Quality Rater Might Count.

Quality Raters assess the webpages based on their E-E-A-T (Expertise, Experience, Authoritativeness, Trustworthiness) quality and the extent to which they satisfy the requirements of the user's search.

Google's process for improving Search involves ideation by engineers to identify and conceptualize needed improvements. These ideas are then developed into technical solutions.

Quality Raters evaluate the new algorithms against current results without knowing which is which.

If the results are favourable, the update moves to live user testing, where it's shown to random users.

Positive user feedback means the update is implemented for all Google Search users.
