO), Civil Security Unit (CSU), Provincial General Services Office (PGSO), Environment and Natural Resources Office (ENRO), Provincial Jail, and the Provincial Tourism Culture and Arts Office (PTCAO) are expected to attend the said activity.

FUNDING
The funding support for the proposed seminars is to be secured from 70% of the allocated 5% of the Provincial Disaster Risk Reduction and Management Fund of Albay. The seminar will initially be conducted by APSEMO for two consecutive days.

Last January 25, 2023 APSEMO called for a small group meeting with representatives from selected/concerned PGA offices to plan out and finalize the proposed seminar targeting both the staff from various offices of the Provincial Government of Albay.
