加拿大PR同入籍有咩分別？其實PR就姐係永久居民, 香港攞永久居民身分證，佢地攞既叫楓葉卡，而入籍就係攞護照。

攞到PR其實已經可以係唔同地方做嘢同居留，同埋有社會福利，包括醫療保險。不過呢就唔會有投票同競選權，係國外亦都唔會有領事保護。

仲有好重要既一點，就係要keep住加拿大PR係要每五年住滿兩年（730日）。

加拿大畢業生 In Canada Graduates（Stream A）

加拿大在今年年初公布了讓合資格港人申請有效最長3年的工作簽證，現在再開放另外兩種取得永久居留的途徑。

其中Stream A針對加拿大畢業的香港留學生可以直接申請永久居留權。

截止日期：2026年8月31日

There is a 2-year baking course offered by a Canadian University that could lead to Canada PR. Here is how it works:

Step 1: You need to speak IELTS 6.5 to enter this program. If you have it now, you can enter the baking program directly.

Step 2: Two year baking/pastry program. Tuition fees for total 2 years: around CAD 48,000 (26,000 the first year + 22,000 the second year).

Step 3: After your studies, you will get a 3-year open work permit to work in Canada for any employer.

Step 4: After 1 year of working in Canada, you can apply for Permanent Residence.

Note: Ideal clients would be under 40 years old in order to gather enough points for the Permanent Residence.

The Portuguese Government has confirmed the changes to the Golden Visa Program will now be delayed until 1st January 2022.

The original proposed date for implementing the changes was 1st July 2021 however with the new announcement, applicants will have now have additional 6 months to apply under the current regulations. As such, real estate purchsed in Lisbon, Porto and coastal areas like the Algarve will still qualify until the end of the year.

On 1st Jan 2022, the minimum investment thresholds will be raised as follow:

- Acquisition of property with value equal or over EUR 500,000 will only be allowed if located in Autonomous regions of the Azores and Madeira or inland territories. (EUR 280k and EUR 350k options will no longer be applicable)

- Capital transfer for acquisition in investment funds increased from EUR 350k to EUR 500k.

- Capital transfer for bank deposit increased from EUR 1 million to EUR 1.5 million.

Effective from today (8th Feb 2021), qualified Hong Kong residents will be able to apply for Open work permits in Canada with validity up to 3 years.

Requirements:
- Applicant should hold HKSAR passport
- Applicant should graduated with a post secondary diploma/degree within the last 5 years, where the program’s duration is of at least 2 years

- Spouse
- Children

2021年加拿大無須雇主擔保移民項目

加拿大紐芬蘭與拉布拉多省優先技能類別移民項目NLPNP於今年1月開始接受申請，此項目旨在解決NL省某些高增長行業的勞動力短缺問題。

（一）基本申請條件：

1. 年齡21歲以上
2. 打算長期在NL省居住
3. 雅思IELTS或思培CELPIP成績至少達到CLB 5同等成績（成績一年有效）
4. 過去十年至少一年全職從事專業，高技能工作

（二）工作背景為NL省緊缺職業，緊缺職業分四大類別：

NL省位於加拿大東北角，分為紐芬蘭和拉布拉多兩個部分。NL省亦是加拿大最年輕的省份，在1949年才加入加拿大聯邦成為第十個省。

NL省大部分土地都是人跡罕至的森林，沼澤，湖泊和山嶺。以海維生是當地一大特點，全省的居民分佈於沿岸的小城市，多以捕魚維生。由於冬季海港冰封因此漁民只有半年時間捕魚，加上各國政府近年不斷擴闊沿岸部於領域，導致漁民收入受影響，年輕人口流失率上升。

雖然地理上NL省偏離其他省份，稍為劣勢一些，但這次NL省的項目比其他省份的門檻相對較低，從獲得加拿大永久身份的角度來看也不失為一個好的選擇。

Apart from Malta’s new Citizenship by investment path discussed yesterday, the Malta Residence and Visa Program (MRVP) is also to be phased out around February and March 2021, being replaced by the new program – The Malta Permanent Residence Program (MPRP).

Under the new regulations, the requirement to invest in government bonds and minimum income of EUR 100,000 have been removed, below are the requirements:

1. Possess EUR 500,000 assets (EUR 150,000 of which will have to be liquid assets)

2. Contribution
- EUR 68,000 (if property is purchased）
- EUR 98,000 (if property is leased)

2. Property
(a) South of Malta
- EUR 300,000 (purchase) or EUR 10,000 per annum (lease)
or
(b) Rest of Malta
- EUR 350,000 (purchase) or EUR 12,000 per annum (lease)

3. Charity Donation to NGO
- EUR 2,000

4. Health Insurance

Processing time:
- 6-8 months

Currently none of the amendments have been officially approved, all changes will need to be deliberated by Parliament before being officially published.

The new Citizenship by Investment path of Malta is now opened for applications.

The new policy is named the Maltese Citizenship by Naturalisation for Exceptional Services (MEIN), which replaces the previous Maltese Citizenship by Investment Program (MIIP).

The quota of MEIN is set at 1,500, with not more than 400 passports granted to main applicant per year.

The new requirements are as follow:

1. Contribution
- EUR 600,000 (36 months residency)
- EUR 750,000 (12 months residency)
- EUR 50,000 for dependents

2. Donation
- EUR 10,000 compulsory donation to an NGO

3. Residential property (5 years）
- EUR 700,000 for purchase
- EUR 16,000 per annum for rent

4. Insurance

*Government bond requirement has been removed.

The main applicant will be able to include the following as dependents:
- Spouse
- Children under age of 29, financially dependent
- Parent/grandparent above the age of 55, financially dependent

Maltese citizenship will be granted in one or three year time, depending on the residency option chosen.

Maltese passport has the right to travel, live, work and study anywhere in the EU. It also has visa free travel to over 160 destinations, including the US, Canada and the UK.

While pending for official confirmation, we are confident that the QIIP will be relaunching by mid-year of 2021 after it’s suspension in 2020.

QIIP stands for Quebec’s Immigrant Investor Program, is a path to permanent residency through purchasing an interest-free loan to the provincial government.

Requirements:

1. Personal net worth of at least CAD 2 million, either alone or with a spouse.
2. At least 2 years of management experience in the last 5 years
3. Intention to settle in the province of Quebec
4. CAD 1.2 million in a five-year interest free investment or opt for Financing option

To prepare for the application, you should start compiling tax and banking documents that go as far back as possible, in order to provide sufficient proof of funds.

Since QIIP application is a two-step process, where applicant has to apply to the province of Quebec first then followed by the Federal, there would be 4-5 year time in obtaining Canada permanent residency allowing the applicant to stay in place of origin until PR is granted.

We expect that the quota this year will be smaller than usual given the backlog accumulated before the suspension.

Out of all the Caribbean countries that offer Citizenship by Investment Program, namely Antigua and Barbuda, St. Kitts and Nevis, Grenada, Dominica and St. Lucia, the St. Lucia is the only one that offers bond option which came out during the pandemic.

The Special Covid-19 relief bond is at USD 250,000 for a family up to 4, which allows the applicant to purchase a non-interest bearing bond instead of making a contribution of USD 100,000 (single applicant) or USD 150,000 (family of 4) to the government.

The bond is to be held for 5-7 years depending on the family size.

The Covid-19 Relief Bond will expire by 31st December 2021.

The St. Lucia passport allows travel free to 146 countries including the UK, Hong Kong, Schengen countries etc.

The processing time for application is around 3-4 months.

The Popular Portugal Golden Visa Program will have the following possible changes to be come into effect on 1st July, 2021.

1. Removal of Lisbon, Porto and Algarve
- As the coastal areas have always been more popular, the 3 mentioned area will be removed to push applicants to purchase in the “low density” regions in Portugal.

2. Increase of Investment amount
- The minimum investment levels for real estate and fund option is expected to increase significantly, however this is yet to be confirmed.

As there is still some time to the changes to come effective, it is still possible to apply under the current regulations and pricing.

In addition, since UK is no longer a part of the EU, UK nationals are also eligible to apply for the Portugal Golden Visa.

1 Year Path to Canada PR

Requirments:

1. 40 year old or less
2. Bachelor degree or above
3. Business ownership experience/Management experience
4. IELTS score 7.0 in each category

Processs:

Step 1) Start/Purchase Business in Canada
- Applicant needs to purcahse or start a company in Canada where the business project has to be viable.

Step 2) Get Temporary Residence
- If Step 1 is successful, the applicant and his/her depdents will receive work permit to stay in Canada as temporary residents.

Step 3) Apply for PR
