It's volunteers week. A huge thank you to all our volunteer observers. If it wasn't for your commitment and dedication we wouldn't be able to improve the driving skills of our local communities. You really are super stars and we thank each and everyone of you.
The very first speed limit in the UK was set by The Locomotive Act 1861 which introduced a 10 mph speed limit for powered passenger vehicles which were then termed ‘Light locomotives’
In 1865 the ‘Red Flag Act’ reduced the speed to 4 mph in the country and 2 mph in towns and required a man with a red flag or at night a lantern to walk 60 yards ahead of each vehicle to provide a warning.
The Locomotive Act of 1878 removed the need for a flag and reduced the distance of the es**rt to 20 yards.
In 1896, the Highways Act raised the maximum permitted speed limit to 14 mph and removed the need for an es**rt (No doubt much to his relief)
In 1903, The Motor Car Act raised the speed limit for motor cars to 20 mph, which stood until the 1st January 1931 when all speed limits for cars and motor cycles were abolished. The same Act introduced a 30mph speed limit for coach and bus services and for most heavy goods vehicles. All early speed limits referred to were attributed to a class of vehicle not to a class of road.
The first ever person to be convicted for speeding in the UK was one Walter Arnold. On the 28th January 1896, he was fined one shilling (5p) for speeding at 8mph. At the time, the speed limit for his particular class of vehicle was 4mph in the country and 2mph in towns. Later this same year the permitted speed limit was increased to 14 mph.
Forty years before vehicles were required to have speedometers fitted and long before the Police had any electronic or mechanical means of accurately checking vehicle speeds how the case was proven to the satisfaction of the Court is surprising.
It is difficult to understand how any driver during this early period could be expected to judge their speed, as speedometers were not required to be fitted to new vehicles until 1937.
